HomeMy WebLinkAbout02/19/1963 VB minutes MINUTES OF REGULAR MEETING OF BOARD OF TRUSTEES HELD TUESDAY, FEBRUARY 19, 1963 President Schlaver called the meeting tO order at 8:15 P.M., and upon roll call, the following members were present: roll call Phillips Bickley Bruhl Casterline Absent: Ekren and Gaw T~rustee Bruhl, seconded by Trustee Bickley, moved for approval of the minutes of February 12th as submitted. minutes Upon roll call: Ayes: Bickl~y Pass: Phillips Bruhl Casterllne Absent: Gaw Schlaver Ekren Motion carried. Trustee Bruhl, seconded by Trustee Phillips, moved for payment of the following bills: bills General $1,348.94 Library 2,~49.33 Water 769.48 $4,567.75 Upon roll call: Ayes: Bick~ey Bruhl Phillips Casterline Motion carried. Trustee Casterline, seconded by Trustee Phillips, moved that the Engineer Village Manager be authorized to select candidates for the position of draftsman and aide to Mr. Ben Hemmeter, Village Engineer, and that list of applicants be then submitted to the Board. Upon roll call: Ayes: Bickley Bruhl Phillips Casterline Motion carried. Trustee Casterline, seconded by Trustee Phillips, moved that Zoning Case the Zoning Board of Appeals hold a public hearing on zoning amendment 63-6 that swimming pools be permitted only as a Special Use in districts zoned for multi-family purposes (R-2, R-3, R-4) under the Mount Prospect Zoning Code. Upon roll call: Ayes:'B~ckley Bruhl Phillips Casterline Motion carried. Trustee Bruhl, seoonded by Trustee Casterline, moved that Audit report Financial Audit Report as of January 31, 1963 be accepted and placed January on file for audit. Upon roll call: Ayes: Bickley Bruhl Phillips Casterline Motion carried. Trustee Bickley, seconded by Trustee Phillips, moved for the adoption of Res. ~3-63 as follows: Res. 3-63 A RESOLUTION AUTHORIZING PROTEST OF REZONING SOUGHT BY PETITION IN THE COUNTY OF COOK IN CASE DOCKETED AS NO. 507 by THE ZONING BOARD OF COOK COUNTY. Upon roll call: Ayes: Bickley Bruhl Phillips Casterline Absent: Ekren and Gaw Mo~on carried. February 19, 1963 raffic President Schlaver referred the question of possible change in date of issuance of automobile stickers to the Police Committee. Trustee Bickley reported that the Police .Committee met over the week end regarding traffic study and made recommendations which he now.offered to the Board for their action. The following is letter written by Consolidated Traffic $ Transportation Engineering Service setting forth te~ms for employment by Village for ~-- traffic survey work: February 2,1963 Mr. John W. Bickley, Jr. Chairman Committee on Traffic ~ Safety Village of Mount Prospect, Illinois Dear Mr. Bickley: After the discussion we had with you and members of your Village Board on Tuesday evening, January 15, 1963, concerning our services to undertake a traffic, safety and parking survey of the problems in your Village, we find that there are six areas of activities that should be investigated and covered: 1. Recommendatloms for immediate improvements or controls to problems caused by: a. Randhurst Shopping Center, b. Village Ma'in Street traffic flow, safety and parking. c. Parking at eleven chumches. d. Parking at the schools. e. Traffic safety around elementary, junior high and senior high schools. f. Additional street crossing at Weller Creek. ~ 2, An overall ~ ' compilation and quick review of important traffic ~ information for the Village as a whole, including such items as proposed or contemplated improvements by the State Highway Department, the County Highway Department, or by adjoining municipalities. 3.Preparation of a program plan with appropriate geometric street plans, traffic signal programming, traffic signal installations where justified, traffic controls for traffic safety, parking recom- mendatlns for business, schools and churches, street extensions,. street crossings and such other recommendations of land use as field d~ta might disclose to be in the best interests of the residents and the Village as a whole. ~.We will also be available to appear before the various business and civic groups in support of the final'plans adopted by the Village. 5.We will contact the respective governmental, municipal, school and church agencies and obtain and review all current information and data pertinent to our survey. Also, we will make such traffic volume counts, parking studies and surveys and field observations to su support our recommmndations, which in turn would be used in submitting requests to the various responsible agencie~ for financing the traffic facilit~ or traffic control. --~ 6~ We will furnish a complete report to your Committee on all of the ~ ~ above items. We assume that the Village will co-operate with us in holding down the costs by furnishing appropriate detail maps showing streets, pavement width, right-of-way width, traffic accident data, traffic counts, parking study data if available, and traffic signal data. It is our objective to furnish this information as quickly as possible, hut we would llke to advise the~Village that any survey and February 19, 1963 nd counts made during the winter season are greatly affected by Traffic - climatic conditions. However, we would he guided by the Village Board, continued if they will express their desire as to a time table when they would want the final report and recommendations. After carefully weighing all the factors involved, we are ready to undertake this assignment for a fee of $9,500, with appropriate advance payments as certain portions of the assignment are completed and discussed with you as Chairman of the Committee. You also e~pressed a desire for us to submit a proposal for being your traffic consultants on a monthly basis. We would attend your Board meetings once a month and review all petitions, requests or demands made for traffic improvements, controls, signing, etc., and advise you accordingly after a study. Our consultation fee for this service would be $100 a month. We will welcome an opportunity to serve you. Respectfully yours, Consolidated Traffic & Transportation Engineering Service By - Ralph F. Gross Trustee Bickley~ seconded by Trustee Bruhl, moved that the Village employ the services of Consolidated Traffic g Transportation Engineering Service for $9~500 to make traffic survey as proposed in their letter of February 2, 1963. Upon roll call: Ayes: Bickley Bruhl Phillips Casterllne Absent: Ekren and Gaw Motion carried. Trustee Bickley moved that the above mentioned company, Consolidated, be retained at a fee of $100 per month to serve a~ advisors regarding any traffic problems that might arise; their representatives to attend all Village Board meetings. This service would begin after the survey was fin~hed. Upon discussion, this motion was withdrawn until a later date. TrusTee Bickley~ seconded by Trustee Bruhl, moved that the President at a later date appoint a per~anent Safety Committee, composed of Safety members from various Village organizations; this Committee's ~ules Committee are to be qualified under the standards of the National Safety Council. Upon roll call: Ayes: Bickley Bruhl Phillips Casterllne Absent: Ekren and Gaw Motion carried. Village Manager Appleby reported that Well ~4 is back in Wells 3, 4, operation; Well #3 is in the process of being torn down; Well #7 6 and 7 was started the previous day; Well #6 - work is still continuing. Mr. Appleby read letter of appreciation from Mr. Douglas Carney, Bldg. Dept. Building Superintendent, for past remerabrances, stating he expects to be recovered and retur~ to his desk by the first of April. President Schlaver referred to the Water Committee a letter of Water proposal regarding water from Chicago Suburban Utilities Company, dated February 14, re possibility of selling their surplus water production to the Village. A proposed plat of Colonial Heights Si;~th Addition was referred Col. Hts. 6th to the Plan Commission. Add'n Adjournment was by acclamation at 9:24 P.M. Respectfully submitted, February 19, 1963
