HomeMy WebLinkAbout11/01/1960 VB minutes MINUTES OF REGULAR MEETING OF THE BOARD OF TRUSTEES HELD IN THE MUNICIPAL BUILDING NOVEMBER 1, 1960 The meeting was called to order by President Lams at 9:26 P.M. roll call and the following trustees answered Present: Airey, Casterline, Gaw, Ekren, Norris and Schlaver. ,.~ Trustee Norris, seconded by Trustee Airey, moved that the minutes minutes of the previous meeting of October 25th be approved as corrected. The President put the question, the Clerk called the roll, -- with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried. Trustee Gaw, seconded by Trustee Ekren, moved that the following bills for the week of November 1 be approved for payment: General $10,694.41 bills LO Garbage 5,661.47 ~0 Parking System Rev. 968.55 ~ Library 889.84 ~f Water, operation 4,164. O1 ~:2 Water, construction 206.25 $22,084.53 The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Nays, none. Whereupon the President declared the motion carried. Trustee Schlaver, seconded by Trustee.Norris, moved for "' adoption of proposed Resolution #21-60: Fire Dept. A RESOLUTION IN REGARD TO ESTABLISHMENT OF Full time -- A FULL TIME FIRE DEPARTMENT help This resolution is a statement of policy; that the Fire Chief shall be appointed by the President and Board of Trustees, and that the Board of Police & Fire ComMissioners are authorized to hold examinations to set up an eligibility list for a Fireman-Mechanic. The President put the question, the Clerk called fhe roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, GaW, Norris and'Schlaver. Whereupon the President declared the motion carried and the resolution adopted. Poole, Arlington Heights,for Ford F-600 in the amount of $2,882.90 be accepted. It was thought that while the bid of Schuster Eauipment was lower, the distance to the Schuster garage would soon eat up any saving in original cost. The President put the question, the Clerk called the roll, with the followi~ response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, -- Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried. ~ Trustee Casterline mentioned the difficulty of the ~lice Committee regarding rental or purchase of squad cars, statin~ that the following letter had Just been received: Police Dept. Purchase of October 31, 1960 squad cars Village of Mount Prospect Attention: Mr. H. G. Appleby It is m~ understanding that the Village of Mount Prospect has made a request for an extension of the rental period on the four police cars. In our letter to your Village dated August 10th, 1960, we covered our many problems involved in the rental of such vehicles and" additional miles on these vehicles will only aggravate that situation. We were careful to allow you more than sufficient time to make other arrangements; however, if it is an absolute necessitywe will extend the rental period for a period of one month under the following terms: the existing monthly rental per vehicle plus 5¢ per mile per vehicle driven during this extension period. The speedometer shall be read to determine the mileage on each of the fuur vehicles as of November 1st, 1960. ~ Please confirm the acceptance of these terms in writing. Bicknase, Treasurer November 1, 1960 rustee Casterline stated that the Village had had a lnng and satis- factory relationship with Lattof which seemed to deteriorate Police Dept. after Lattof Car Rental Agency was set up; he pointed out that purchase of the Board approved extension of the 1958 contract in the fall of squad cars 1959; that letter from Lattof Car Rental dated November 7, 1959 with certain terms was accepted in December. However, there was a delay in delivery of the promised new cars, which did not arrive until February. In view of the fact that the contract was to extend for 12 months, it was the opinion that Lattof's current letter is out o.f order; that this represents an increase of 2S4%; and furthermore that the Village has not chosen to force a prior agreement to renew the contract. The opinion of the Board was that the current contract began with delivery of squad cars the previous February and shall not be up until the next February. Trustee Casterline, seconded by Trustee Airey~ moved that the Village Mmnager be authorized and directed to address correspondence to Lattof Car Rental, Inc. acknowledging receipt of their letter of October B1, 1960 and informin~ them as follows: It is the d~sire of the Village to terminate the subject leasing contract as soon as practicable; the Village is aware of the terms of their letterof contract to the Village of Mount Prospect dated November 7, 1959 and ~hat the Village cannot accept the terms of their current proposal. The President put the qugstion, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried. Trustee Airey. referred to letter from High School District #214 dated October 18th, 1960 (see minutes of October 18, p. 79) Randview and read the following recommendations from the Judiciary Highlands and Committee: Prospect High sewer 1. That Township High School District #214 be urged to proceed at once as they have offered in their letter of Ootober 18, 1960 "%o take the necessary steps to cause surface wa%er falling upon the southeast part of the pla~ing field and upon the tennis courts of the above school site %o be drained to the north and carried across the school site property to the existing drainage outlet along Found/7 Road." 2. That the Village accept the School's offer "to co-operate with Village authorities toward %he end of a joint solution of the problem resulting from the surface waters enterin~ the manhole at the inter- section of Highland and Forest Avenues", and that a meetin~ be arranged at once to work out a division of costs thereof. 