FINANCIAL REPORT Mayor Wilks stated the next item on the agenda, "MONTHLY FINANCIAL REPORT AND
& APPROVE BILLS APPROVE BILLS" was noted by an asterisk, and unless there was a request to remove
an item(s), all items further listed in that manner would be considered with one (1) vote, as
business item "IX. CONSENT AGENDA."
Mayor Wilks requested approval to remove Item D. A Resolution Authorizing a Second
Amendment and Extension of the Contract for Sale of Water by the Village of Mount
Prospect to the City of Mount Prospect for separate discussion as listed under New
Business.
Trustee Korn, seconded by Trustee Hoefert, moved for approval to remove Item D. under
New Business from the Consent Agenda, for separate discussion under New Business.

Finance Director David Erb provided a summary of the proposed 2010 tax levy of
$15,194,638. Per the direction of the Village Board the 2010 tax levy represents a zero -
percent (0.00 %) increase from the 2009 tax levy. The Mount Prospect Library Board
approved their tax levy request of $9,507,541, a 4.94% increase over the 2009 levy.
Mr. Erb stated there are three (3) ordinances related to the 2010 Tax levy.
2010 TAX LEVY
CORPORATE AND (1) The levy and collection of taxes for the corporate and municipal purposes of the
MUNICIPAL Village of Mount Prospect including the Library for the fiscal year beginning January 1,
PURPOSES 2010 and ending December 31, 2010.
The Village's 2010 tax rate is expected to decrease to $0.672 from the 2009 rate of
$0.754; this is due to an estimated 12% increase in the 2010 equalized assessed
valuation (EAV) and holding the line on the property tax at 2009 levels. The Library's
2010 tax rate is estimated at $0.421, compared to the 2009 rate of $0.450. To illustrate
the tax rate, Mr. Erb stated a resident with a home with an EAV of $113,000 (market value
of approximately $350,000) in 2010 will pay $854 in taxes to the Village of Mount
Prospect and $535 to the Library; no increase in the Village levy and a $25 increase in the
Library levy from the levy extended in 2009.
TAX LEVY
SPECIAL SERVICE (2) Village's Special Service Area No. 5 which helps fund the delivery of Lake Michigan
AREA # 5 water to the Village's water system. Staff recommend the 2010 tax levy remain the same
as the 2009 levy ($1,545,773); estimated tax rate is $0.947.
TAX ABATEMENT
(3) Abate a part of the taxes levied for corporate and municipal purposes municipal of the
Village of Mount Prospect for fiscal year 2010.
Mr. Erb stated the abatement ordinance reduces a portion of the Series 2009C service tax
levy established by its bond ordinance The abatement is the result of issuing these bonds
as Build America Bonds (BAB). The BAB's provide a federal subsidy of 35% of the
interest paid on the bonds to the issuer which lowers the overall cost of borrowing. The
subsidy is used to abate a portion of the tax levy for debt service; the BAB subsidy for
2011 is $47,258.
In comparing the 2009 and 2010 levies Mr. Erb stated the levy for the General Fund
decreased by (13.96 %); Refuse fund — no change; Debt Service — 15.96% increase;
Police Pension — 22.42% increase and Fire — 23.53% increase.
Mayor Wilks opened the Public Hearing for questions /discussion.
Village Manager Janonis provided further explanation of how the Village's 2010 Total
Levy was kept at 0% despite the significant increases in Debt Service and mandated
Police and Fire Pensions.
• Significant hit to General Fund — $1.1 million from General Fund
• Reductions in personnel and non - personnel items
In reference to the state mandated public safety pensions, Mayor Wilks stated she sent a
letter to Governor Quinn urging him to sign Senate Bill 3538. The letter which was
signed by all Village Trustees stated, the Village's contribution to the Police Pension and
Fire Pension totaled $876,835; the equivalent cost for six (6) public safety employees.
Senate Bill 3538 makes significant changes to police and fire pension systems to both
reduce the burden on tax payers and ensure the long term solvency of these systems. (A
copy of the letter to Governor Quinn is attached to the minutes.)
Mayor Wilks closed the Public Hearing for the 2010 Property Tax Levy at 7:30 p.m.

