Absent, none. Trustee Ekrun, seconded by Trustee Casterline, moved for approval of the minutes of the meeting of July 5th az submitted. The President minutes put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Norris and Schlaver. Pass, Gaw. Whereupon the President declared the motl on carried. Trustee Caw, seconded by Trustee Ekren, moved that the following bills be approved for the week of July 19, 1960: General SlY, 166.20 bills Garbage $9.23 Parking System Revenue 20. 70 Library 690.19 Fire Equip. Whereupon the President declared the motion carried. Trustee Gaw, seconded by Trustee Casterline, moved that the Financial financial report for June 30, 1960 be ~pproved as submitted. The Report President put the question, the Clerk called the roll, with the following response:;Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and June, 1960 Schlaver. Whereupon the President declared the motion carried. ~rustee Gaw, seconded by Trustee Ekren, moved to advance from Water Deposit Fund to Fire Equipment Bond & Interest Fund, 1959, for Advance payment of interest due, the sum of $4,223.?§ until taxes are received. Funds The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Oasterline, Ekren, Daw, Norris and Schlaver. Whereupon the President declared the motion carried. Mr. Thomas Naskett, assistant to the Village ~anager, read copy of a letter from the office of the States Attorney of Cook County to Bric~mm~ Enterprises which called a halt to construction on area County outside Village limits, north side of Foundry Road, west side of Rand, Zoning Residents surrounding this area have protested its rezoning by the County from R-4 to B-2, and hearing on this will come up September ?th. Trustee Schlaver, seconded by Trustee Norris, moved that the Water low bid of Lattof ~otor Sales Co. for Chevrolet 3/4 Ton truck at delivered Dept. price of $1,916.6Y be accepted and the Village Manager be authorized to truck order said truck for use of the Water Department. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, NOrris and Schlaver. Whereupon the President declared the motion carried. Trustee Schlaver, seconded by Trustee Oasterline, moved that Water Dept. the Village Manager be authorized ~o hire Dowal Chemical Company repairs at Pine St to do the necessary maintenance work at the Pine Street reservoir, reservoir at a cost not to exceed $1,400. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterlime, Ekren, Gaw, Norris and Schlaver. Nays, nome. Whereupon the President declared the motion carried. July 19, 1~60 Trustee Schlaver, seconded by Trustee Ekren, moved for adoption of Proposed Resolution #18-50: Res. 18-60 A RESOLUTION ASKING PE~SSION FRO~ THE Well ~6 STATE OF ILLINOIS TO INSTALL COLLECTING Collecting main MAIN IN, FOUNDRY RD. AT RAND RD. & HIGR~AY The President pet the question, the Clerk called the roll, with ~he following response~ Ayes, Trustees Airey, Cas~erline, Ekren, Gaw, Norris and Schlaver. Nays, none. %fnereupon the President declared the motion carried and Res. #18-80 adopted. Trustee Schlaver mentioned proposed addition to Fire House, stating that after much research, decision had been made to employ Fire House the services of an architectural firm, and made the following motion, Addition ~ ' seconded by Trustee Gaw, that the President of the Village be author- Ar~lii%'ectural i~ed to sign architectural agreement with the firm of Peterson & Contract Wengerhoff, Inc, of ~Skokie, Illinois. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Nays, none. Whereupon the President declared %he motion carried. Trustee Norris, seconded by Trustee Ekren, moved that the Northwest taking of bids for M.F.T. ~aintenance Program in Northwest Meadows Meadows street be authorized as soon as plans for this program are approved by the maintenance State. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw~ Norris and Schlaver. Nays, none. Whereupon the President declared the motion carried. Trustee Norris reported that a survey by C. 5. & A. revealed Alley sewer that cost to the Village for installation of sewer in alley beind beind Hwy. 83 the apartments on South Elmhurst wouId be about $1,900. A meeting Di Mucci with Mr. Di Mecci, owner of the buildings, will be set up. Trustee Norris spoke of a m~eting Just concluded with members of the School Board and residents whose children will attend the new Westbrook school at Central Road and Weller Creek. Re stated that the State School - has plans for removing a footbridge at that site, but the School Board. Bridge and desires to renovate this bridge. Trustee Norris also reported that sidewalk there is necessity for installation of sidewalks on the north side of Central near the school; discussion was held regarding financing of same. Tom Rasket% was asked by our Board to meet with the property owners along the north side of Central Road from Kenilworth to Weller Lane %o find out if they would be willing to put in sidewalks on a voluntary basis. In the discussion of methods available to fiDmnce said sidewalk it was decided to request the Village Attorney to examine the feasibility of proceeding by means of a sidewalk tax. Trustee Airey read the following report from the Board of Appeals re Case 60-11, Carrie Haas:. Case 80,11 June 30, 1980 Carrie Haas REPORT Board of Trustees Mount Prospect, Ill. ~entlemen: Re: Case 60-11, Heard June 24, 1980 Petitioner; Mrs. Carrie ,Haas This petition is a request for variation of present zoning cf R-1 (residential) to allow {wo-family occupancy in the building at 21 North Wille Street. ~ne Board of Appeals voted 5-0 to deny the variation. There were no objectors present at the hearing. Malcolm O. Young, Vice Chairman Philip ?. Liggett, Acting Secretary Trustee Airey, seconded by Trustee Casterline, moved that the Board concur in the findings of the Board of Appeals. The President put the July 19, 1980 question, the Clerk called the roll, with the following response: Case 60-11 Ayes, none. Nays, Trustees Airey, Casterline, Ekren, Gaw, Norris and Carrie Raal Schlaver. I~hereupon the President declared the motion defeated. Trustee Airey, seconded by Trustee Casterline, thereupon mo~ed that variation be granted in Zoning Case 60-11, the purpose of the variation to allow this property to revert to status of non-conforming use as it existed January 1, 19§0, and to authorize the Village Attorney to prepare the necessary legal documents for this purpose. