HomeMy WebLinkAbout04/19/1960 VB minutes 477 MINUTES OF A REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES HELD IN THE MUNICIPAL BUILDING IN THE VILLAGE OF MOUNT PROSPECT ON APRIL 19, 1980 The meeting was called to order at 8:12 P.M. by President minutes Lams. Upon roll call, the following trustees answered Present: Airey, Castertine, Norris and Ekren. Absent, Gaw and Schlaver. Trustee Norris, seconded by Trustee Casterline, moved that the minutes of the previous meeting of April 12th be approved as submitted. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Norris and Ekren. Absent, Gaw and Schlaver. Whereupon the President declared the motion carried. Trustee Norris, seconded by Trustee Ekren, moved thattthe bills for the week of April 20, 1960 be approved as follows: General $ 9,?10.87 Garbage 14.29 bills Parking System 40.22 Library 1,272.82 Water, op. 1,637.77 Water, surplus 42.84 $12,718 81 The President put the question,- the Clerk called the roll, with the following response: Ayes, Trust'ees Airey, Casterline, Norris and Ekren. Absent, Gaw and Schlaver. Whereupon the President declared the motion carried. President Lams announced he would hear from the assembly of residents who filled the hall regarding the problem of flooded basements and backed-up storm sewers. Residents were from various parts of town. flooding Mr. Irving Ross, 901 W. Milburn, complained that the basements of his house and several neighbors were flooded because the drain pipe servicing them which runs through the Lincoln School grounds between Milburn and Lincoln Streets is too small to carry the required volume of wa%er. There were also complaints of erosion of the banks of Weller Creek, its filling with silt, trees and brush, although dredged the Weller previous summer. Residents living alongside the creek reported loss Creek of easement property due to cave-in and feared loss of their own real estate as well. It was established that the Village does not control the Crsek; that control is held either by the Weller Creek Drainage District or Metropolitan Sanitary District. Residents from Brickman Manor Subdivision complained of inadequate property drainage, reporting that water stands three feet deep for days. Mr. David McCoy, representative of Brickman Builders, promised to correct this situation. Trustee Airey, seconded by Trustee Norris, moved that the Sanitary District be contacted at the opening of business the next day to see if they will clear out Weller Creek; if no immediate actio~ can be taken by them, the Village Mauager is authmrized to engage the services of a firm capable of removirg this debris; however, in the event the Village proceeds to have this work done, the Sanitary District and Weller Creek Drainage District shall be billed for said work. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren and Norris. Absent, Trustees Gaw and Schlaver. Whereupon the President declared the motion carried. The Board informally authorized the Village Manager to have survey the engineers from the Sanitary District survey the drain pipe drains mentioned before, crossing the school grounds between Lincoln and Milburn. The Board also decided to arrange a meeting with Consoer, Townsend & Associates and the engineers of the Sanitary District and themselves to discuss the drainage problem. April 19, 1960 N~r. R~bert Foecking of Consoer, Townsend &Associates, flooding Village Engineers, arose and stated that in regard to the ~rainage Rand~iew problem in the Brickman development (Rand~ewtHighlands), survey Highlands had already been begun and would be finished in a few days. Trustee Airey read the following report from the Board of Appeals re Zoning Case 60-5: Zoning April 14, 1960 Case 60-5 Chester Busse Board of Trustees Municipal Building Gentlemen:' Re: Case 60-5 - Heard April 8, 1960 Petitioner - Chester Busse This petition is a request for variations with respect to the petitioner's lot facing Prospect Avenue (known as ll3 East Prospect Avenue) to permit l) Reductions in the required I-1 zoning setbacks from rear and side lot lines to permit the erection of a new building three feet from such lot lines, and 2)The right to have gas pumps installed in front of the present building. The Board of Appeals voted 7 - 0 to deny the variations requested. Six objectors were heard from the floor at the hearing. s/ Eugene F. Martin, Chairman s/ Philip T. Liggett, Acting Secretary This Zoning Report was referred to the Judiciary Committee for study and recommendation. Trustee Airey of the Judiciary Committee confirmed the R. Willer recommendation made the previous meeting, regarding request of sign Mr. Raymond Willer for erection of large sign, that appeal be made throngh Board of Appeals. Trustee Casterline reported that Patrolman Edwin Hachmeister is taking a year's leave of absence beginning in June, and made the Hire following motinn, seconded by Trustee Norris; That the Police & Patrolman Fire Commission be authorized to hire a patrolman for the Police Department, to become effective on the force on or before June ll, 1960, to act as replacement for Patrolman Edwin Hachmeister. