HomeMy WebLinkAbout04/30/1963 VB minutes MINUTES OF REGULAR MEETING OF BOARD OF TRUSTEES HELD ON TUESDAY~ APRIL 30, t963 President Schlaver called the meeting to order a= 8:15 P.M. with the following =r~s~ees present: roll call Bickley Bruhl Casterline Ekren Saw Phillips Mr. Jerrold Shutt, Chairman of the Fire & Police Committee swore in the following members of the Fire Department, raising them Fire Dept. to the rank of Lieutenant: Raymond Kordecki, Lawmence Pairitz, and Robert Haberkamp. Chief Haberkamp pinned a lieutenant's badge upon each man and shook his hand, the new Lieutenants shaking the hands of the Committee and each Board member. President Schlaver expressed the pleasure of the Board that these men had raised themselves in rank by competitive examination~ and complimented them and their families. Trustee Gaw, seconded by Trustee Bickley, ~.moved for the approval of the minutes of April 23 as corrected, minutes Upon roll call: Ayes: Bickley Bruhl Casterline Ekren Saw Phillips Motion carried. Trus=ee Bruhl, seconded by Trustee Phillips, moved =o open bids for refuse collection, five-year contract. This motion carried by garbage acclamation and Clerk Ruth Wilson opened and read the following bids: Proposal ~1 Proposal ~2 Proposal ~3 (base ~ice per month Der unit) Barring=on Trucking Co. 1.34 1.26 2.75 Leyden Disposal Co. 1.15 1.12 no bid Haulaway, Inc. 1.60 1.46 no bid It was determined =hat the bid of Leyden Disposal Co. did not mee= bid requiremen=s since they have no= been under contract for refuse col- lections by any municipality for the pas= five years. T~usteeGaw, seconded by Trustee Bruhl, moved ~hat the Village accept the bid of Barrington Trucking Company for Proposal No. 1, which in- cludes curbside pickup of all trash once a week for the ~ext five years. April 30, 1963 Advance Trustee Bruhl, seconded by Trustee Phillips, moved to Funds transfer from General Fund to Fire Equipment Bond g Interest Fund - 1952 the amount of $187.76 to enable repayment of balance of advance due Water Deposit Fund, so the Fire' Equipment Bond $ Interest Fund - 1952 may be closed. Trustee Bruhl explained that this money has been levied and small amounts will be received f~om time to time in futtu'e receipt of taxes. Trustee Ekren, seconded by Trustee P~illips, moved for the adoption of Res. 11-63: Res. 11-63 Cook County Water A P~SOLUTION AUTHORIZING THE SIGNING AND APPROVING Company - Well 8 OF AN INTERCONNECTION AGreEMENT BETWEEN THE VILLAGE OF MOUNT PROSPECT AND THE COOK COUNTY WATER 60RPORATiON Upon roll call: Ayes: Bickley B~hl Casterline Ekren Caw Phillips Motion cax~ied. Trustee Ekren explained that five acres of land abutting American the north edge of Golf Road at Wapella was entirely surrounded by the Lutheran Church Village and had been donated to the American LutheranChuroh by Mr. Friesendorf. The Church desired that this property become part of the Village. He thereupon read the following letter: Th~ Amemlcan Lutheran Church c/o McCal~ter, Lavelle and 30 North La Salle Street Chicago 2, Illinois Gentlemen: Re: Annexation of Property Described in ordinance NO. 905 to the Village of Mount Prospect Please be a~vised that tb~ Village of Motmt Prospect fo~ and ~ ~' in consideration of the annexation of the property desc.~ibed in the aboveordinance will clear and obtain title to a street right of way bordering the propeDty in question on the east (WaPella Avenue), so that the American Lutheran Church can improve same in accordance with Village ordinances.~ It is understood that said annexation is expressly condi, tioned on this promise by the Village. Trustee Ekren, seconded by Trustee Bickley, moved for the passage of the following Ordinance #90§: Ord. 905 Annexation ~ AN ORDINANCE ANNEXING PROPERTY TO THE VILLAGE OF American Luther~ MOUNT PROSPECT WHICH IS BOUNDED ON THE SOUTH BY Church GOLF ROAD, ON THE WEST BY CANDOTA AVENUE, AND ON THE EAST BY WA PELLA AVENUE. Upon roll call: Ayes: Bickley Bmuhl Casterline Ekren Gaw Phillips Motion carried. Village Manager Appleby stated that the planting of parkway trees Trees is due to begin the next day, May 1. Mr. Appleby reported that he and