JANONIS, VILLAGE MANAGER CHIEF OF POLICE REQUEST TO PURCHASE DEPARTMENT SECURITY AUGUST 17, 2011 q i Ili� Y Police Department Request The Police Department is requesting to purchase equipment to replace the video surveillance system at the public safety building. The equipment and software will be purchased through W. W. Grainger and CDWG at a cost not to exceed $36,500.00. Attached for your review is a detailed discussion and quote outlining the proposed equipment to be purchased. Discussion The current video surveillance system was purchased in 2004 to replace the original system installed in the newly constructed public safety building in 1994. The current surveillance system monitors the public and underground parking facilities, the entire holding facility, public lobbies, and key security locations within the building. Video surveillance images are monitored on all duty shifts by department front desk personnel. Although the camera system has provided several years of satisfactory service, the cameras, software and wiring infrastructure are outdated, and beyond their dependable and useful life. Additionally, the video recording software is no longer supported for maintenance and updates. The entire system has experienced increasing problems with age. Amongst these problems have been camera failure, recording and replay errors, and poor picture quality. Finally, the current allotment of 31 cameras does not afford sufficient surveillance of key areas in and around the public safety building. In recent years, video surveillance technology has significantly improved. Systems now routinely utilize computer infrastructure and hardware. This allows for ease of installation and maintenance in addition to video images which have greater clarity and can record in varying lighting conditions. A detailed assessment of the public safety building was conducted by staff to review the current video surveillance system and determine optimal surveillance coverage. It is staff's recommendation to purchase and install 42 video cameras and related recording hardware to replace the current system. Additional cameras would provide enhanced video coverage of key interior and exterior locations of the public safety building. Specifically, the 42 cameras will provide increased coverage of the booking room, lockup and jail area, exterior of the public safety building, as well as other key areas of the public safety building. Additionally, video quality would be greatly increased to provide higher definition video imagery in a variety of lighting conditions. Page 1 of 3 MOUNT PROSPECT POLICE DEPARTMENT I CHF11 -66 FORMAL MEMORANDUM CONTROL NUMBER When comparing current equipment to new technology, it should be noted that the current system's infrastructure utilizes bulky coaxial cable, which requires each camera to be directly connected to the video recording hardware located in the computer server room. This results in a significant amount of cabling throughout the three floors of the public safety building. Furthermore, the coaxial system requires each camera to have a separate power supply. The proposed system would operate over standard computer network cable requiring no additional electrical power supply. Additionally, each camera's network cabling would terminate into a network switch. A separate switch would be located on each of the three floors of the public safety building to service video cameras located on that level. Connections from each of the three switches would terminate into the secured recording device located in the public safety building's computer room. By using computer network cabling and switches, the need for electrical power sources and extensive wiring would be greatly reduced. The proposed camera equipment would allow for greater image clarity and the ability to provide imagery at a wider range of light levels. Additionally, these cameras would be low profile making them less obtrusive. Based upon these cameras ability to be connected using network cabling, they can be easily serviced or replaced. The video recording software for the proposed system would allow for increased functionality. Amongst these updates would be motion detection recording, still camera imagery support, date and time range search, and video archiving for evidentiary purposes. Surveillance video may be recorded to a DVD for long term storage or evidentiary purposes. The network video recorders will have the capability to store approximately 60 days worth of video data depending on various camera settings, such as frame rate and image quality. During initial research for a replacement system, staff looked at two types of installations. The first type of installation would include all hardware, computer equipment and installation/labor costs. The second type of installation would only include hardware and computer equipment costs with the installation to be completed by staff. In regards to the first type of installation, staff researched and gathered quotes for equipment with full system installation from two vendors ADT, Inc. and Active Alarm, Inc. Both vendors provided full installation costs as follows; ADT, Inc. at $74,000 and Active Alarm, Inc. at $102,500. In regards to quotes for video camera and related equipment alone, quotes were received from both W.W. Grainger, Inc. and SuperCircuits, Inc. Quotes for equipment alone were as follows; W.W. Grainger, Inc. $33,943.40 and SuperCircuits $39,333. These quotes did not include the computer support equipment, which would be purchased through Computer Discount Warehouse (CDWG). CDWG provides the Village with competitive government pricing. CDWG provided a computer hardware equipment quote of $1,845.84 In addition to pricing and costs, staff reviewed prior service provided by each vendor. The four vendors; ADT, Inc., Active Alarm, Inc., W.W. Grainger, Inc. and SuperCircuits, Inc. have all previously provided products and/or service to the Village. Each has provided quality products and service. Based upon cost, features and quality, it was staff's recommendation to purchase Speco cameras and digital video recorders offered by W. W. Grainger and supporting computer equipment from CDWG. Additionally, both W. W. Grainger competitive pricing is available through the Public Safety GPO #409. CDWG competitive bid pricing is available through the GSA purchasing program GS- 35F- 0195J. Based upon the ability of department personnel to install and setup the system hardware and software, it is staff's recommendation to forego pursuing a vendor to provide both equipment and installation/labor. This will result in a savings of approximately $38,500.00. It should be noted that staff has conferred with fire department staff regarding the installation of the new video surveillance system. Video camera equipment provided by W. W. Grainger is based upon industry standards and is interchangeable with other cameras and digital video recorder systems. This interchangeability will allow additional cameras to be installed to meet the surveillance needs of the fire department once they have been determined. It is staff's recommendation to purchase video surveillance equipment from W. W. Grainger and CDWG based upon pricing available through GSA purchase. In addition, the department has been well satisfied with the quality of the Speco brand cameras and the service provided by W. W. Grainger and CDWG. Conclusion & Recommendation In determining the needs of the department and its personnel in choosing a video surveillance system for the public safety building, factors such as vendor satisfaction, quality, durability, industry standard open architecture technology, and price were considered. Based upon these factors, it is staff's recommendation to purchase surveillance camera equipment manufactured by Speco as offered through W. W. Grainger and purchase related network equipment from CDWG. In conclusion, it is requested that the bid process be waived to purchase the aforementioned video surveillance equipment through W.W. Grainger and CDWG at a cost not to exceed $36,500.00. Currently, the department has sufficient funding in the capital improvement account 020.60.01.00.1.000.657.005.
