Upon roll call, the following trustees answered Present~ Airey, Ekren, Norris and SchlAver. Absent, Trustees Castarline and (;aw. Trustee Airey, seconded by Trustee Norris, moved that the minutes ·inutas of the previous meeting of June ?th be approved as submitted. The President put the question, the Clerk called the roll, with the following renpenec~ ~vas, Trustees Airey, Ekren, Norris and Schlaver. Nays, none. Absent, Casterline and Gaw. Whereupun the President declared the motion carried. T--~stee Norris, seconded by Trustee Airey, moved that the Clerk be authorized to open bids c~ ~ 15C~, pav~n~ of Highland Ave. and South Elmhuret Ave. This motion carried by acclamation and Clerk Reynolds opened the bide, with results au follows'.' ~FT Arrow Road Cone%ruction Co. Bid - $47,879.80 Trustee Norris, seconded by Trustee Schlaver, moved that the bide regarding 15CS be referred to the ?illage Engineers for stud~ and reco~endatiun, to be brought up again at the next meeting. This motion passed by aocla~ation. Trustee Norris, seconded by Trustee Ekren, moved that the fullowing bills for the week of June 14th be approved: ~ene~'A1 $. 7,910.78 Garbage 5,576.53 Motor Fuel Tax 17.20 bills Water 3,471.67 Wa%er Bond & Interest 590.47 The President put the question, the Clerk called the roll, with the following response~ Ayes, Trustees Airey, Ekren, l~orris and Schlaver. Trustee Schlaver mentioned that the Water Department is in need of a new pickup truck for quick repair of bydrante and mains, and Pick-up made the following motion, seconded by Trustee Ekren~ That the truck Village Manager be authorized to advertise for bids on a 3/4 - tone Water Dept. truck with pick-~p boc~, such bids to he opened at the ~esting of July 5%h at the regular meeting of the Board. The President put the question, the Clerk culled the roll, with the following rasponse~ Ayes, Trustees Airey,. Ekren, Norris and Schlaver. Absent, ~aw and Casterline. Whereupon the President declared the motion carried. June 14, 1960 Trustee Ekren brought up the subject of the neon sign over the ~usic studio of Art Van Datum,, and made the following motion, seconded by Trustee Norris: That the Village of Hou~t Sign ordinance Prospect gra~t permission to erect a sign at gGo East Northwest Art Van Dam~e Highway in coufor,~ce with the agreement made with the Building Committee, which is to w~ve the sign ~ack four feet ffrom where origimally plan~ed; a~d that the Building Department be authorized to issue a permit to erect this sign. The President put the question, the Clerk called the roll, with the following response~ Ayes, Trustees Air"y, Ekren, Norris a~d Schlaver. Absent, Gaw and Casterline. ~hereupon the President declared the motion carried. Trustee Airey read the following report from the Zoning Board of Appeals~ REPORT Case 80-7 Dr. Powles To: Board of Trustees Re: Case 60-7 (formerly Case 59-20) Dr. Frank Pcwle~, ~ E.~ Northwest Highway Representative, Nr. James Viger Heard ~a~ 27, lg~O This is a request for a variation om property located c~ the southwest corner of Wa Pella and Central Road, now zoned R-3, to permit erection of a "professional Building". (Trar~cript of Case §9-20 was used). The purpose of this re-hearing is to correct a~ error in the legal notice for the public hearing which characterized the petition as requestiag a variation for a "dental office" and the ordinance which granted the "dontel office" variation. Petitioner's original petition requested a variation to permit erection of a "professional building." The Board of Appeals voted 6 to 0 to grant the variation. ~r. James Viger, duly appointed representative cf the petitioner, stated there was no change, in the ease as recorded i~ the transcript of Case 59-20. There were no objectors present at the hearing. Trustee Air,y, seconded by Trustee $chlaver, moved that the Board concur~ the report of the Zoning Board of Appeals and grant the variation for the professional building, authorizing the Village Attorney to prepare the necessary legal decume~te. Prospect, Tll. ~entle~nsn$ Re: BOesche P~operty Mr. Downing, your attorney, has reviewed the enclosed Plat cf Dedication and asked that I transmit same to you. Y have az agreement with Mr. Downing that official action by your board accepting this dedication will only be takez simul- June 14, lgGO taneou?ly with the adoption of an ordinance re-zoning the Boesche property' from-R-1 to I-l, and simultaneously with the adoption of a resolttion by y~ur hoard to the effect that should the Village ever levy a special assessment against the dedicated portion, the value thereof at the time of dedication would be applied as an offset against such future special assessment. This motion Boesche land carried by acclamation. Trustee Airey, seconded by Trustee Norris, moved that the Village Attorney be authorized to pr~re a resolution in connection LO with the Boesche rezoning to the effect that in the event of a Resolution - O special assessment against the property the value of the dedicated Boesche land ~ portioz at the ti~e cf dedication will be applied as an offset against ~ this future special assessment. This motion carried by acclamation. Trustee Airey read the following report frc~ the Zoning Boardof Appeals: Zoning _REPORT Case 60-9 Dooley To: Board of Trustees Re: Case 60-9, Dooley 888 E~ Northwest H~y. Representative: R. E. Dooley Heard Nay 27, 1960 This is a petition for a variation of present B-~ zoning on property at 88~ E. Northvest Highest' to allow a buildir~ addition to rear of present structure. The Board of Appeale voted 4 to 2 to grant the variation. There were no objectors at the hearir~. There ~as no evidence that granting the petition will i~pair an adequate supply of light and air to adjacent property, increase congestion in public streets unreasonably, -increase the hazard of fire, endanger the public