President Schlaver thereupon gave the following report regarding Civil Defense: PRESIDENT'S REPORT As pointed out in the Village Manager's report, an interested citizenry is needed on the subject of civil defense. It is my hope in this connection that the village.will embark on an educatienaI program which will tell simply and effi¢iently what the householder can do if disaster strikes. I do not think there is a need for hysteria on the subject, but we should welcome and~use the services of citizens who have volunteered to help. Our ~illage manager as civil defense director has a difficult task because the preparedness measures must be sand- wiched between many things vital to operation of the village. Therefore, I feel it advisable to have the counsel of a committee of willing citizens who are ready to explore the avenuesof setting up a "catas- trophe" or "emergency, arm of the lecalgovernment; this group react in an advisory Capacity to the village board on personnel, citizen education and speaking engagements and how best to marshall She special talents ef our residents, how to gain the help of men with professio~ 1 skills to assist us, working with our village personnel.
