Minutes of adjourned regular meeting of the President
and Board of Trustees of the Village of Mount Prospect, Illinois,
held in the Village Hall in said Village on the Ilth day of
December, A.D.1934, at the hour of eight o'clock P.M., pursuant
to adjournment.
The meeting was called to order by President Meyn and
on call of the roll the following were found to be present:
Mr. Herman F. Meyn, President, and Messrs. Beigel,
Budlong, Carlson, Haas, Niebuht and Wille.

Absent: None.
The President reported that there had been filed a
petition signed by voters and residents of the Village of Mount
Prospect, Illinois, petitioning that there be submitted to the
legal voters of the Village at a special election the question
of building or purchasing or improving and extending their
waterworks or water supply system, and the issuance of bonds
as provided for in and by an ordinance passed and approved by
the President and Board of Trustees on November 7, 1934, and
published on November 16, 1934.
The petition was read and discussed and the matter of
whether or not it should be submitted to a vote was fully dis-
cussed. On request of the members of the Board the attorney
for the village stated that as he had stated at the time of the
passage of the ordinance it was no longer obligatory to submit
to a referendum an ordinance providing for the improvements to
waterworks systems where it was contemplated to issue water
revenue bonds and where such bonds were to be disposed of to
the government; that such an ordinance became effective im-
mediately upon its passage and publication; that this was true
by reason of an amendment to the Water Revenue Act made at the
last special session of the Legislature, and which amendment
had been published since the matter of improving the waterworks
system had first come up before the Board.
After a further discussion it was moved by Mr. Haas
that the petition be recognized and that same be filed. The
motion was seconded by Mr. Wille and the roll was called with
the following result:
0 Mr. Beigel voting aye;
Mr. Budlong voting nay;
Mr. Carlson voting nay;
Mr. Haas voting aye;
Mr. Niebuhr voting nay;
Mr. Wille voting aye.

The result of the vote being a tie the President •
voted and cast his vote as Aye. The result of the vote
being four ayes and three nays the President declared the
motion carried.
There being no further business to come before the
meeting, same on motion made, seconded and carried was ad-
journed.