Attorney Hofert attended County the County Zoning hearing of April 26 re Briarwood Lake Subdivision, Zoning detemmining whether public interest requires an amendmen= from R-5 General Residence District to R-4 Single Family Residence. This hear- ing was continued to May 1 in the County Building. President Schlaver reported that meeting will be held on May 8th in the Arlington Heights Village Hall To consider zoning prob- lems in the County. Those invited are: Presidents of Villages in the surrounding area, the Cook County Zoning Board of Appeals and members of the Board of Cook County Commissioners, Mr. Bonk, Chairman of Zoning Committee. Appleby read letter from Illinois Missionary Children's Charities Home asking To hold Their annual Tag Day. Trus=ee Phillips, seconded by Trustee Bruhl, moved To grant the Children's Home any day that does not conflict with Poppy Day. This motion carried by acclamation. Mr. Appleby pointed out that 2-1/2 inches of rain fell the Sewers previous night, leaving the Sanitary District's interceptor sewers badly su/~charged. Mr. Appleby stated that plans and specs for 1963 Water Improvement p~ogram a~e about ready. Discussion was held ~egarding petition To County for per- ~ambage mission to operate sanitary landfill near the Toll Road at Mount PmospecT Road and Wille Road, and also Milwaukee and Golf Roads at ~'~ Greenwood. Trustee Bruhl, seconded by Tuustee Phillips~ moved to pro- test the p~oposed rezoning at Mt. P~ospect Road and Wille Road. This motion caz~ied by acclamation. Trustee Bruhl, seconded by Trustee Phillips, moved for adoption of Res. 12-65: Res. 12-63 EULOGY IN MEMORY OF REV. THOMAS J. O'BRIEN April 30, 1963 Upon roll call: Ayes: Bickley BruhD Casterline Ekren Gaw Phillips Motion carried. Weller Creek PresideNt Schtaver reported that the Weller Creek Action Action Committee had met and passed by-laws, also drafted a bill to present Committee To the State Legislature regarding appropriations for Weller Creek improvement. Representatives Carroll, Sirmmons and Peskin will intro- duce this hill. Attorney Hofert explained that the law states that if the liquor property of a holder of a liquor license with County is annexed into a municipality, that municipality is bound to issue a liquor license to this property owner. President Schlaver then explained that he was issuing license to Robert's Food Store at Busse and Golf, which comes under that category. Zoning Case Citizens living on Foundry Road and southward a block on 62--2~ North Pine and North Elmhurst in formed the Board that they objected -~ to proposed installation of miniatur~ Golf Course on the other side of Foundry Road by Charles Bartmann. The Board promised it.would do what it could. zoninE A representative from Trade Service Publications at Edward and East Prospect asked the Board for pez~nission to pave the Village-owned parkway to use for parking. The Board denied this per- mission, stating that this firm had plenty of parking room and that paving of the parkway would destroy the appearance of that section, which has many single family homes;nearby. fence Mr. Cl S. Mikolazczyk of 220 North Fairview arose and asked for permission to erect 96 feet of fence on the line between him and his neighbor, twelve feet of the fence To be six feet hight this is not a spite fence - but is to allow privacy between the dining rooms. M~. Douglas Carney, Building Superintendent, gave his recommendation for erection of an angle-slatted fence, stating that doorsand windows of rooms in the adjoining houses looked into each, other. The Board asked if there was any objection from the neighbor, and Mr. Mikolazczyk replied that the neighbor had no interest as he was moving away shortly. Trustee Casterline, seconded by Trustee Bruht, moved that the Board approve erection of this fence upon presentation of letter of agree- menu from the neighbor. This motion carried by acclamation. President Schlaver thanked Trustee Arthur Gaw for his years ofwork and interest on the Board, pointing out that Trustee Gawcould not be present at the following week's installation, when newly- elected Frank Bergen would Take his seat.
