Northwest Highway Mount Prospect, Illinois 60056 BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES September 13, 2010 Public Safety Building Fire Department Conference Room Chairman Busse called the meeting to order at 5:05 p.m. Roll Call: George Busse, Chairman Charles Bennett, Commissioner Hank Friedrichs III, Commissioner James Powers, Commissioner Michaele Skowron, Commissioner Also Present: Michael Figolah, Fire Chief John Dahlberg, Police Chief Phone 847/870 -5656 APPROVAL OF MINUTES A motion was made by Commissioner Bennett and seconded by Commissioner Powers to accept the minutes of the June 7, 2010, Open Meeting. Voice Vote: Ayes: Bennett, Friedrichs, Powers Nays: None Abstain: Busse, Skowron Motion Carried POLICE DEPARTMENT UPDATE Chief Dahlberg reported the Police Department is down two officers and one CSO from authorized strength. Chief Dahlberg also announced the following promotions, which will take place September 21, 2010, at the Village Board Meeting: Commander Timothy Janowick to Deputy Chief of Field Operations, Sergeant Michael Eterno to Commander and Officer Anthony Addante to Sergeant. There was a brief discussion regarding the promotions and their responsibilities. Chairman Busse asked if the Police Chief had any comments on the Community Connections Center in light of the center's recent anniversary. Chief Dahlberg commented that from a police perspective it has accomplished everything the Village Board set out to accomplish in terms of creating an open line of communication between that segment of the community and the Village officials. FIRE DEPARTMENT UPDATE Chief Figolah reported on staffing and newly hired Firefighter /Paramedic Michael Murphy. CLOSED SESSION A motion was made by Commissioner Bennett and seconded by Commissioner Powers to go into Closed Session under personnel 5 ILCS 120/2 (c)(1) at 5:40 p.m. Roll Call Vote: Ayes: Bennett, Busse, Friedrichs, Powers, Skowron Nays: None Motion Carried The Board returned to Open Session at 5:52 p.m. with everyone present. BOFPC Minutes Page 1 of 2 9/13110 REVIEW PROPOSED RULE CHANGES Chief Figolah reported the legal department reviewed a copy of the proposed changes and determined the document to be legally appropriate. After further review and discussion, the Board asked the Chief to have their comments and recommendations forwarded to the Attorney for his review prior to discussion at the next meeting. Chief Figolah brought to the attention of the Board the section under education on proficiency in a foreign language. A company called Language Testing International conducts proficiency testing for police and fire departments all over the country. The company is the exclusive licensee of the American Council on the Teaching of Foreign Languages (ACTFL). The cost of phone certification for an applicant is approximately $130. After a brief discussion, the Board agreed to have Chief Figolah obtain more information from the company. OTHER BUSINESS Chairman Busse suggested contacting Mr. Hill for his availability before setting the next meeting date and the Board agreed. There was a brief discussion on the Illinois Fire and Police Commissioners Association Fall Conference. At this time, no one plans to attend. There was also a brief discussion regarding the annual report to the Village Board.
