JANONIS FROM: DIRECTOR OF PUBLIC WORKS APRIL 29, 2004 DATE: SUBJECT: SEALED BID RESULTS FOR PARKING GARAGE SIGNAGE CONTRACT (Not to exceed $34,962.97) BACKGROUND Interior sign age for the parking garage was not included in the contracts to design and build the garage. Instead a separate contract was awarded to Desman Associates of Chicago, a parking garage signage consultant, for $6,600 to design and prepare the specifications a.nd plans for all the interior parking garage signs. By having the garage built first we were able to identify the best locations for the signs, determine the best means for mounting, and minimize the total number of signs. There are a total of 360 signs, including parking stall numbers; directional (Le., Enter, Exit, Park, Library, Village Hall, Do Not Enter, etc.); parking sign symbols; and informational signs (Le., parking limits, LibraryNillage Hall drop box, parking levels, emergency, etc.). The majority of the signs will be aluminum with black back grounds and reflective white lettering. BID RESULTS On April 27, 2004 at 10:00 a.m. sealed bids were received for a parking garage signage contract. At that time, the sealed bids were publicly opened and read aloud. A notice to bidders was published in a local newspaper and invitations to bid were sent to six (6) qualified bidders. Four (4) bids were received; the bids ranged from a low of $34,962.97 from Jarob Design, Inc. to a high of $58,650.00 from M-K Signs, Inc. Below is a summary of the bids. BIDDERS Jarob Design, Inc. The low bidder Jarob Design, Inc. has not previously worked for the Village but has worked with our design consultant Desman on similar projects, which included several parking garages in the city of Chicago, and their work has been acceptable. Page 2 Parking Garage Signage Contract April 29. 2004 RECOMMENDATIONS I recommend acceptance of the lowest bid as submitted by Jarob Design, Inc. of Grand Rapids, Michigan for an amount not to exceed $34,962.97. Funding for this proposed contract will come from the parking fund, and can be found on page 221, account 6205110-690103 of the 2004 Budget. JANONIS FROM: PROJECT ENGINEER DATE: APRIL 29, 2004 2004 SHARED COST SIDEWALK PROGRAM (NOT TO EXCEED $85,000.00) SUBJECT: Backqround This program is a cooperative effort between the residents and the Village to share in the cost of replacing sidewalk throughout the Village. Information about the Shared Cost Program was published in the Village Newsletter, giving residents an opportunity to have sidewalk replaced at a discounted cost. This year's cost to the resident was increased from $40.00 to $42.50 per sidewalk square. Based upon the low bid received, this is half of the total cost of one sidewalk square, which is $85.00. The Shared Cost Sidewalk Program is dependent upon resident participation. BiddinQ Results Sealed bids for the 2004 Shared Cost Sidewalk Program were publicly opened and read aloud on April 27, 2004 at 10:00 AM. A Notice to Bidders was published in a local newspaper as required and invitations were sent to eight contractors familiar with this program. Seven contractors submitted bids for this project. The bids ranged from a low of $83,150.00 by Strada Construction Company to a high of $113,399.00 by Suburban Concrete, Inc. The Engineer's estimate for the project was $84,920.00. Each of the bidders submitted a bid bond in the amount of 5% of the total bid as required in the Bid Proposal Packet. All bids were checked for their accuracy. Only one bid had an error in the amount of $0.50. All bidders correctly signed their bids and bid bonds. Below is a summary of the bids: Strada Construction Co. M & A Cement Work, Inc. Suburban Concrete, Inc. $ 83,150.00 $ 84,002.00 $ 86,381.25 $ 98,562.50 $103,647.50 $109,911.00 $113,399.00 (as corrected) Engineer's Estimate $ 84,920.00 Page 2 April 29, 2004 2004 Shared Cost Sidewalk Program Discussion The low bidder, Strada Construction Company, has been the contractor on several projects in the Village of Mount Prospect including the 2002 Sidewalk Improvement Programs, 2003 Shared Cost Sidewalk Program, and the 2003 CDBG Sidewalk Program. Their workmanship has been acceptable. The Shared Cost Sidewalk budget amount is $110,000.00. This year $25,000.00 will be set aside for reimbursements to residents for work completed by their own contractors replacing public sidewalk in front of their homes. Therefore, the total amount available for the Shared Cost Sidewalk Project is $85,000.00. Recommendation The Contractor's bid is based on estimated quantities. The lowest bid, in the amount of $83,150.00, is within the total budget for the 2004 Shared Cost Sidewalk Program. We recommend the contract for the 2004 Shared Cost Sidewalk Program to be awarded to the low bidder, Strada Construction Company in an amount not to exceed $85,000.00 to cover the full amount budgeted for the program. Each of the bidders submitted a bid bond in the amount of 5% of the total bid as required in the Bid Proposal Packet. All bids were checked for their accuracy. No errors were found. Engineer's Estimate $102,418.00 $111,361.00 $115,224.50 $122,177.50 $133,130.00 $144,833.50 $147,270.00 $114,905.00 Discussion The low bidder, M & A Cement Work, Inc., is prequalifiedby the Illinois Department of Transportation for concrete