HomeMy WebLinkAbout04/13/1927 VB minutes Minutes of Adjourned Regular Meeting of the President and Board of Trustees of the Village of Mount Prospect, Illinois, held in the Village Hall in said Village on the 13th day of April, A. D. 1927, at the hour of eight o'clock P.M., pursuant to ad- journment. The meeting was palled to order by President Busse, and on call of the roll the following members were fou.nd to be • present: William Basse, President, Messrs. Beige', Haas, Heide, Mecklenburg and Pohlmann: Absent, Kr. Noll. Thereupon the President declared a quorum present and the meeting duly organized for the transaction of basindes. The Committee on Streets and Sidewalks presented a written report on the ordinance entitled: "AN ORDINANCE P.ADVIDING FOR THE IMPROVEMENT OF EMERSON STREET AND OTHER STREETS AND AVENUES IN /j' a THE VILLAGE OF MOUNT PROSPECT, ILLINOIS, BY 7 FU±NISHING AND CONSTRXTING THEREIN A CONNECTED SYSTEM OF STREET PAVEMENT AND APPURTENANCES," which ordinance had been referred to said Committee at a meeting of this Board, held on the let day of April, A.P. 1927. Thereupon Mr. Haas presented the following resolution and moved its adoption: "WHEREAS, The Committee on Streets and Sidewalks to whom was referred the ordinance entitled, 'An ordinance providing for the improvement of Emerson Street and other streets and avenaes in the Village of Mount Prospect, Illinois, by furnishing and con- structing therein a connected system of street pave- ment and appurtenances,' at a meeting of this Board held. on April 1st, 1927 has presented its report on said ordinance; and WHEREAS, it appears to the President and Board of Trustees of this Village, that said Committee has in all respects complied with the terms of the resolution referring said ordinance to said Com- E mittee; arxT WHEREAS, it also appears that said Committee has complied with all of the requirements of the law in such case made and provided, and has caused said ordinance to be published as required by law; NOW, THEREFORE, BE IT RESOLVED, that the re port of said Committee be approved and that said report he, and the same is hereby ordered filed and also spread of record in the proceedings of this Board." The motion for the adoption of said resolution was seconded by Mr. Mecklenburg, and on call of the roll, same was unanimously carried and the resolution declared. adopted. Thereupon said report was filed with the Village Clerk, which report is as follows: " To the President and Board of Trustees ' of the Village of Mount Prospect, County of Cook and State of Illinois. Gentlemen: Your Committee on Streets and Sidewalks, to whom was referred the ordinance entitled: "AN ORDINANCE PROVIDING FOR THE IMPROVEMENT OF EMERSON STREET AND OTHER STREETS AND AVENUES IN THE VILLAGE OF MOUNT PROSECT, ILLINOIS, BY FUR - `� NISHING AND CONSTRUCTING THEREIN A CONNECTE') SYSTEM OF STREET PAVEMENT AND APPURTENANCES," -and ordered published in the Cook County Herald, a secular newspaper printed and published on Tuesday of each and every week, in the Village of Arlington Heights, County of Cook and State of . Illinois, hereby reports as follows: That they Caused said ordinance, together with the recommendation of tk.e Board of Local Improvements and the estimate of the President of said Board of Local Improvements, to be published in said Cook County Herald on Tuesday the 5th day of April, A.D. 1927; that accompanying said publication of said ordinance was a notice notifying all persons that the undersigned, your committee, had. fixed Tuesday the 12th day of April, A.D. 1927, at the hour of 7 :0 o'clock P.M., in the Village Board Room in the Village Hall in said Village of Mount Prospect, as the time and place for the public con- sideration thereof, and that your committee would meet at said time and place for the consideration of said ordinance and would report the conclusions of your committee to the President and Board of Trustees of said Village. Your Committee further reports that they met at the ti me . and place specified in said notice for the public con- sideration of said ordinance, and after a hearing on said ordi- nance and no objections having been made thereto, your Com- mittee has considered and does hereby recommend the passage of said ordinance arid.• the making of said improvement as con- . templated in said ordinance , recommendation and estimate. Thereupon the •ordinance referred to in said report was read and a motion was made by Mr. Haas that said ordinance be passed. The motion for the passage of said ordinance was sec - onded by Lir. Mecklenburg and the roll was called with the fol- lowing result: Messrs. Beigel , Haas, Heide, Mecklenburg and Pohlmann voting Aye: No one voting. Nay. Thereupon the President declared the motion carried and the ordinance passed. Said. Committee on Streets and Sidewalks thereupon presented its written report on an ordinance entitled: "AN ORDINANCE PROVIDING FOR PBE IMPROVEMENT OF OWEN STREET AND OTHER STREETS AND AVENUES IN THE ch VILLAGE OF MOUNT PROSPECT, ILLINO1S , BY FURNISHING AND CONSTRUCTING THEREIN A CONNECTED SYSTEM OF STREET PAVEMENT ANT) APPURTENANCES ; " which ordinance