X. OLD BUSINESS PUBLIC HEARING This public hearing, called pursuant to proper legal notice having been published in the Daily Herald on December 9, 2010, is for the purpose of presenting the proposed tax levy for the fiscal year beginning January 1, 2010 and ending December 31, 2010. A. 2 reading of AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF (Exhibit A) TAXES FOR THE CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT, ILLINOIS FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2010 AND ENDING DECEMBER 31, 2010. B. 2 reading of AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF (Exhibit B) TAXES FOR THE MUNICIPAL PURPOSES OF SPECIAL SERVICE AREA NUMBER FIVE OF THE VILLAGE OF MOUNT PROSPECT, ILLINOIS FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2010 AND ENDING DECEMBER 31, 2010. C. 2 reading of AN ORDINANCE TO ABATE A PART OF THE TAXES LEVIED FOR (Exhibit C) CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT, ILLINOIS FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2010 AND ENDING DECEMBER 31, 2010. D. 2nd reading of AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE (Exhibit D) VILLAGE OF MOUNT PROSPECT, ILLINOIS FOR FISCAL YEAR COMMENCING JANUARY 1, 2011 AND ENDING DECEMBER 31, 2011 IN LIEU OF PASSAGE OF AN APPROPRIATION ORDINANCE. E. 2 reading of AN ORDINANCE TO AMEND WATER AND SEWER RATES SET (Exhibit E) FORTH IN APPENDIX A, DIVISION II OF THE VILLAGE CODE OF MOUNT PROSPECT. This ordinance increases the combined water and sewer rate by 4% effective January 1, 2011. F. 2nd reading of AN ORDINANCE AMENDING CHAPTER 11 "MERCHANTS, (Exhibit F) BUSINESSES, OCCUPATIONS AND AMUSEMENTS" This ordinance amends Chapter 11, by deleting Section 11.1136 "Senior Citizen/ Handicapped Subsidized Taxicab Rate Program" in its entirety; effective date concurrent with 2011 municipal budget. XI. NEW BUSINESS A. 1 reading of AN ORDINANCE MAKING CERTAIN AMENDMENTS TO THE (Exhibit G) ANNUAL VILLAGE BUDGET ADOPTED FOR THE FISCAL YEAR COMMENCING JANUARY 1, 2010 — DECEMBER 31, 2010. Page 2 of 4 Village Board Agenda 12/21/10 B. 1s reading of AN ORDINANCE AMENDING CHAPTER 13, ENTITLED "ALCOHOLIC (Exhibit H) LIQUOR," AND APPENDIX A, DIVISION II, OF THE VILLAGE CODE OF MOUNT PROSPECT, ILLINOIS. This ordinance provides minor changes to Chapter 13 that more fully balance the day to day operations of liquor license establishments with the need to regulate said establishments. C. 1 reading of AN ORDINANCE AMENDING CHAPTER 23, ARTICLE I OF THE (Exhibit I) VILLAGE CODE OF MOUNT PROSPECT, ILLINOIS REGARDING FIREARMS AND DANGEROUS OR FACSIMILE WEAPONS. This ordinance amends Section 23.109 of Chapter 23, Article I, to define "dangerous weapons" to include crossbows and other weapons, and to restrict their possession and discharge in the Village. D. * A RESOLUTION AUTHORIZING A SECOND AMENDMENT AND EXTENSION (Exhibit J) OF THE CONTRACT FOR SALE OF WATER BY THE VILLAGE OF MOUNT PROSPECT TO THE CITY OF PROSPECT HEIGHTS. This resolution authorizes an extension of the contract for sale of water, as amended, from August 16, 2004 to August 15, 2024. E. * A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT (Exhibit K) BETWEEN THE FOREST RIVER FIRE PROTECTION DISTRICT AND THE VILLAGE OF MOUNT PROSPECT. This annual agreement required by Court Order authorizes the Village to provide emergency services to those portions of unincorporated Cook County. F. * A RESOLUTION FOR IMPROVEMENT BY MUNICIPALITY UNDER THE ILLINOIS (Exhibit L) HIGHWAY CODE. This resolution appropriates money ($550,000.00) from Motor Fuel Tax funds (MFT) for the 2011 Resurfacing Program. G. * A RESOLUTION FOR MAINTENANCE OF STREETS AND HIGHWAYS BY (Exhibit M) MUNICIPALITY UNDER THE ILLINOIS HIGHWAY CODE (BLR 14230) This resolution appropriates money ($449,432.00) from Motor Fuel Tax funds (MFT) for the maintenance of streets and highways from January 1, 2011 — December 31. 2011. H. * A RESOLUTION AUTHORZING EXECUTION OF AN INTERGOVERNMENTAL (Exhibit N) AGREEMENT BETWEEN THE VILLAGE OF MOUNT PROSPECT AND THE ILLINOIS DEPARTMENT OF TRANSPORTATION FOR GOVERNMENTAL BODY MAINTENANCE OF TRAFFIC CONTROL DEVICES This resolution authorizes the execution of a Local Agency Agreement for maintenance responsibility and the division of energy costs for traffic signals and other traffic control devices. XII. VILLAGE MANAGER'S REPORT A. * Request Village Board approval to accept proposal for Workers' Compensation Third -Party Claims Administration for fees totaling $14,100.00.
