ORDINANCE NO. 39~ AN ORDINANCE AMENDING CHAPTER 8 ENTITLED "VILLAGE GOVERNMENT MISCELLANEOUS PROVISIONS" OF THE VILLAGE CODE BY CREATING ARTICLE XI TO ESTABLISH A NON-RESIDENT AMBULANCE TRANSPORTATION FEE WHEREAS, in order to provide the residents of the Village of Mount Prospect with the highest possible level of public l~fe-safety, an emergency paramedic ambulance service was established within the Mount Prospect Fire Department; and WHEREAS, in order to implement such emergency ambulance service the Village of Mount Prospect provides the personnel and equipment necessary to achieve the best possible llfe-safety and life-saving procedures available; and WHEREAS, the firef~ghter/paramedlcs are trained to administer l~fe-sav~ng techniques and the ambulances equipped to transport victims to the closest emergency care facility; and WHEREAS, in order to provide for the continuatIon of these worthwhile services, the corporate Buthorities of the Village of Mount Prospect have determined that a portion of the costs involved shall be recovered through a non-resident transportation fee. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That Chapter 8 entitled "Village Government M~scellaneous Provisions" of the Village Code of Mount Prospect, as amended, is hereby further amended by adding thereto an entirely new Article XI entitled "Non-Resident Ambulance Fee"; so that hereinafter said Article XI of Chapter 8 shall be and read as follows: " ARTICLE XI NON-RESIDENT AMBULANCE FEE Section 8.1101. Section 8.1102. Section 8.1103. Section 8.1104. Purpose Definition Fee Established Collection Section 8.1101. Purpose. A non-resident ambulance transportation fee is established for the purpose of defraying a portion of the costs involved with the transportation of non-residents by a Mount Prospect Fire Department.ambulance. Section 8.1102. Definition. For the purpose of this Article "non-resident" shall be defined as any person not residing within the corporate l~m~ts of the Village of Mount Prospect who equires transportation of any type, whether knowingly or unknowingly, by the Mount Prospect Fire Department ambulance. Section 8.1103. Fee Established. If a non-resident requires an ambulance of the Mount Prospect Fire Department to transport them to an emergency care facility due to an automobile accident, a fee of One Hundred Twenty Five Dollars ($125.00) shall be due and owing to the Village of Mount Prospect upon receipt of a b~ll ~ssued by the D~rector of Finance of the V~llage of Mount Prospect.' ® If a non-resident requires an ambulance of the Mount Prospect Fire Dep~rtment to transport them to an emergency care facility due to an in3ury or illness incurred at any locatlon other than a residence, a fee of One Hundred Twenty Five Dollars ($125.00) shall be due and owing to the Vlllage of Mount Prospect upon receipt of a bill ~ssued by the D~rector of F~nance of the Village of Mount Prospect. 3. The non-resident ambulance transportation fee shall not apply to a non-resident who incurs an injury or illness within a dwelling unit ~n the V~llage of Mount Prospect. Section 8.1104. Collection. The D~'rector of Finance of the Village of Mount Prospect shall cause a bill to be ~ssued and sent to the non-resident having been transported by ambulance. All fees collected ~n conformance with th~s Article shall be deposited in the General Fund of the Village of Mount Prospect or other Fund for the purpose of providing funds for future replacement of life-safety vehicles or equipment as may be determined by the corporate authorities of the Village. " SECTION TWO: That this Ordinance effect from and after its passage, the manner provided by law. shall be ~n full force and approval and publication ~n AYES: NAYS: 4 - Arthur, Farley, Van Geem, Wattenberq. 2~- Flores, Murausk~s.
