THE PRESIDENT AND BOARD OF TRUSTEES HELD IN TH~ MUNICIPAL BUILDING IN 'rH~ VILLAGE OF MOUNT PROSPECT ON APRIL 5, 1960 The meeting was called to order at 8:09 P.M. by President Lams. Upon roll call, the following trustees answered Present: Trustees Airey, roll call Casterline, Gaw and Schlaver. Absent, Trustees Ekren and Norris. Trustee Airey, seconded by Trustee Casterline, moved that the minutes of the previous meeting of March 22nd be approved as submitted, minutes The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Gaw and Schlaver. Absent, Ekren and Norris. Na~s, none. Whereupon the President declared 'the motion carried. Trustee Gaw, seconded by Trustee Schlaver, moved that the bills for the week of April 5, 1960 be approved as follows: General $16,035.94 Garbage 5,459.40 bills Park. System Rev. 422.01 Library 780.82 Water, operation 11,914.01 Water, surplus 5,344.20 '$39,956.38 The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Caster!ine, Caw and Schlaver. Nays, none. Absent, Ekren and Norris. Whereupon the President declared the motion carried. Trustee Schlaver, seconded by Trustee Caw, moved that the Village Manager be authorized to open bids on installation of water main extension in School Street. This motion carried by acclamation. There was one bid as follows: Water main loop in Rossetti Contracting Co. - - - $2,690.00 School St. Start work within 7 days, complete within 14 days. Trdstee Airey, seconded by Trustee Casterline, then moved that this bid be referred to Consoer, Townsend & Associates, Village Engineers, for study and recommendation. This motion carried by voice vote. Trustee Casterline, seconded by Trustee Schlaver, moved that the Clerk be authorized to open bids for $118,000 water revenue bonds on Well #6, and this motion carried by acclamation. The bids were as follows: Water Revenue Bonds Well #6 1. Mullaney, Wells~& Co. Price - $116,880 @ 4~ per annum 135 S. LaSalle, Chicago Net interest cost - $58,985.00 Net interest rate - 4.40844% Accompanied by check in the amount of $1,000. 2. Harry J. Wilson & Co. Price - $115,050 @ 4~% per 208 S. LaSalle, Chicago Net interest cost -~ $59,815.00 Net interest rate - 4.4704% Accompanied by check in the amount of $1,000. Trustee Schlaver, seconded by Trustee Airey, moved that the above bids be referred to the Water Committee for study and recommendation. This motion carried by acclamation. April 5, 1960 imited parking Trustee Casterline read petition signed by all residents signs - - but one living in the 100 block of North Emerson, between Henry N. Emerson St. and Thayer Streets, as follows: "We, the undersigned, residents of the One Hundred block of North Emerson Street, Mount Prospect, Illinois, request that our street be posted for two hour parking. "Since the posting of Emerson Street north to Henry Street and the posting of Henry Street east and west, we are constantly inconvenienced by commuters who park all day. "In the summer our street cannot be cleaned and in the winter they make it difficult to get out of our driveways. It also pre~ents the street from being cleared of snow, leaving us with a ene-lane traffic problem. 'We would appreciate your consideration on this matter at your earliest convenience." After some discussion with representatives of the residents, the Board o~me to an agreement, and Trustee Casterline, seconded by Trustee Schlaver, moved that the Village Manager be instructed to post 2-hour parking signs on No~th Emerson St. between Henry and Thayer. This motion carried by acclamation. alley paving President Dams read' letter from Mr. Russell Hartwig, 404 So. Albert, asking that alleys behind Northwest Highway on the east end of town be hard surfaced because of the heavy traffic from delivery trucks which drop mud all over the streets and cause traffic pile-ups. Mr. and Mrs. Henkel of 405 S. George concurred in this, and also parking explained that because of the heavy parking in their block, it was often impossible for them to pull out of their driveway; difficult to remove snow or sweep the street. The H~nkels, on behalf of them- selves and their neighbors, asked that some restriction be put on the parking in their block. After some discussion, Trustee Schlaver, seconded by Trustee Caster- Limited parking line, moved that the Village Manager be directed to erect "2-hour" signs on parking signs on both sides of George Street from Northwest Highway South George St. north to the alley, and to post signs stating "No Parking 8:00 A.M.