"NA TIONAL GARDEN WEEK"
JUNES -11, 2011
WHEREAS, the Garden Club of Mount Prospect, as a member of the Garden
Club of Illinois, in cooperation with the National Garden Clubs, Inc., is promoting
National Garden Week in Illinois; and
WHEREAS, Garden Week involves setting aside a special week to strengthen
communities by encouraging citizens of all ages to work toward common goals;
and
WHEREAS, among Garden Week activities nationwide are educational programs,
environmental cleanups, community beautification, flower shows, garden walks,
youth activities and workshops; and
WHEREAS, the Garden Clubs, Inc. of Illinois is a non-profit organization with
more than 9,650 members and 200 clubs throughout Illinois; and
WHEREAS, the members are concerned citizens willing to devote their time and
talents to the conservation, preservation and beautification of our state's national
treasures and to expand and share our knowledge for the betterment of the
environment.
NOW, THEREFORE, I, Steven S. Polit, Mayor Pro Tem of the Village of Mount
Prospect, do hereby proclaim June 5 —11, 2011 to be
"GARDEN WEEK"
in the Village of Mount Prospect, and I commend the National Garden Clubs, Inc.
for their numerous contributions in adding beauty to our world.

REQUEST FOR CLASS "F3" LIQUOR LICENSE
On Friday, May 27, 2011, the Village Manager met with six members of the Sianis family
regarding a request for the creation of a new Class "F3" liquor license at their newly constructed
Randhurst Village location near the AMC Theater. The Class "F -3" license provides for the full
service of alcohol in a restaurant with lounge.
The original Billy Goat Tavern currently located across from the United Center was founded in
1934 by Greek immigrant Billy Sianis. Currently, the second generation Sianis family owns eight
locations, seven in Chicago and one in Washington D.C. The Randhurst Village Center will be
their ninth location. The total building square footage is 3,000 square feet with an estimated 90
seats inside and an outdoor patio. The restaurant will feature an American Grill menu and will
be open seven days a week from 8:00 a.m. to 10:00 p.m. serving breakfast, lunch and dinner. A
late July opening is anticipated.
The Village Manager discussed at length the Village's particular sensitivity to the sale of alcohol
to minors or clearly intoxicated persons. The requirements of the Village's Fight Ordinance were
also discussed. The Village Manager made it very clear to all present that the restaurant
managers were responsible for the actions of all restaurant employees with regard to the
service of alcohol. Also discussed was the need for all employees involved in the delivery of
alcohol to complete a certified liquor servers training course.
A completed application as well as all other required documentation is on file. All six
shareholders have completed background checks, fingerprinting and Basset certification in
association with the Billy Goat Tavern & Grill application. As required by the Liquor Code
additional managers and individuals involved with the sale and service of alcohol must complete
a certified liquor servers training course. If the Village Board views this application favorably, an
Ordinance creating a new Class "F3" License would need to be adopted.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by increasing the number of Class "F3" Liquor Licenses by One (1) Billy
Goat Tavern X, Inc. d /b /a Billy Goat Tavern and Grill at 164 Randhurst Village Drive. Said list is as
follows:
