AN ORDINANCE AMENDING ARTICLE I OF CHAPTER 17
ENTITLED "VEHICLE LICENSE" OF THE VILLAGE CODE
OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That Section 17.102 of Chapter 17 (Vehicle
Licenses) entitled "Licenses Required" of the Village Code of
Mount Prospect, as amended, is hereby further amended by amending
said Section 17.102 in its entirety; so that hereinafter said
Section 17.102 of Chapter 17 of the Village Code of Mount
Prospect shall he and read as follows:
" Sec. 17.102. Licenses Required. Pursuant to the home rule
provisions contained in Article VII of the Constitution
of the State of Illinois of 1970, it is the declared legislative
intention that the provisions of this Article I herein control
and govern the sub3ect matter of vehicles licenses. No motor
vehicle, motor driven cycle, motor bicycle and/or trailer, semi-
trailer or other vehicle defined herein, which is owned or
operated by a person who resides in the village or which is owned
by a company, firm or corporation which has a place of business
located within the Village or which vehicles is registered with
the State of Illinois to an address located within the Village
shall be kept, maintained, stored or used by such person,
company, firm corporation or any representative, agent or
employee thereof within the corporate limits of the Village of
Mount Prospect unless the owner of such vehicle secures a license
therefor each year and pays into the Village Treasury the license
fee has hereinafter provided in this Article. For the purposes
of this Section, a vehicle of any such owner herein which shall
have attached thereto current motor vehicle license registration
plates or stickers issued by the Secretary of state shall be
considered to be "in use" within the corporate boundaries of the
village. "
SECTION TWO: That Section 17.107 of Chapter 17 (Vehicle
Llcenses) entitled "Plates and Windshield Sticker" of the Village
Code of Mount Prospect, as amended, is hereby further amended by
amending Section 17.107 in its entirety; so that hereinafter said
Section 17.107 of the Village Code of Mount Prospect shall be and
read as follows.
" Sec. 17.107. License Year; Time of Payment; Late Payment
Penalty. Beginning in 1986 and continuing each and every year
thereafter, license fees established herein shall be due and
payable on or before the first day of May, and licenses issued
shall~xplre on April 30 following the date of issuance. If,
after the date license fees become due and payable hereunder, a
person acquires a vehicle or becomes a resident of the village of
if a vehicle owned by a person who is a resident of the Village
is maintained in storage by virtue of such person's temporary
absence from the Village while attending school as a full-time
student, or while fulfilling a military obligation on permanent
assignment to a military base or station, of for such other
reason whereby the vehicle in question is in storage within the
Village and is not used on the public streets or highways, then
the license fees provided for in section 17.103 shall be due and
payable within thirty (30) days after such vehlcle is acquired or
new residency is established, or such vehicle is removed from

storage and placed in use and operation upon the streets and
highways of this village. Where the said fee becomes due and
payable six (6) months or more after the start of the license
year, then the license shall be issued for the remainder of the
year upon payment of one-half (1/2 of the fee provided for in
Section 17.103. A late fee will be -required in addition to all
the license fees provided for in Section 17.103 by all persons
who purchase the license after the due date as set forth in this
Section. The late payment fee schedule is as follows:
Fifty percent (50%) of license fee if purchase after
April 30 and before July 1;
seventy five percent (75%) of license fee if purchased
after July I and before September 1; and
One hundred percent (100%) of license fee if purchased
after september 1. "
SECTION THREE: That Section 17.109.A of Chapter 17 (Vehicle
Licenses) entitled "Plates and Windshield Sticker" of the Village
Code of Mount Prospect, as amended, is hereby further amended by
amending Section 17.109.A in its entirety; so that hereinafter
said Section 17.109.A of the Village Code of Mount Prospect shall
be and read as follows:
" Sec. 17.109. Plates and windshield Sticker. Each
applicant, upon payment of the fee, shall be given a
license or windshield sticker of such design and material as may
be approved by the President and Board of Trustees. Any such
license plate shall be fastened in a prominent place on the front
of the vehicle at all times it is in the Village. Any such
windshield sticker shall be affixed in the lower right-hand
corner (passenger side) on the inside of the glass part of the
windshield of such motor vehicles, approximately one inch (1")
from the right and lower section of the frame of such windshield,
at all times it is in the Village. Except as otherwise provided
in this Article, no license or sticker issued hereunder shall be
transferred from the vehicle for which it was issued to any other
vehicle without prior notification to and approval of the Village
Clerk. "
SECTION THREE: That this Ordinance shall be
