HomeMy WebLinkAbout01/10/1961 VB minutes MINUTES OF THE MEETING OF THE BOARD OF TRUSTEES HELD AT THE VILLAGE HALL JANUARY lC, 1961 President Lams called the meeting to order at 8:11 P.M. with roll call the following trustees present: Casterline, Ekren, Gaw, Norris and Schlaver. Absent, Trustee Airey. ~ Trustee Casterline, seconded by Trustee Norris, moved that minutes the minutes of the previous meeting of January Brd be approved as submitted. The President put the question, the Clerk called the roll, - with the'following response: Ayes, Trustees Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried. Trustee Gaw, seconded by Trustee Ekren, moved that the following bills for the week to January 10th be approved for payment: General $14,041.60 LO Parking System Rev. 185.50 bills ~0 Library 282.12 0 Motor Fuel Tax 45.00 ~ Water 5,974.47 $20,528.69 'The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Casterline, Ekren, Gaw, Norris and Schlaver. Trustee Casterline read letter from Mrs. Helen Lankus, safety chairman of the Sunset Park School P.T.A. which requested a stoplight at Lennquist and Elmhurst Road, as follows: Traffic - ~" January2, 1961 Lonnquist & Dear Mr. Appleby: Route #83 We have made a check, as you suggested, and find that 161 students cross Elmhurst Road four times a day -- 86 in kindergarten through third grade and 75 in fourth, fifth and sixth grades. This count does not include the students crossing to ~o to Lincoln and St. Raymond's. A stoplight at Lonnquist and Elmhurst Road would be of great benefit to all and especially to those who cross after school hours to play with friends when there is no traffic guard to guide them across. Trustee Schlaver submitted to the Board the new Rules and Regu- Fire lations of the Fire Department. Trustee Schlaver, seconded by Trustee Dept. Casterline, moved that the Village Board approve the Fire Department Rules rules ~.~ and Regulations as submitted, with the addition of the words, "and to the Police & Fire Commission" to Paragraph 14, Section BO. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Casterline, Ekren, Gaw, Norris and Schlaver. Absent, Airey. Whereupon the President declared the motion carried. Trustee Ekren recommended that the report of the Architectural Committee regarding Randhurst Shopping Center be turned over to the Randhurst Building Committee for their study and recommendation. This request Shopping was concurred in by the Board. Center January 10, 1961 Trustee Ekren, seconded by Trustee Casterline, moved that the following letter be accepted by the Board and entered into the minutes of the present meeting. This letter refers to~L~angle of land at Foundry, Rand and Rte. SB. County Zoning Foundry, Rand & #8B January 6, 1961 Mr. Edward J. Barrett County Clerk Room 523, County Building Chicago, Illinois Attention: Daniel Ryan, President, and Board of Commissioners of Cook County Gentlemen: The Village of Mount Prospect objects to the zoning of the areas covered by Dockets 107 and 108 of the Zoning Board of Appeals of Cook County as requested. It is the opinion Of the Village of Mount Prospect that the expert testimony offered at the public hearing established that the highest and best use of the subject property is residential. Census VillageManager Applebyannounced that the official popu- lation count of the Vi~age~by the Bureau of the Census has been set at 18,906. ViI~ge-owned Village Manager Appleby announced that the trench dug by the property - Rtes. State at the northeast corner of Rtes. SB and 58on Village-owned 8B and 58 property had been filled in. The following report from the Zoning Board was read regarding Case 61-1: Zoning Case 61-1 REPORT Coletti January O, 1961 Board of Trustees Village of Mount Prospect Gentlemen: Re: Case 61-1 - Sam Coletti Attorney - Lawrence Marine Prospect ~3enue and Edward St. The petitioner, as contract purchaser, requested a'variation in the present zoning of I-1 to permit the construction and operation of a car washing, sale of gasoline and smme general automotive services to be conducted at the southwest corner of Prospect Avenue and Edward Street. There were three objectors present, all being property owners occupying homes located directly to the east of the property in question. The