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Nays, none. Whereupon the President declared the motion carried. Trustee Airey reported regarding request from property owners along Lincoln Avenue to purchase vacant street stub property from the Village. He read letters from Richard Hauff, o~ner of the Country Proposed Club; from William Cadigan of Consoer, Townsend & Associates, engin- vacation of eers, and from Edward Boddy, president of the Park Board. Ail three street stubs disapproved of this land passing into private hands. Trustee Airey, seconded by-Trustee Gaw, made the following motion¢ That the Village Nanager be directed to advise the property owners who submitted offers for vacation of these streets, Lancaster, Waverly Place and Eenilworth, that the Board has decided to decline the offer because it feels that it is not in the best interests of the Village to vacate and dispose of these properties at this time. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterltne, Ekren, Gaw, Norris and Schlaver. Nays, none. Whereupon the President declared the motion carried. Trustee Oasterline reported that the one-way traffic plan Lions Park around the Park has been in use and no one has objected. After One-way traffi( discussion, Trustee Casterline, seconded by Trustee Schlaver, moved that the Village Attorney be authorized to prepare an ordinance which provides for movement of traffic thus: Shabonee Trail, one way east- bound from Emerson Street to ~aple Street; Maple Street one way north- bound from Shabonee to Lincoln; and Lincoln Street one way west-bound from Maple Street to Emerson Street; also postiing of "No Parking at Ar~ Time" on the east side of Maple abutting the Park (between Shabonee and Lincoln). The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Nays, none. Whereupon the President declared the motion carried. President Lams read the follow~ letter: Full- time July 11, 1960 Fire Chief Mr. Theodore Lams, President appointment of 117 South William Edwin Haberkamp Mount Prospect, Illinois Dear President Lams.. I reco~end that Edwin Haberkamp be appointed fire chief on a full time basis effective August 1, 1960, at a salary of $8,000.00 per year plus a car allowance of $50- a month for the use of his personal car. As soon as Village Attorney Downing returns from his vacation, he should be asked to review Chapter 7 of the Municipal Code to determine what changes are needed therein to accomplish this change. President Lams then read the following letter: Appointment of ffull-time chief July 16, lg~O The Honorable Members of the Board of Trustees Village of Mount Prospect Gentlemen~ I take pleasure in appointiug Mr. Edwin Haberka~p as Fire ~arshall on a full time basis, effective August I, It is recommended by the Village Manager that the annual salary be stipulated at $8,000, tugether with a car allowance of $30- per month for the use of his personal car for the Village. I heartily concur with this recommendation. Your concurrence is respectfully requested. Theodore A. Lams Village President Trustee Schlaver, seconded by Trustee Ekren, moved to concur in the appointment of Edwin Haberkamp as full-time Fire Chief at a salary of $8,000 per year plpe car allowance of $S0- per month, effective August 1, lg60. The President put the question, the Clerk called the roll, with the following response'. Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried. Discussion was held as to whether permission should be given Curbs - to three boys to continue painting house numbers on curbs and collecting Painting donations from home owners. The boys stated that they were trying to house numbers earn tuition for college. They were William and Jim McNillan, 409 South Main Street and C. Thomas Clark, 20 Se~th Maple. The Board agreed to go along with the boys providing they would satisfy any complaints and remove any numbers if the resident objected. Trustee Schlaver gave the following personal statement of policy: TrUstee As stated during m~ campaign for re-election as trustee I Schlaver believe in the public's right to know end the practice of holding meetings of the entire board before the regular meeting in order to avoid clashes of opinion or to spare the personal feelings of any trustee or the Village ~anager is repugnant to me. Besides, it's unlawful. I believe the public is entitled to hear debate over m~ttere cf policy and disagreements between the trustees are not a personal matter and should not be regarded az such. Therefore, I refuse to attend any more of such meetings unless they are for %be purpose of discussing the dismissal of an employee, the purchase of laud for village use, or concern matters in which the Village is engaged in litigation. Trustee C. O. Schlaver President Lams commented that it would be perfectly legal for him to call a recess during the regular meeting for any purpose he sees fit and w~uld probably follow this procedure in the future. Subject was brought up of Country Club Terrace Second Addition. Mr. Gillespie and Mr. Cohn were present and desired approval Country Olub Terrace of construction bond and permission to install sewer maine in Second Addition the 8-ft. easement ne~t to the Park property. Trustee Airey, sewer easement seconded by Trustee Ekren, moved that the President and Clerk be authorized to sign the easement provisions subject to the plat of survey, if required by ordinance, and permit from the Sanitary District for installation of sewers and also subject to the approval of the ~uly lg, lg60 onstruction bond by the attorney; that work be authorized to proceed i~ediately when preceding conditions are met. Nays, none. l~hereupon the President declared the motion carried. A discussion was held with representatives from Randview Randview Highlands Subdivision about the drainage problem. President Lams Highlands informed them that there should be an answer from O. T. & A. con- sewers cerning this report submitted to the Village and the Sanitary District at the ne~t Board meeting.
