March 8, 2011
I. CALL TO ORDER — ROLL CALL
The meeting was called to order at 7:03 p.m. in the Village Board Room of the Village
Hall, 50 South Emerson Street, by Mayor Irvana Wilks. Present at the meeting were
Trustees Paul Hoefert, Arlene Juracek, John Korn, John Matuszak, Steven Polit and
Michael Zadel. Staff present included Assistant Village Manager David Strahl, Public
Works Director Glen Andler, Deputy Director Sean Dorsey, Village Engineer Jeff
Wulbecker, Forestry Superintendent Sandy Clark and Assistant David Hull.
II. APPROVAL OF MINUTES FOR FEBRUARY 8, 2011
Motion made by Trustee Polit seconded by Trustee Juracek. Minutes were approved.
III. CITIZENS TO BE HEARD

IV. 2011 CONSTRUCTION UPDATE
Village Engineer Jeff Wulbecker provided an overview of the construction projects
slated for this upcoming construction season. He stated the Street Resurfacing program
will consist of twenty six streets covering 4.7 miles. He stated bids have already been
received and work should start early next month. He stated there is a Pond
Rehabilitation project scheduled in the Kensington Business Center for Ponds 4 and 5A.
He also stated there are two street light projects. One is along Kensington Avenue to
replace the lights with new LED lights using grant funds and work has already started
prepping the site for those improvements. He stated the other lighting project is in the
Kensington Business Center where they are replacing existing lights with LED light
standards funded through grant funds, however, the funds only cover the purchase of
the fixtures.
He stated the Briarwood Sanitary Sewer Replacement project will be bid out in May and
work should start sometime in June. He stated the Combined Sewer Repair program is
ongoing and continues on schedule. He also stated there are five to ten additional
possible sites for private property drainage solutions to add to the backlog of
approximately 140 sites. These sites will be improved as funds become available. He
stated Kensington Road is in the design phase with 2012 construction anticipated. IDOT
is providing the majority of the funding and the Village will take over through a
jurisdictional transfer after the completion. He also stated Kensington will have a three
lane profile with curb and gutter along with sidewalk insulation. He stated there are
pedestrian signal improvements anticipated for Mount Prospect, Northwest Highway and
Prospect Avenue. He stated those pedestrian improvements are under design at this
time with construction expected in 2012.
He stated the Levee 37 project is nearly complete regarding Phase II which is 90%
complete and that a 600 foot gap will remain until the Wheeling Compensatory Storage
Project is completed. He stated that even though the gap exists the Village will benefit
from the Levee. He also stated the pothole repair is underway throughout the community
and that the Private Property Storm Water Drainage program has been prioritized based
on worst first as funds are available.

V. EMERALD ASH BORER/GYPSYMOTH UPDATE
Forestry Superintendent Sandra Clark provided an update regarding the Emerald Ash
Borer (EAB) infestation throughout the community. She stated that over 100 towns in
Illinois have found the EAB. She stated that twenty -four trees within the community have
been identified so far at three different locations. She stated the EAB can affect trees
very quickly and can cause a loss of 10% of the tree population per year based on the
number of Ash trees in the Village inventory. She also stated the winter inspection
continues throughout the Village tree inventory and that woodpeckers are a good
indicator of possible EAB infestation, although once the woodpeckers start eating the
EAB the tree is probably too far gone. She also stated that the Forestry Division have
identified 48 trees this week alone and based on that count case there could be twice
that number identified the following week. She stated that approximately 800 trees have
been treated with an insecticide to try to slow the EAB down. She also stated there are
no cost share funds for tree replacement in 2011, however; she is utilizing a $30,000
State grant for replacement trees that have EAB.
Dave Hull provided an update regarding the Gypsy Moth. He stated the Gypsy Moth
was found in Mount Prospect in 2008. Staff continues scouting and trapping along with
removing egg masses from trees. They have received some help from the State
regarding infested areas. He stated the trees become defoliated with infestations of
Gypsy Moth larvae which weaken the tree over time and the tree eventually dies,
therefore; the infestation process is relatively slow. He stated staff and contractors have
removed approximately 333 egg masses from trees and have undertaken insecticide
treatment for another 144 trees. The current program continues as funding allows.
VI. MANAGER'S REPORT
Assistant Village Manager Strahl provided information to the Village Board and
listening audience that March 12, 2011 will be Coffee with Council from 9:00 a.m. until
11:00 a.m. at the Village Hall Community Center.
VII. ANY OTHER BUSINESS
Trustee Korn stated that there is a St. Patrick's Day event on March 13 for senior
citizens.