Board of Appeals voted 6-1 to deny the petition because the petitioner did not prove a hardshiR. S/ E. F. Martin, Chairman G. E. Jacobsmeyer, Acting Sec'y Trustee Schlaver, seconded by Trustee Ekren, moved that Case 61-1 be referred to the Judiciary Committee'for study and recommendation. This motion carried by acclamation. January 10, 1961 1 ,33 The following report from the Zoning Board was read regarding Case 61-2: Zoning Case 61-2 REPORT Ran&burs t January 9, 1961 Board of Trustees Village of Mount Prospect Gentlemen: ~e: Case 61-2 - Randhurst Corporation George M. O'Neill, Manager Edward Saunders, Attorney The petitioner requested a variation of the Building Code to allow erection of buildings higher than said Building ~ode permits, said variation regarding buildings to be located on the property known as the Randhurst Shopping Center at the northeast corner of Elmhurst Avenue and Foundry Road. There were no objectors present. The members of the Board of Appeals agreed that these variations would not: Impair an adequate supply of light and air to adjacent property. Increase the congestion in public streete unreasonably. Increase the hazard of fire. Endanger the public safety. Diminish or impair the values of property within the surrounding areas. tn any other nespect impair the public health, safety, comfort or morals of the community. and therefore voted ?-0 to approve of the variations so requested. Jacobsmeyer, Acting Sec'y Trustee Ekren, seconded by Trustee Norris, moved that Case 61-2, Randhurst, be referred to the Judiciary Committee for study and recommendation. A letter from the Randhurst Corporation dated December 20, 1960 was referred to the Building Committee for study and recommendation. Trustee Norris, seconded by Trustee Casterline, moved for the passage of proposed Ord. #740: Or~. #?40 off-street AN ORDINANCE TO AMEND ORDINANCE #§20 parking This amendment sets off-street parking requirements in business areas. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried. President Lams read agreement between Victor A. Dcyno and the Zoning Village regarding building specifications on proposed building to be Case 60-22 erected at Northwest Highway and Fatrview. This refers to Zoning Case 60-22. Trustee Schlaver, seconded by Trustee Casterline, moved that the agreement Do?no between Victor Doyno and the Village of Mount Prospect be accepted by the Board and that the President and Clerk be directed to sign said agreement on behalf of the Village of Mount Prospect. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried. Trustee Norris, seconded by Trustee Ekren, moved for the passage of proposed Ord. #741: Ord. #741 AN ORDINANCE GRANTING A VARIATION FROM THE VILLAGE Doyno OF MOUNT PROSPECT ZONING ORDINANCE AS AMENDED building var iati on This ordinancme allows variation as spelled out in the agreement above. Whereupon the President declared the motion carried. 2ndAdd'n to Trustee Casterline, seconded by Trustee Norris, moved that Bluett's Fair- plat of second additiom to Bluett's Fairview Gardens be referred to view Gardens the Plan Commission for study and recommendation. This motion carried by acclamation. Atwood property Mrs. M. Vavra raised the question as th the final ~dsposition excavation of the excavation at the Atwood property at 211 West Foundry Road. The owner was directed to fill this foundation because cf the attractive nuisance it presented. Mrs. Vavra suggested that the fill offered by the Randhurst Corporation might be used; the decision was that this was the owner's responsibility and that the Village Manager would check with the Village Attorney to determine the proper ordin- ance for reference; also that an arrest ticket should be issued for non-compliance. Traffic - Signs Further action was indicated to get the Cook County Highway on Central Rd. Department to place speed limit signs on Central Road west of Northwest Highway. Traffic Mr.' John Courselle, 117 South Maple Street, questioned the signs Board en the possible placement of traffic signs at Milburn and Emerson, and Central Road and Northwest Highway. No action was taken at this time. Trustee Norris, seconded by Trustee Ekren, moved for adjournment, and the meeting was adjourned at 9:41 P.M. January 10, 1961