- 6:00 P.M. Monday through Saturday", from the alley north to Lincoln Street. This motion carried by acclamation. Trustee Airey, seconded by Trustee Casterline, moved for the passage of Proposed Ordinance #712: Ord. #712 Civil Defense AN ORDINANCE AMENDING CIVIL DEFENSE ORDI1$ANCE #698 The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Gaw and Schlaver. No nays. Absent, Trustees Ekren and Norris. Whereupon the President declared the motion carried and Ord. #712 passed. Trustee Airey, seconded by Trustee Schlaver, moved for the passage of proposed Ord. #713: Ord. #7lB Fees Board of AN ORDINANCE TO AMEND THE VILLAGE OF MOUNT PROSPECT Appeals ZONING ORDINANCE AS AMENDED This ordinance allows the payment of fees to members of the Board of Appeals when special meetings are held. The President put the question,~ the Clerk called the roll, with the following response: Ayes, TruStees Airey, Casterline, Gaw and Schlaver. Nays, none. Absent, Trustees~ Ekren and Norris. Whereupon the President declared the motion carried and Ordinance #713 passed. April 5, 1960 Mr. Frank Henke, 608 N. Elmburst, reported that a storm Brickman Manor sewer installed by Brickman Builders at the rear of his lot was storm sewer collecting large amounts of water. After discussion, he was informed that the Village Engineers will be investigating this area. (See minutes of February 16th). Trustee Casterline referred to a report from Village Manager Appleby re closing of Busse Avenue next to St. Paul's School during Traffic - ~.~ recess hours. (Minutes, March 22). The Board concurred in St. Paul's QO Mr. Appleby's recommendation that the street be kept open and other School ~ solution be made as to playground for children. Trustee Airey, seconded by Trustee Casterline, moved for the adoption of proposed Resolution ~9-60: RESOLUTION ESTABLISHING FEES FOR SPECIAL Res. 9-60 MEETINGS OF THE BOARD OF APPFALS, VILLAGE Board of OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS Appeals fees --- The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Gaw and Schlaver. No nays. Absent, Ekren and Norris. Whereupon the President declared the motion carried and Res. 9-60 adopted. President Lams read the following letter from Board of Appeals Member Charles L. Long: Letter of March 12, 1960 Resignation Mr. Theodore A. Lams, President Bd. of App. Village of Mount Prospect Chas. Long Dear Ted: I am moving from the Village of Mount Prospect about April 20, 1960. Our new Home will be located in Phoenix, Arizona. Since there will not be a meeting cf the Board of Appeals during the month of March, I would like to submit my resignation, effective at any time you see fit. I have enjoyed being on the Board of Appeals for a long time and also have enjoyed being a citizen of this fast-growin~ Village. It is a period of m~ life that I shall long remember. April 5, 1960 President L~ms then read the following letter of appointment: Appointment of George Jacobsmeyer April 6, 1960 to Board Honorable Board of Trustees of Appeals Village of Mount Prospect Gentlemsn: Due to the resignation of Mr. Charles L. Long as a member of the Board of Appeals, I take pleasure in the appointment of George E. Jacobsmeyer, 917 Hi Lusi, to fill the vacancy. Your concurrence in this appointment is respectfully requested. Theodore A. Lams Village President Trustee Casterline, seconded by Trustee Gaw, moved that the Board concur with President Lams.' appointment of George E. Jacobsmeyer to the Zoning Board of Appeals. Sidewalk on Mr. Adams, representing property owners on West Lincoln W. Lincoln Ave. regarding the sidewalk, brought copies of the proposed draft of agreement concerning the laying of this sidewalk by the property owners. Discussion was held, and it was suggested how escrows might be put up by the residents before the hearing on sidewalk special assessment in Circuit Court on April 21st. Trustee Gaw, seconded by Trustee Casterline, moved that Fence David Grobe, 605 West Henry, be issued a permit to erect a fence at D. Grobe the rear lot line o£ this address, which fence will be equal in height to the adjoining fence on 60? West Henry.