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren and Norris. Absent, Gaw and Schlaver. Whereupon the President declared the motion carried. Trustee Norris, seconded by Trustee Casterline, moved that Financial the financial report for the month ending M~rch 31, 1960 be accepted Report and placed on file. The President put the ouestion, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren and Norris. Absent, Schlaver and Gaw. Whereupon the President declared the motion carried. Report by Mr. Cadigan of C.T. & A. stated that charges for Move fire moving fire hydrant on property of Mr~ Lester Ayres, 409 North Dale, hydrant would amount to $150-. April 19, 1960 47fi Trustee Airey mentioned that Nasco Construction Co. Water mains (Mt. Prospect Plaza Shopping Center) requested approval of connection to w~tor connection to Village mains, and made the following motion, Mt. Prospect Plazt seconded by Trustee Norris: That the Board approve the plans and specifications for 6" water main beginning at the existing water main in Henry and Albert Streets and extending along Henry Street to the east side of Rand Road as shown in Spec. #60-14 dated Feb. 5, 1960, revised Feb. 29, 1960 as prepared by Consoer, Townsend & Associates. Whereupon the President declared the motion carried. President Lams reported that the Sidewalk Special Assessment sidewalk had been confirmed by the courts and that necessary escrows were in. paving The Village is responsible for ~treet stubs ending on Lincoln Avenue; this portion of the walk should logically be put in with that of the homeowners. Trustee Airey, seconded by Trustee Norris, moved that the hid of Walter Nielsen of Palatine, cement contractor, should be accepted, authorizing payment to him of $613.80 according to proposal as outlined in his letter dated April 14, 1960. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren and Norris. Absent~ Gaw and Schlaver. Whereupon the President declared the motion carried. Trustee Airey, seconded by Trustee Norris, moved to repay the temporary advances made to the General Fund in prior years from the following: Water Fund - $ 890.00 advance Water Deposit Fund (4-30-57) 9~500.00 funds Contractors Surety & Sidewalk Fund (6-30-56) 10,000.00 WeGo Park Equipment Fund 10-31-56 47000.00 $24,000.00 The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren and Norris. Absent, Gaw and Schlaver. Whereupon the President declared the motion carried. Trustee Casterline, seconded by Trustee Norris, moved to pay to the General Fund from the Water Fund the balance of $6,000 for services incurred. The President put the question, the Clerk called the roll, pay funds with the following response: Ayes, Trustees Airey, Casterline, Ekren, and Norris. Absent, Gaw and Schlaver. Whereupon the President declared the motion carried. It was announced that Wehling Well Works, having been held up Wehling for a month in the fall with their work on Well #6 due to loss of tools Well claim in the shaft, had filed claim for expenses in this regard. The Board decided that the Fire & Water Committee should meet in the office of the Village Attorney with representatives from Wehling, to come to a decision. Trustee Norris, seconded by Trustee Casterline, moved that the Water audit report of Ernst & Ernst of the Water ~und, dated July 31, 1959 be Audit accepted and placed on file. This motion carried by acclamation. Report Reference was made to letter from Park District asking that ParkinE cars parking of cars be banned on Park District land alonE Council Trail, on Park inasmuch as the Country Club now had had ample time to put in extra District Lan~ parking space, It was decided that No Parking signs would be reinstated in this area effective May lsto April 19, 1960 aving Maple St. Reference was also made to another letter from the next to Park District asking that the paving of Maple and Lincoln Streets Lions Park be completed early in June, before the pool opens. It was agreed that priority should be given this section of paving.