2011 MUNICIPAL Mayor Wilks presented for a second (2" reading an ordinance adopting an annual
BUDGET budget for the Village of Mount Prospect, Illinois for fiscal year commencing January 1,
2011 and ending December 31, 2011 in lieu of passage of an appropriation ordinance.
Mayor Wilks opened the discussion of the ordinance for public comments.
Public Comments /Concerns

• (Their) Remodeling project requires Village inspections; significant difference between
Village inspectors and Village's contracted inspectors.
• Village inspectors provide better service; outsourcing inspection would be disservice
to residents.
• Crossing guards — how in good conscious can the Village drop this service.
• What is cost to the Village if there is an accident.
Village Manager Janonis responded to the comments and concerns including data and
feedback utilized in the decision making process to outsource building inspections and the
elimination of the crossing guard program.
Building Inspectors
• Performance of contractual providers; positive feedback - on par with Village staff.

• A number of municipalities moving toward outsourcing of inspections; efficient, cost -
effective, contractual provider able to adjust inspections /inspectors to respond to
Village /resident needs.
• Outsourcing of inspections has proven track record; Administration and Village Board
supported.
• RFP — will include performance measures and service level agreement.
• Residents working with building inspectors will be given contact information.
Crossing Guard program
• Crossing guards — Village performed data collection /analysis at intersections with
crossing guards. Serves very small population of Village; 11 students.
• If program is in existence must have back -up; elimination of 7 Community Service
Officers (CSO) back up no longer available.
Village Board Comments
• Contractual services — significant savings to Village.
• Building Inspectors contractual service agreement — to ensure quality of performance.
• RFP — constructive comments /concerns from residents to draft performance
measures.
• Two schools in Mount Prospect affected School District #26 and School District #57.
School District #26 - newspaper reported school district will privatize crossing guard
service.
Trustee Hoefert, Trustee Korn, Trustee Matuszak, Trustee Polit and Trustee Zadel each
expressed their thanks and appreciation to the residents of Mount Prospect and staff for
their input and direction during the discussions and decision making of the 2011 Budget.
[In consideration of the difficult economic conditions impacting the residents of Mount
Prospect Mayor Wilks and the Village Board unanimously opposed any increase in
property tax.] Recognizing the challenges and difficult budgetary decisions of that
directive, Village Board comments included the following:
Village Board Comments
• Very difficult economic period; this year faced with the most difficult budgetary
decisions.
• Supports 0% tax levy; but recognizes the human cost — loss of jobs
• Very difficult decisions to achieve 2011 balanced budget.
• Transparency of budget process; open meetings, resident input
• Mount Prospect is a conservative community; doesn't spend what it doesn't have
• Village has traditionally run a very lean budget — very little waste in budgets.
• Reduction in staff, 34 positions; able to preserve core services with minimal reduction
in services.
• Primary function of Village Board is to preserve and protect the financial health of the
Village in order to provide services.
• This year's budget is different; 2011 budget is structured in response to long -term
revenue flows.
• Personnel reductions not easy or popular but must be done to attain balanced budget
(state law); salaries only place to find money.
• No draw down from reserves.
• Long -term budgetary decisions will serve residents well.
• Appreciation extended to the Finance Commission, residents and staff for direction
and input during the budget process.
• Need to put money back in General Fund.
• As economy improves, service levels will be evaluated; public safety is number one
and as such will be given priority.
Mayor Wilks read the attached 2011 budgetary statement from Trustee Juracek to be
incorporated into and made part of the official meeting minutes.
Village Manager Janonis thanked the Village Board for leadership and clear direction. He
also thanked Finance Director Dave Erb and staff, Finance Commission, Department
Directors.