safety, diminish or impair the values of property within sur- rounding areas or in ar~ other respect i~pair the public health, safety, comforts, morals and welfare of the c c~nity. Sal Di Mucci submitted a plat of dedication showing re-alignment of Eusse Road outside Village limits, subdivision Elk Ridge Villa. Trustee Airey read the following letter from the Plan Co~alasion~ Plat - change in Busse Road June 1~, 1~60 Di ~ucci Village President &nBoard of Trustees Hount Prospect, Illinois Gentlemen~ The Plan Commission, to whom was submitted the attached plan of dedication of land for Busse Road near the North ~est corner of the South East Quarter of Section 1§, Township ~1 ~orth, R-II, E ~ 1~, recommends to the Village Board that the plat be approved. June 14, 1960 The foregoing letter was signed by A. C. Dresser, .Chairman of Plan Commission, and H. G. Appleby, Secretary. Trustee Airey, seconded by Trustee Schlaver, moved that the Board concur in the recommendation of the Plan Commission and that the President and Clerk be authorized to sig~ the plat on behalf of the Village. President Lams submitted the yearly financial report from the Library Board and read the following letter.- Library Board June 11, l~60 Annual Financial Report Mount Prospect Village Board Mount Prospect, ~llinois ~entlemen: Enclosed is report of the Library Board for the fiscal year ending April $0, 1~0, in accordance with State statutes. You will notice that there was a total circulation of 162,082 this year as compared with 144,0~1 for l~JS-Ig~ -- a gain in circulation of 18,0~1. 3,325 books were added to the cellection, for a total of 21,592 volumes now in the library; plus about 1,400 on contract from Chicago. This is far short of minimam standards of the American Library Association for a town of 1~,000 population. 300 books were returned to ~hicago because of lack of shelf space. There are ~,078 borrowers' cards in active use, of which 2~8 are non-rusident. Non-residents Pay a $3.50 yearly fee. 72 magazines are periodically received, of which 5 are gift subscriptions. Details of financial expenditures are on the accompanying ~heet. Physical upkeep and repairs have been maintained and the building is in good shape. One new development this year has been the fo~tion of the Friends of the Library group, which we hope will in time acquaint a large number of people with the aims, services and needs of the library. A great deal could be done culturally fo~ the Village through the Historical Committee, the Art League, free book reviews and free educational and travel films, etc. for the public, if adequate space can be achieved. We still have the sorry spectacle of high school and grade school people sitting on the floor to werk assignments because there ia no table space. Reference study for adults and college people ia an impossibility. The library board aplm~eciates the interest and co-operation of the Village Board and will continue to ~ffer the best possible service to the people of Mount Prospect. Yours very truly, s/Dorothy W. President I~w~ read letter from Hr. Joh~ Helaniph~, corporation counsel for the City of Chicago, regarding taxicab O'Hare Field rates between suburbs and O'Hare Field. There was a discussion Taxicabs about taxi fares, and it was decided to request schedule of fares between Mt. Prospect and O'l~are Field from the local cab compare. Village ~nsger AppleBy read letter from ~r. Dave HcCoy Randview regarding placement of extra drains in Randview Highlands. It was Highlands decided to forward copies of this letter to the Village Engineers storm drains and to the Hetropolitan Sanitary District. Village l~anager Applehy read the following letter from Serafine Builders regardizg placement of sidewalk: Sidewalks June 7, 1~0 J.A.Serafine Board of Trustees Resubdivisio= Village of Hr. Prospect (formerly Gleich) 6entlemen~ As you kn~, we purchased property on Lincoln Avenue betweon School and William Streets from Elmer Gleich in 1959, under the conditions that it was fully i~proved. After winter a~d spring thaws we found that water mains and city sidewalks were omitted from the i~provemonts. At the present time we are in the process of installing city walks on the aforementioned property. Your building inspector, Hr. Joe Pecararo, has advised us that the city walks should either be installed at the curb or inside the property line. Yon must understand that the reason for this request is the fact that the water main has bee~ installed under the direction of Consoer, Townsend & Associates in the area designated for walks. With this problom confronting us we are hereBy requesting auth~ity from the Village Board of Trustees to install city walks along the curb. Thank you for your co-operation. Sincerely, Da~ Serafine. The foregoing matter was referred to the Street Committee for study and recommendation pending a report from Consoer, Townsend regarding placement of mains and sidewalk. The matter of a Building permit for the s~uthwest corner of ~r. Novak Candota and Manawa Trail was referred to the Street and Judiciary Bldg. permit Co~gaittass. (~r. Novak). Trustee Ekren, seconded by Trustee Schlaver, moved that the Village Attorney be authorized and directed to secure necessary e~pert County witnesses and present the case for rezonf~E the triangle at Foundry Zoning and Rand Roads before the County Zoning Board of Appeals. Absent, Casterline and Gaw. ~hereupon the President declared the motion carried. Mr. Ed Luebker, 500 W. Lonnquist, arose and inquired as to why the 100 and 300 blocks on Lonnquist are putting in curb sidwalks, Sidewalks - while the rest of the street is putting i~ parkway sidwalks. The W.Lonnquist Hoard explained that three years ago a resolution was passed which allowed the residents of a block to put in curb sidewalks if all were agreed and if money for same was put into ascrew.
