NOVEMBER 18, 2008
The meeting was convened at 10:00 p.m., in the third floor Executive Conference Room of
Village Hall, 50 South Emerson, by Mayor Irvana Wilks. Those present at the Closed Session
were: Trustees John Korn, Paul Hoefert, Arlene Juracek, John Matuszak, Steven Polit and
Michael Zadel. Staff present included Village Manager Michael Janonis and Assistant Village
Manager David Strahl.
Land Acquisition Discussion
Village Manager Janonis described the current title situation regarding the Meeske parking lot
and confirmed that the title remains with the Busse ,family. He stated the Village Board could
; offer a price for the property prior to a reversion time frame running out He also stated the TIF
could absorb the cost of acquisition if necessary.
There was a discussion among the Board on current market conditions and the appropriate
offering price for the property.

Assistant Village Manager David Strahl provided some background information regarding
upcoming negotiations with the four member Building Inspector Union. He also outlined a t

suggested strategy relating to the position of the Village during the negotiations. The Village
Board directed staff to maintain existing benefits that would have been provided even without
this group being unionized.
Personnel Discussion -_
Village :Manager Janonis provided an evaluation form to start the review process for his
performance. He stated that he would provide a summary of 2008 accomplishments and 2009 ,'-z) k `,
goals`for discussion purposes on December 16. w

There was no further discussion in Closed Session. Meeting moved into Open Session at 11:00 LM "
p.m. and was immediately adjourned.
