JANONIS, VILLAGE MANAGER FROM: DIRECTOR OF COMMUNITY DEVELOPMENT DATE: JULY 18, 2011 1 1'i SUBJECT: REQUEST FOR FACADE REBATE REIMBURSEMENT — EMERSON ALE HOUSE RESTAURANT The Village has established the Facade Rebate Program in the downtown Tax Increment Financing District that offers matching grants to businesses that make improvements to storefronts in the downtown district. The maximum Village contribution is $10,000 per storefront. The petitioner is currently renovating the former Michael's Restaurant storefront at 105 S. Emerson Street to operate a sports bar and restaurant. They have made several improvements to the interior of the building to improve the functionality of the space and will also install new awnings and signage on their storefront. The total expenditures for their project will exceed $250,000. Emerson Ale House is seeking reimbursement for all eligible expenses related to their project. Per the program guidelines, the Village may cover 50% of all eligible of this project up to $10,000 per storefront. Therefore, the restaurant .is eligible for a $10,000 Fagade Rebate grant. Staff supports the request for the reimbursement. Please forward this memorandum and attachments to the Village Board for their review and consideration at their August 2 meeting. JANONIS, VILLAGE MANAGER FROM: DIRECTOR OF COMMUNITY DEVELOPMENT DATE: JULY 19, 2011 SUBJECT: 601 CARBOY ROAD — CLASS 6B INDUCEMENT RESOLI -�' P. - S/Zlf( Attached to this memorandum is a resolution that would grant approval of a Class 6b property tax incentive for First Industrial Realty Trust, Inc. who is the current owner of 601 Carboy Road. This property is located south of Algonquin Road on Carboy Road and has been vacant for approximately 2 years. The vacancy qualifies the property for the 6b designation with special circumstances pending approval of the attached resolution by the Village. First Industrial is requesting the Class 6b abatement so that they can competitively recruit prospective tenants for the property. It is estimated that the abatement would reduce the amount of property tax per square foot from $5.87 to $2.35 for this property. They are competing against other industrial buildings in the market that have tax rates below $2 per square foot, putting them at a competitive disadvantage. Carboy Road, Mount Prospect, Illinois 60056 (the "Property") PIN: 08-23-401-015-0000 Dear Bill: 601 Carboy, LLC (the "Applicant") will be purchasing the above-referenced site and leasing the same to its related entity, Quality Glass and Mirror, Inc. ("Quality Glass"). The Applicant is seeking a Class 6b Incentive based on occupation of abandoned Property for less than twenty-four months continuous vacancy and a purchase for value with special circumstances as well as substantial rehabilitation for the Property. The previous owner of the Property ceased operations in February 2009 and subsequent to such time, a bankruptcy plan was being compiled. Since operations ceased in February 2009, the Property was vacated except that the owner/the organizations' president, the organization's vice president and the organization's bookkeeper entered the Property from time to time in order to sell off certain remaining equipment in connection with the bankruptcy, By November 20 all individuals and equipment had been vacated from the Property and the Property continued to be 100% vacant and unused through today. The Applicant plans to purchase the site and substantially refurbish the same for Quality Glass's use. Because the Property has been vacant for less than twenty-four continuous months, the Applicant is seeking a Class 6b Incentive with special circumstances. Currently, the Property consists of a building that is approximately 27,150 square feet on a roughly 51,684 square foot site. The site needs significant improvements, and therefore the Applicant has allotted approximately $249,000 to refurbish the existing facility. The improvements will be made to, but not limited to, upgrading the electrical systems, adding a sprinkler system to the office area, the parking lot replacement, the addition of parking lot drainage, broken sewer pipe replacement, refurbishing the office and repairing the roof. Should the Applicant obtain a Class 6b Incentive on the Property, it plans to lease the site to Quality Glass. Quality Glass designs, manufactures, warehouses and distributes large sheets of glass for office and retail buildings. It is currently located in 70 Rawls Road, Des Plaines, IL, and, if the Applicant receives the requested Class 6b incentive, Quality Glass plans to relocate to the Property and expand its operations. It intends on bringing all 12 of its current employees to this location with the likelihood of hiring an additional 2 to 3 employees in the near future. Quality Glass will look to hire all qualified Village of Mount Prospect residents for future hires. However, this is all contingent on receiving a Class 6b Tax Incentive.