construction projects. They completed sidewalk projects for the City of Burbank in 2002 and 2003, and for Hanover Park in 2002 and 2003. They also completed concrete work in Cicero and the City of Chicago in 2003. In all cases their workmanship has been reported as acceptable. Page 2 April 29, 2004 2004 CDBG Sidewalk Program The 2004 CDBG Sidewalk Program combines funds available in two accounts: ADA Compliance Project account with a budget of $50,000.00 and Sidewalk Repairs account with a budget of $65,000.00. The total budget for the 2004 CDBG Sidewalk Program is $115,000.00. Recommendation The Contractor's bid is based on estimated quantities. The lowest bid, in the amount of $102,418.00, is within the total budget for the 2004 CDBG Sidewalk Program. We recommend the contract for the 2004 CDBG Sidewalk Program to be awarded to the low bidder, M & A Cement Work, Inc. in an amount not to exceed $115,000.00 to cover the full amount budgeted for the program. JANONIS 'þ. ~I 5(~ D't FROM: SUPERINTENDENT OF STREETS & BUILDINGS DATE: APRIL 19, 2004 SUBJECT: ACCEPT NWMC BID FOR 2004 CRACK SEALING PROGRAM (NOT TO EXCEED $52,920) BACKGROUND As part of our preventive maintenance program for our streets, we annually select streets for crack sealing. We select streets that have been paved in the last 4-5 years. At 4-5 years after paving, the pavement has transverse cracks, which generally span the width of the street, as well as longitudinal cracks, which generally span the length of the pavement. We seal these cracks to prevent further deterioration of the street, thereby extending the life of the pavement. In order to contain the costs of such services and material, we enter into a joint contract through the Northwest Municipal Conference (NWMC) for this program. BID RESULTS Bids were received by the NWMC for the proposed 2004 Crack Sealing Contract and evaluated. Last year, the Village paid $1.019 per pound for crack sealing material installed. This year the lowest responsible bidder was SKC Construction, Inc. at $.941 per pound; a decrease of $.078 per pound. A NWMC administrative fee of $.02 per Ibs. is included in this price as in the past. Four bids were received, and bid results are as follows: Bidder Price per lb. SKC Construction, Inc. Sanchez Paving $.921 $.987 $1.12 $1.53 Page two 2004 Crack Sealing Award April 19,2004 DISCUSSION SKC Construction, Inc. is an mOT approved contractor and had the NWMC Crack Sealing contract in 2002. Based on IDOT's approval, the NWMC review panel awarded the contract to SKC Construction, Inc. as the low successful bidder for the 2004 Crack Sealing contract. Funds for this proposed contract are, in the current budget on page 215- account code 0505104- 540515 in the amount of $46,300 and on page 219- account code 0015108-540515 in the amount of$6,620. The total budget amount for the 2004 program is $52,920.00. Our quantities of crack sealing will be monitored so that the total expenditure does not exceed the budgeted amount. JANONIS FROM: ASSISTANT VILLAGE MANAGER DATE: APRIL 28, 2004 FURNITURE CONTRACT INCREASE REQUEST SUBJECT: The final furniture numbers have be.en presented to staff and the total cost is $176,200 above the previously approved furniture contract cost. The difference in cost can be attributed to several factors. Among the factors is the furniture budget was originally based on architectural place holders for furniture in various offices and not necessarily reflective of actual operational needs within a specific department. Therefore, once the actual office needs were matched up to the space and operational needs there was a need for numerous more furniture items that had not been originally estimated. Also the staff review of the furniture and floor layout compatibility generated additional furniture needs for file storage and office storage to maximize the available space. Several work stations were modified from standard work stations to work stations that were more compatible to meeting with visitors in the offices, which further necessitated additional changes. If the furniture were to be purchased in stages there is a possibility that the colors and materials would not match and the necessary storage needs would not be met in an efficient manner. There is a substantial amount of furniture being reused, however, there is a limited amount that is useful in the cUrrent Village Hall and would not fit or be as functional the projected set of furniture for purchase. Of the $176,200 of additional furniture approximately $36,168 is for replacement furniture in the Community Center. This furniture was split out of the overall furniture pricing as an option to consider once the final pricing was available for the overall furniture package. The proposed Community Center furniture will replace the vinyl chairs with heavy wear fabric chairs with arms, which has been requested in the past so the users could more easily get in and out of the chairs. The proposed new Community Center furniture would be compatible with the other furniture and office colors and materials in the new facility. The Community Center furniture also includes new tables that can more easily be movedthroughout the space depending on the needs while retaining the large 8 foot tables that are already owned by the Village.
