Trustee Bruhl, seconded by Trustee Casterline, moved that garbage bids be re-advertised ia the same publications as formerly, to be opened at Village Board meeting of April:30th. Upon voice vote: Ayes: Bruhl, Bickley, Casterline, Gaw Nays: Ekren Motion carried. Trustee Bruhl, seconded by Trustee Bickley, moved that deposit checks f~om bidding refuse con~ractors be returned to them with a letter of explanation, informing them also that bidding will be re-opened. This motion carried by acclamation. MFT Trustee Gaw~ seconded by Trustee Casterline, moved to open bids 20CS for Motor Fuel Tax work, 19CS. This motion ca,tied by acclamation, and the Clerk opened and read the bids as follows: Allied Asphal~ $93,967.11 Bid check - $11,000. Trustee Gaw, seconded by Trustee Casterline, moved That the above bids be referred to the Village Engineer and Finance Director for their recommen- dation later in the meeting. This motion carried by acclamation, and the bids were given to Mr. Wm. Cadigan of Consoer, Townsend and Mr. James King, Finance Director. Trustee Casterline drew attention To the fact that building Building permits and income was up, and also referred to memo regarding elevator elevatoP inspec=ors, explaining that a Mr. Thomas BurkhardT, elevator engineer, inspection was highly recommended for this work by other municipalities. This case, heard on March 29, asked for rezoning contingent April 9, 1963 upon annexation, fmom R-1 to B-3, of property fmontlng on Algonquin Road and Dempster Stmeet and appr. oximately 1000 feet east of Busse Road. There were no objectors present. The Board of Appeals 3oted 6-0 to approve of the rezoning from R-1 to B-St which app~o=al is contingent upon the annexation of the E. F. Martin, Chairman G. E. Jaoobsmeyer, Acting Sec'y 5oning M E M 0 RAN D U M - Case 63-4 Davey Tree Re: Zoning Case 63-4, Davey Tree Expemt Co. This case, heard on Mamch 29~ asked for rezoning f~om to B-$ contingent upon annexation of property fmonting on Algonquin Road and Dempste~ Street. The proper~y is and has been occupied by the petitionem. Improvements consist of a Butler steel building of 40' x 60' situated on a parcel of land (5 acres) with 207 feet front= ing on Algonquin Road and with a depth of 860 ft. Petitioner uses the building fo~ office and storage purposes. Equipment and materials are stored outside of the building and sur~ounded by a wire fence. The operations of the company are centered in equipment and materials needed for tmee ca~e. The repmesentative of the com- pany said that the~e are no~etail operations carried on at the present time; however, they will enter 'that field-if future circumstances This propemty is located on the south side of Algonquin Road and on the east is adjacent to a multi-family development. The west edge of the property is the Commonwealth Edison Right of Way. Theme is a retail gas station within close proximity. The souther~ -- pa~t of the pmoperty in question is used for a tree nursery. The p~opemty has its own well. They are using a septic tank now, but would convert to a sewer if available. T~affic con- trols will not be a problem because of the small numbem (7) of em- ployees. There were no objectors presen;. The Board of Appeals voted 5-0 to appmove of the rezoning, contingent upon annexation~ basing their decision upon the fact that the property has been used for business pumposes rom a period of time and that the rezoning is in keeping with the use of the land. April g, 1963 Trustee Ekren z~ad petition for annexation from The American Annexation Lutheran Church: American April 5, 1963 Lutheran Church The American Lutheran Church, a Minnesota non-profit cor- poration with principal offices at ~22 South Fifth Street, Minneapolis 15, Minnesota, is applying to have the proper~y described in legal description below annexed to the Village of Mount Prospect. The appli- cation is made with the understanding and on condition that the Village will clear the title =o the street right-of-wai bordering the property on the east (WaPella Avenue) so that improvements can be installed. This property is bounded by Golf Road on the south, Candors Avenue on the wes=, and Wa Pella Avenue on the east. Tmustee Ekmen~ seconded by Trustee Bickley, moved that the Village Attomney be directed to investigate the title of this lot with the possibility of sale. This motion cammied by acclamation. President Schlaver read the following unsolicited letter: April 7th, 1963 President President of Mount Prospec=: Schlaver Dear Sir: You and your staff of public servan=s should be c~mpli- mented for the fine job of running Mount Prospect. I very much appre- ciated the notice of the tax reduction, and more especially the few words you spoke about this ~own. As a new resident, I am very pleased that I have picked this a~ea =o make my home. It is gra=ifyinE to see leadership with knowledge. If there is any civic duty which I may help with in the development and furthering of this community I wish to volunteer at this time. Again I say that you and your staff should be complimented. This motion carried by acclamation. April 9, 1963 · Trustee Ekren reported to the Board that Roy Wille of Zoning Wille Lumber asked permission to erect two model garages on his property to be up for the summer months, not to be used for storage, but display purposes only. The Board agreed that this was a common part of business generally done by lumber companies, and Trustee Ekren, seqQ~ded by Trustee Bickley, moved that permission be granted to Witle Lumber Company to erect two model garages, to be dismantled before December, 1963, not to be used for storage, but as model~ only. Water Company dated April 8, 1963: Well #8 Memorandum of Agreement between the Village and the Com~an~ re Interconnection of Mains Per our prior conversations it is our understanding that the'Cook County Water Corporation agrees to supply the Village of Mount Prospect with 200,000 gallons of water per day, or more if required by the Village, subject To the Company's commitments to its customers for water, and provided the Company is able to supply more than the amount specified and That the Village agrees To purchase such water as it may require at the rate of 25¢ per 1000 gallons; said agreement ~o extend f~om date hereof =o January 1, It is further understood That The Village will interconnect its lines with Those of the Company in the near future, but at a lime convenien~ to the Village; that said interconnection will be made in accordance with Village requirements and specifications; and That the cost of said interoonnection and any me,ers necessary will be shared equally by the Village and the Company, but that the Company's half share shall not exceed $10,000 and shall not be payable prior understood that in the event the interoonnecTion occurs prior To July 1, 1963 and the Village takes water prior to July 1, will not be billed for any wa=er used between said date and July 1963. It is understood that the Village's obligation to make the interconnection referred to above is subject to the bond referendum referred to in that certain Purchase Agreement dated April 8, 1962 between the parties hereto becoming effective. It is further understood that both parties will furnish The other emergency water in the even= of pump failures or like emergency situa- tions and that The rate for such emergency wate~ shall be 25¢ per 1000 gallons. It is our further understanding that in the event the Village purchases the proper=y from the Cook County Water Corporation as provided for in a contemplated agreement between the Village and the Company and that said sale is in fact consummated~ in such even= The sums for intercon- nection due the Village by The Company need not be paid since in such event'the Company would be merely adding =o its property by its interest in the interconnection pipes and service. Hoping that the foregoing is also your understanding, we would appre- ciate your indication of a~proval hereon and this letter will thus constitute the complete memorandum of agreement between The parties.
