MANAGER'S REPORT 1/15/02MOUNT PROSPECT POLICE DEPARTMENT FORMAL MEMORANDUM CHF 02-06 CONTROL NUMBER TO: FROM: SUBJECT: DATE: ~HQI~7~ ~IT~E PURCHASE OF 8 KUSTOM SIGNAL IN.C~ CAMERA SYSTEMS UNDER THE STATE BID AWARD JANUARY 8, 2002 Police Department Request The Police Department is requesting the Village Board authorize the purchase of eight (8) in-car video camera systems from Kustom Signals, Inc., under the current state of Illinois bid award at a total cost not to exceed $29,032. Discussion Generally, the use of in-car video recording systems serves four distinct purposes. First, the recordings can serve as evidence in support of an officer's actions in field encounters and arrests. Second, the recordings can serve as training tools. Third, the recordings may be viewed in the context of evaluating and improving officer safety practices. Finally, the recordings may be used to substantiate or unfound complaints about an officer's demeanor, activities or actions. In the limited time the systems have been in operation, the depathuent has used the recordings in all of these purpose areas. Product Evaluation and Recommendation Currently the department has twelve (12) Kustom Signals Inc., in-car video recording systems in use. These systems were purchased in 2001 under the state of Illinois bid award. The systems have proven to be reliable, performing as represented by the manufacturer and have fully met the needs of the department. Based on the department's experience with the current units, staff recommends the purchase of eight (8) additional Kustom Signals Inc., systems under state of Illinois bid award pricing, at a cost not to exceed $29,032. Attached is a price quotation from Kustom Signals Inc., for the in- car video systems. The related equipment on the quotation will be purchased separately. To purchase these eight (8) in-car video systems the department will use the department's remaining 2000 federal block grant award along with the Village's 1/9th match requirement, the department's entire 2001 federal block grant award along with the Village's 1/9th match Page 1 of 2 OUNT PROSPECT POLICE DEPARTMENT CHF 02-06 CONTROL NUMBER FORMAL MEMORANDUM requirement and some of money accumulated under the provisions of Senate Bill 740. Senate Bill 740 provides for the assessment of an additional $I00 fine in DUI cases for the purpose of purchasing law enforcement equipment for use by the arresting agency. LOWE JANUARY 10, 2002 VILLAGE CODE AMENDMENT EXPENSES At the May 15, 2001 Village Board meeting, the Board approved Ordinance No. 5189 which establishes an "Appendix A" as part of the Village Code. This appendix lists and defines all fines, penalties, bonds, and fees that are referenced throughout the Code. As ordinances are approved by the Board, they are submitted to Steding Codifiers for codification, and we receive updates regularly, with an average cost of $200 to $400. This 116 page ordinance affected more than half the chapters of the Code and the index, it necessitated reprinting of the zoning, building, development, sign and fire supplements, and combined with additional ordinances that had been approved, the result was a significantly larger than usual bill, of $14,080.00. The invoice is included for your review. I am requesting consideration and approval from the Board of Trustees for payment of this expenditure, as the Code requires Board approval of expenditures in excess of $10,000. Please let me know if you need additional information.
