Northwest Highway Mount Prospect, Illinois 60056 BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES March 14, 2011 Public Safety Building Fire Department Conference Room Chairman Busse called the meeting to order at 6:04 p.m. Roll Call: George Busse, Chairman Hank Friedrichs III, Commissioner Michaele Skowron, Commissioner Absent: Charles Bennett, Commissioner James Powers, Commissioner Also Present: John Malcolm, Fire Chief Michael Semkiu, Deputy Chief of Police APPROVAL OF MINUTES Phone 847/870 -5656 A motion was made by Commissioner Skowron and seconded by Commissioner Friedrichs to accept the minutes of the February 15, 2011, Open Meeting. Voice Vote: Ayes: Busse, Skowron Nays: None Abstain: Friedrichs Motion Carried Chairman Busse asked for a motion to approve the disposal of Open Meeting Audiotapes /CD's pursuant to the Illinois Records Commission for the period of January 2003 thru December 2010. A motion was made by Commissioner Skowron and seconded by Commissioner Friedrichs. Voice Vote: Ayes: Busse, Friedrichs, Skowron Nays: None Abstain: Motion Carried Chairman Busse asked for a motion to approve the disposal of Closed Session Audiotapes /CD's Pursuant to the Open Meetings Act for the period of January 2004 thru June 2009. A motion was made by Commissioner Friedrichs and seconded by Commissioner Skowron. Voice Vote: Ayes: Busse, Friedrichs, Skowron Nays: None Abstain: Motion Carried CITIZENS TO BE HEARD No one in attendance. POLICE DEPARTMENT UPDATE Deputy Chief Semkiu provided a brief report on department staffing and an overview of the Executive Management Program he attended at Northwestern University, which is recognized by agencies all over the country. SERGEANTS PROMOTIONAL EXAMINATION DISCUSSION Deputy Chief Semkiu reported the current Police Sergeant Eligibility List expires September 5, 2011, and the next written test for sergeant is scheduled for July 20, 2011. Deputy Chief Semkiu presented the Reading List for the Board's approval and the Department Notice for the Chairman's signature. After review and discussion, the Board voted to approve the Reading List, which will be included with the memorandum announcing the Sergeants test and distributed to all eligible officers. Voice Vote: Ayes: Busse, Friedrichs, Skowron Nays: None Abstain: Motion Carried POLICE RECRUIT ENTRANCE EXAMINATION PROCESS DISCUSSION Deputy Chief Semkiu provided the Board with a brief update on the recruit testing, which began in January. Deputy Chief Semkiu also supplied information on advertising and handed out copies of the department's ad currently on The Blue Line. Data collected from the previous test determined that over 90% of the applicants use The Blue Line website in their search for police tests. The department will also run ads in the Chicago Tribune, as well as attend career fairs, such as Western Illinois University. Deputy Chief Semkiu reported that as of today the department has received 154 pre - applications. There was a general discussion regarding the testing process and timeline for the test. FIRE DEPARTMENT UPDATE Chief Malcolm briefly updated the Board on department staffing and the status of Fire Department eligibility lists. CLOSED SESSION A motion was made by Commissioner Skowron and seconded by Commissioner Friedrichs to go into Closed Session under personnel 5 ILCS 120/2 (c)(1) at 6:46 p.m. Roll Call Vote: Ayes: Busse, Friedrichs, Skowron Nays: None Motion Carried The Board returned to Open Session at 7:02 p.m. with everyone present. A motion was made by Commissioner Skowron and seconded by Commissioner Friedrichs to approve the release of certain Closed Session Minutes to the Open Session Book for the period of January 2003 thru September 2010. Roll Call: Ayes: Busse, Friedrichs, Skowron Nays: None Abstain: Motion Carried OTHER BUSINESS Commission Skowron asked to discuss the Illinois Fire and Police Association Conference scheduled for April 29 to May 1st in Champaign. Due to the Village's financial situation, Chairman Busse suggested the Board consider attending the local seminar in November and the Board concurred. The Board agreed there would be no meeting in April and the next meeting will be held on May 2 nd at 5:30 p. M.
