Upon roll call, the followin~ trustees answered Present: Airey, roll call Casterline, Ekren, Gaw, Norris an~ Schlaver. Trustee Casterline, seconded by Trustee Airey, moved that the minutes of the previous meeting of September lBth be approved as minutes corrected. (p. 61, insert "Trustees" in place of "Appeals"). The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried. Trustee Gaw, seconded by Trustee Ekren, moved that the following bills for the week of September 20th be approved for payment: General $12,807.59 bills Garbage 80.83 Library 1,34B.B8 Water 22,411.86 $36,823.46 The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried. Trustee Norris read the following letter from Consoer, Townsend & Associates: September 19, 1980 PavinE 15 CS Mr. Harold Appleby Municipal Buildin~ Mount Prospect, Illinois Dear Mr. Appleby: Re: MFT Sec. 15-CS - Elm & Highland Pavin~ Imnrovements - C.T. & A.'~60-13 In compliance with your request, we have prepared and are enclosing the following papers which provide for an addition to the referenced project, consisting of paving improvements on Highland Avenue between Elm Street and a point approximately 160 ft. west of Maple Street (east line of Well No. 5 property) and on Gregory Street between Pine Street and Wille Street. 1. Five (5) copies of Request No. 1 (Arterial) for Approval of Change in Plans, Form BLR 477. 2. Three (3) copies of Supplemental Improvement Resolution. B. Three (3) copies of Municipal Request for funds. The work on Gregory Street consists of the complete removal of existing base and surface and replacement with new 8" waterbound base course and new bituminous surface, and removal of unsditable subgrade material (as necessary) and replacement with gravel or crushed stone. The work on Highland Avenue consists of bituminous resurfacin~ of south~':one-half of pavement, to~ether with miscellaneous curb and ~utter replacements, drainage structure adjustments, etc. Payment will be made at contract unit prices for the various items of work except where other- wise indicated on the Chan~e Order (Item 1 above). Where no contract unit price exists, we have obtained a unit price from the contractor which are shown on the Change Order as "Agreed Prices". Kindly sign in the space provided in the lower right hand corner of all copies of the Change Order and submit four (4) signed copies to Mr. J. P. Tuthill, District Engineer, Illinois Division of Highways, September 20, 19~0 160 N. LaSalle Street, Chicago, Illinois for approval. The supplemental improvement resolution (Item 2 above) is necessary in order to describe the scope of the additional work and to appropriate additional motor fuel tax funds. Kindly arrange for the adoption of this resolution by the Beard and submit two (2) certified copies to Mr. Tuthill along with the Change Order. The Municipal Request for funds should be dated and signed by you and two (2) signed copies should also be forwarded to Mr. Tuthill so that funds covering the estimated cost of the additional work may be made available to the Village. Nays, none. Whereupon the President declared the motion carried. Trustee Schlaver read the following letter from Consoer, Townsend re painting of the elevated water tank: Water tank painting September 14, 1960 Mr. Harold Appleby Municipal Building Mount Prospect Dear Sir: Re: Painting Elevated Tank C. T. & A. ProJ~ 60-179 Enclosed are two copiesof bidding document including speci- fications for painting the elevated tank. Per our previous discussions, this covers only outside surfaces. We recommend that an inspection of the interion~ be made by Chicago Bridge and ~ron Company at the time the tank is dewatered for exterior painting. If the inspector finds that interior work is necessary, it can be decided at that time how it is to be handled. We enclose a color card showing the medium blue 44-A-6 tinted aluminum paint specified. This paint is factory mixed and controlled to assure uniformity of tint. If the specifications are satisfactory, please select advertising and bid opening dates and advise us. Th~stee Schlaver, seconded by Trustee Airey, moved that the Water tank Village Manager advertise for bids for the cleaning and painting of painti~ the one-million-gallon steel elevated tank, bids to be accepted until 8:00 P.M. on October 18th at the office of the Villag, e Clerk. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, ~orris and Schlaver. ~hereupon the President declared the motion carried. Trustee Castertine stated that the State speed limit on local Traffic - streets is set at BO mph, but that the residents of three areas in the speed limit~ Village limits have requested lower limits. Attorney Robert Downing stated that speed limits may be lOWered onstreets within the Village limits providing theyare not controlled by the State or County. Trustee Casterline, seconded by TrUstee Airey, then moved that the Vil~ge Attorney be authorized to prepare an ordinance specifying 25 mph as the legal speed limit on Village streets other than County and State roads, unless the legal limit is otherwise posted. Whereupon the President declared the motion carried. Trustee Gaw, seconded by Trustee Casterline, moved that the Village Hall Village Attorney be directed to prepare the necessary documents for a Addition referendum on a bond issue not to exceed $195,000, and to authorize the Village Attorney to engage the services of Chapman & Cutler to secure approval for the issuance of bonds. This issue is for the purpose of adding to the present fire station to give the Village badly needed additional fire station facilitiesand also needed facilities for the Police Department. Whereupon the President declared the motion carried. Trustee Ekren, seconded by Trustee Norris, moved that the Village Manager be appointed to represent the Village at a meeting to be County held in the Village Hall on September 28th bythe County Zoning Board Zoning of Appeals. This hearing concerns Y acres on the east side of Higgins Read south of Oak~ton Street from M-1 district and B-2 restricted service to B-4 GenemI Service district. Trustee Ekren, seconded by Trustee Airey, moved that the plans Weller for construction of a foot bridge across Weller Creek at George Street Creek - as submitted by Se~merling Home Builders be referred to the Village bridge engineers for their stud~ and recommendation. Mr. Semmerling arose and stated that Mr. Cadigan of Consoer, Townsend had already seen these plsaSo It was pointed out h~ the trustees that the plans should be reviewed in light of the Flood Control Plan on file with the State of Illinois. Whereupon the President declar~ed the motion carried. Mr. W. O. N~rtin, 909 East Central Read, spoke on behalf of F. Serafine's several homeowners on the south side of Central Road just east of Rand 3rd Addition complaining of the condition of the property owned by Serafine on the north side of the road. They ask that this land be levelled and weeds removed and that assurance be given that no business nor substandard homes be moved in. Villa~e Manager Appleby will report on this at the next meeting. September 20, 1960 6 6 Raymond Willer Mr. Raymond Willer, Bll Mac Arthur Drive, delivered an impassioned plea that some action be taken to get full street dedication on the half streets surrounding Prospect High School. He was lavish in his praise of the Board on the completion of the street in front of his home. He commented about the proposed purchase of the Country Club by the Park District, and suggested methods that they might use to assure a solvent operation. Trustee Airey, seconded by Trustee Casterline~ moved that the meetiog be adjourned. This motion carried by acclamation and the meeting was adjourned at lO:14 P.M. September 20~ 1960