had been referred to said Committee at a meeting of this Board held on the 1st day of April, A.D. 1927. Your Committee further reports that they met at the time and place specified in said notice for the public consideration of said ordinance, and after a hearing on said ordinance and no objections having been made thereto, your committee has considered and does hereby recommend the passage of said ordi- nance and the making of said improvement as contemplated in said ordinance, recommendation and estimate. Thereupon the ordinance referred to in said report hereinbefore last set forth was read and Mr. Beigel made a motion that said ordinance be passed. The motion for the passage of said ordinance was seconded by Mr. Pohlmann and the roll was called with the following result: Messrs. Beigel, Haas, Heide, Mecklenburg and Pohlmann, each voting Aye: No one voting Nay. Thereupon the President declared the motion carried and the ordinance passed. Thereupon Mr. Pohlmann presented the following reso- lution and moved its adoption: "WHEztEAS, The Committee on Streets and Sidewalks to whom was referred the ordinance entitled, 'An ordinance providing for the improvement of Wille Street and other streets and avenues in the Village of Mount Prospect, Illinois, by fur- nishing and c onstrueting therein a connected system of Street immanent and: appurtenances,' at a meeting of this Board held. on April 1st, 1927, has presented its report on said ordinance; and WHEREAS, it appears to the President and Board. of Trustees of this Village, that said Committee has in all respects complied with the terms of the resolution referring said ordinance to said Com- mittee; and V IEREAS , it also appears that said Committee has complied with all of the requirements of the law in such case made and provided, and has causes said ordinance to be published as required by law; NOW, THEREFORE, BE IT RESOLVED, that the report e* of said Committee be approved and that said report be, and the same is hereby ordered filed and also spread of record in the proceedings of this Board." . The motion for the adoption of said resolution was seconded by Mr. Mecklenburg and on call of the roll same was unanimously carried and the resolution declared adopted. Thereupon said ordinance was read and Mr. Pohlmann moved that it be passed. The motion for the passage of said. ordinance was seconded by Mr. Mecklenburg and the roll was palled with the following result; Messrs. Beigel, Hass, Heide, Mecklenburg and Pohlmann, each voting Aye: No one voting Nay. Thereupon the President declared the motion carried and the ordinance passed. The President reported that the Presidentof Board " \� , of Local Improvements of the Village had transmitted to the ,`r President and Board of Trustees a recommendation, President's estimate and ordinance providing for the constructing of a con- nected system of water mains for Owen Street, Northvvest Highway and William Street, which said ordinance was read, and thereupon Mr. Haas moved that said ordinance be passed. The motion for the passage of said ordinance was seconded by Mr. Beigel and the roll was called with the following result: Messrs. Beigel, Haas, 3 Heide, Mecklenburg and Pohlmann, each voting Aye: No one voting Nay. Thereupon the President declared the motion for the passage of said resclution carried and said ordinance passed. Mr. Beigel also presented the following resolution and moved its adoption: "WHEREAS the sole property owner affected by the improvement known as Mount Prospect Special Assessment No. 7, for the construction of a connected system of street pavement in Prospect Manor Avenue has requested that the collection of the assessment for said proposed improvement be postponed one year, owing to the fact that practically no work vas done on said improvement during the year 1 and "WHEREAS the contractor holding the contract for the 3 co #struction of said proposed improvement has consented in writing to the postponement of the collection of such assessment; therefore, IT IS HE. EBY ORDERED that the collection of said f c assessment be postponed one year and that the Village Clerk notify the Village Collector not to return the first installment of said special assess- ment delinquent this year." The motion for the adoption of said resolution vdas seconded by Mr. Heide and on call of the roll the motion was unanimously carried and the President declared the reso- lution adopted. On motion made, seconded and on roll call unani- mously carried, the Village Clerk was instructed to return to Lincoln Pettis, the contractor who constructed the new well, the check which he had deposited with the President of the Board. of Trustees at the time of receiving the bids for said work. On motion made by Mr. Mecklenburg and seconded by Mr. Haas and unanimously carried, the Chief of Police was authorized to set a date for "Clean -up Day" provided a place could be secured for the disposition of the rubbish to be re- moved. There being no further business to come before the meeting, same on motion made, seconded and carried, was adjourned to April 19th, A. T?. 1927, at the hour of eight o' c lock P.M. •-