3. That the ma%her of dedications for street purposes as suggested in the School's let%er of October 18, 1960 be given further study by the joint Boards. This mat%er should be considered separately and not as a part of the program for flooding relief. 4. That another meeting date and time be scheduled. 5. That this response be made in writing and over the signature of the president of the Board. Trustee Airey~ seconded by Trustee Gaw~ moved that the President be requested to write a letter to the High School District which would cover the recommendations as outlined above. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried. Trustee Casterline, seconded by Trustee Norris, moved that I.M.R.F. the Board concur in the recommendation of the Village Manager and cast their ballot as a Village in favor of Charles B. H~trick of Park Ridge for Executive Trustee of the Illinois Municipal Retirement Fund. November 1, 1960 .M.R.F. The President put the question, ~he Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaven. Whereupon the President declared the motion carried. Village Manager Appleby read the following letters in regard to painting of water tower and tank: Water tower and tank - cleaning October 25, 1960 and painting ~-~ Mr. Arthur H. Lewis Consoer, Townsend & Associates B60 East Grand Avenue Dear Mr. Lewis: Re: Mount Prospect - Painting Elevated Tank - C.T. & A....Project 80-179 . - Your notification of~ard of this contract and the documents relative thereto were received. After careful consideration we have determined that the uncertainty of the probable weather conditions, temperature, wind, rain or snow during the performance period of this work would not be conducive to an early completion and very likely would interfere with accomplishment this year which would be undesirable for all parties concerned. Also, at present the earliest starting time we could schedule is the week of November lB. We regret to submit that because of the above reasons we do not feel free to execute the cnntract at the present time. Letter #2 From Art Lewis Craftsmen Painting Service 980? Longwood Drive Chicago 41, Illinois Gentlemen: Re: Mt. Prospect Painting Elevated Tank We are in receipt of your letter of October 25, in which you state that you do not feel free to execute the contract awarded you "at the present time." The writer talked to you by telephone on October 27, offering on behalf of the Village to defer the work until a propitious time in the Spring of 1961. Your answer was that you would not execute the contract in any event. You have made a bona fide offer which was accepted by the Village, thus constituting a contract. Your unwillingness to proceed appears to be a breach of that contract, and we assume the only recourse open to the Village is to appropriate your bid deposit check. Whether you are liable for further damages to the Village is a matter requiring the opinion of the Village Attorney. Very truly yours, s/ Arthur H. Lewis Consoer, Townsend & Associates It was decided that this matter should be taken under advisement by the attorney and Mr. Art Lewis of Consoer, Townsend. November l, 19§0 Trustee Casterline informed the Board that he had checked into the matter of Mr. Strass' request for an extra crossing Traffic - guard and pointed out that a traffic survey had been made of the crossing area last spring. On this basis hemade the following motion, guard seconded by Trustee Gaw: That the Village Manager be authorized and directed to address correspondence to Mr. Ray Strass informing him that the employment of an additional crossing guard is not ~., justified by the need for a guard at the location in question. This motion carried byvoice vote. -- Mr. N. Benedetti of North Edward Street arose and told the Board that Mr. Serafine had finally put in the street, for which Serafine's he gave thanks. However, he would appreciate any effort the property on Village would make toward getting Mr. Serafine to fix up the E. Central Rd. house and grounds at the northwest corner of Central and Edward, which is now vacant; that it was becoming an eyesore and a nuisance. Trustee Airey suggested that the BuildinE Department check into this. Trustee Airey, seconded by Trustee Norris, moved for adjourn- ment, and the meeting was regularly adjourned at 10:47 P.M.