He also recognized those individuals who made the personal decision to retire in an effort
to save the jobs of less senior staff and all the good employees who were laid -off because
of the economy. He noted that while cutting staff is a very difficult decision, it
demonstrates that the Village doesn't subscribe to the philosophy; "government .., once
you have a job you have it for life."
In closing the Village Board's discussion of the ordinance approving the 2011 budget,
Mayor Wilks stated this was the most difficult budget in her 19 years serving on the
Village Board. Mayor Wilks thanked the Village Board for their insight and opinions, she
thanked the Finance Commission, the Village Manager and staff as well as the residents
of Mount Prospect for their participation and input in this year's budget.
Public Comment
Alexandros Agalianos

Identifying himself as a new resident of Mount Prospect, Mr. Agalianos thanked the Mayor
and Village Board for not raising taxes. He questioned whether certain services would be
brought back if the economy improves.
Village Manager Janonis responded, as the economy /revenues improve service levels will
be re- evaluated with public safety programs (police /fire) given first (1 priority followed by
Public Works (infrastructure). Certain structural changes will remain even when economy
changes.
In response to Mr. Agalianos' inquiry regarding opportunities for contractual snow plowing;
Village Manager Janonis referred him to the Public Works Department.

Mayor Wilks presented for a second (2 reading an ordinance amending Chapter 11,
"Merchants, Business, Occupations and Amusements."
This ordinance amends Chapter 11, by deleting Section 11.1136 "Senior Citizen/
Handicapped Subsidized Taxicab Rate Program" in its entirety; effective date concurrent
with 2011 municipal budget.

Village Manager Janonis provided an update of the steps that have been taken to notify
the cab companies as well as the participants regarding discontinuation of the program; a
resource list for alternative transportation was also provided to the participants.

Mayor Wilks presented for a first (1 reading an ordinance making certain amendments
to the annual Village Budget adopted for the fiscal year commencing January 1, 2010 —
December 31, 2010.
BUDGET Finance Director Dave Erb provided background information stating this is the second
AMENDMENT NO. 2, (2 amendment to the 2010 Budget. This amendment decreases revenue projections
2010 ANNUAL by $4,889,804 and increases the budget for expenditures by $3,615,833. He stated
BUDGET significant revenue adjustments occurred in the Police and Fire Pension Funds related to
investment income; Police decreased by $1.8 million and Fire decreased by $1.7 million.
Several notable budget adjustments related to expenditures were also made. A final
transfer of $861,000 was made from the General Fund to the Capital Improvement Fund
to cover a portion of the cost of replacement of Fire Station #14, Emergency Operations
Center and the Public Works expansion. Other adjustments to budgeted expenditures
include medical insurance, debt service principal, interest payments and other grant
related expenses.
With this amendment the Village will be operating in the black; staff will continue to
monitor the reserve balance to ensure compliance with the Village's fund balance policy.
For clarification Mr. Erb stated the expenditure adjustment was an administrative
accounting function.

Mayor Wilks stated as approved, Item D. A Resolution Authorizing A Second Amendment
and Extension of the Contract for Sale of Water by the Village of Mount Prospect to the
City of Prospect Heights had been removed from the Consent Agenda for separate
discussion at this time.
Village Manager Janonis stated, since the Village Board's discussion of this item at the
AMENDMENT AND December 14, 2010 Committee of the Whole meeting, the City of Prospect Heights
EXTENSION OF requested the agreement be revised to include language which allows the City of
WATER CONTRACT Prospect Heights to opt out of the agreement should the "City" get their own water
BETWEEN THE system. Deferral of this Resolution, until the January 4, 2011 Village Board meeting, will
VILLAGE OF allow the attorneys from both municipalities to finalize language for the requested opt out
MOUNT PROSPECT clause.
AND THE CITY OF
PROSPECT Village Manager Janonis stated the infrastructure for the existing system was paid for by
HEIGHTS the City of Prospect Heights. If, in the future, the City of Prospect Heights does get its
( DEFFERED) own water system the existing infrastructure could serve as emergency back -up for both
communities.
Trustee Polit, seconded by Trustee Matuszak, moved for approval to defer item D.
