ACCEPTANCE OF MINUTES OF THE COMMITTEE OF THE WHOLE NOVEMBER 23, 2010 III. CITIZENS TO BE HEARD IV. 2010 HOLIDAY DECORATION AWARDS Winners of the 2010 Holiday Decoration Award will be presented by representatives of the Special Events Commission. V. ORDINANCE AMENDING CHAPTER 23, REGARDING FIREARMS AND DANGEROUS OR FACISIMILE WEAPONS Police Chief John Dahlberg expressed a concern about recent requests to use compound bows in the Village and the dangers associated with such use. The Village Code does not prohibit the use of a compound bow on private property, unless it propels the arrow (missile) onto or across public property. (See section 23.107) In addition, section 23.109 of the Village Code prohibits the discharge of firearms and air guns in the Village, and restricts the carrying of firearms and facsimile firearms, but does not address compound bows or other dangerous weapons. Counsel has drafted an ordinance, amending Section 23.109, to define "dangerous weapons" to include crossbows and other weapons, and to restrict their possession and discharge in the Village. The ordinance change is submitted for discussion purposes. VI. RENEWAL OF INTERGOVERNMENTAL AGREEMENT (IGA) WITH THE CITY OF PROSPECT HEIGHTS FOR THE SALE OF WATER In 1994 the Village of Mount Prospect entered into an IGA with the City of Prospect Heights providing for the sale of Village water to the City for the purpose of operating their Police Station. The IGA contained an initial ten year term (until 2004) with an additional ten year term (until 2014) to be exercised at the option of Prospect Heights. It was recently discovered the 2004 option was never officially exercised. On advise of Counsel, staff is recommending that the IGA be officially amended to 1.) Commence a new ten year term and 2.) Provide for an additional ten year option term to be exercised at the discretion of the City of Prospect Heights. Staff has been in contact with counterparts at ProspectHeights and they are amenable to the proposed changes. The Agreement is submitted for discussion purposes. 1 VII. ORDINANCE AMENDING CHAPTER 13 A comprehensive rewrite of the Mount Prospect Liquor Code (Chapter 13) was adopted by the Village Board in 2009. Since that time the new code has served the Village well with a few exceptions. Staff, in consultation with the Liquor Commissioner (Mayor), are proposing some minor changes that more fully balance the day to day operations of liquor license establishments with the need to adequately regulate same. Attached is a draft ordinance with annotations that covers the proposed changes. The ordinance is presented for discussion purposes. VIII. MANAGER'S REPORT • Status IX. ANY OTHER BUSINESS X.
