HomeMy WebLinkAbout09/25/1962 VB minutes MINUTES OF MEETING OF PRESIDENT AND BOARD OF TRUSTEES HELD ON TUESDAY, SEPTEMBER 25~ 1862 President Schlaver called the meeting to order at 8:15 P.M. with the following members present: roll call Bickley Bruhl Gaw Absent: Ekren Casterline Phillips Trustee Casterline. seconded by Trustee Bruhl, moved for approval of the minutes of September 18th ~t~o~ecfe~l~h~n~in. Upon roll. call: Ayes: Bickley Bruhl Gaw Ca~terline Phillips Motion carried. Trustee Bruhl, seconded by Trustee Gaw, moved for approval of the following bills: bills General $ 6,406.21 Garbage 41.83 Motor Fuel 17,567.50 Library Bldg. 250.00 Water 6~062.73 '$30,328.26 Upon roll call: Ayes: Bickley Bruhl Gaw Casterline Phillips Motion carried. Trustee Casterline, seconded by Trustee Phillips, moved for the passage of Ord. 866: Ord. 866 Creating the AN ORDINANCE~AMENDING CHAP.4 of MUNICIPAL CODE BY office of ADDING ART. X, CREATING THE OFFICE OF VILLAGE ENGINEER Village Engineel Upon roll call: Ayes: Bickley Bruhl Gaw Casterline Phillips Motion carried. President So,laver thereupon introduced Mr. Bernard Nemmeter, ll2 South School Street, stating that Mr. Hem~eter had been a member of the Engineering Co~mittee but was considered best qualified by that committee and the Board of Trustees. The President then stated that he was appointing Mr. Hemmeter to the post of Village Engineer and asked the Board to confimm thim appointment. Trustee Casterline, seconded by T~ustee Bruhl, moved to concur with the recommendation of the President in appointing Mr. Bernard Hemmeter to the post of Village Engineer. President Schlaver administered the oath of office to Mr. Hemmeter and the Board welcomed him. Trustee Casterline, seconded by Trustee Gaw, moved that salary Salary of of Village Engineer be established at Sll,O00 per year, beginning engineer October 1~ 19~. September 25, 1962 ,Trustee Bickley, seconded by Trustee Bruhl, moved Ord. 867 for passage of Ordinance 867: Traffic AN ORDINANCE REPEALING CERTAIN PROVISIONS OF · · ! CODE REGARDING PARKING, AMENDING OTHER SECTIONS AND ADDING SUNDAY PARKING TO TME TRAFFIC LAW. Upon roll call: Ayes: Bickley Bruhl Caw Casterline Phillips Motion carried. Annexation petition Trustee Bickley read petition for annexation of piece of Continental land on North Main Street by Continental Oil Co. Petition also Oil Co. received for rezoning this~area. President Schlaver directed that zoning hearing he held in this regard. Trustee Bickley, seconded by Trustee Phillips, moved for Ord. 868 passage of Ord. 868: Annexation Colonial ~e~hts AN ORDINANCE ANNEXING PROPERTY REFERRED TO AS "COLONIAL HEIGHTS" TO THE VILLAGE Upon roll call: Ayes: Bickley Bruhl Caw Casterline Phillips Motion carried. Attorney Hofert pointed out that this ~annexation does not include the entire Colonial Heights Subdivision but only that part now undeveloped. Village Hall Trustee Bruhl, seconded by Trustee Phillips, moved to architects pay the firm of Peterson g Wengerhoff $1,191.77 the balance due them balance of for architectural services on the Village Hall addition, upon their payment due turning over to the Village full releases and waivers from the con- tractor and any other guarantees or documents which should be filed with the Village which are now in their possession. Upon roll call: Ayes: Bickley Bruhl Caw Casterlin9 Phillips Motion carried. Trustee Bruhl. seconded by Trustee Phillips, moved to pay Custer Construction Co. the sum of $6,427.80, ~he blanace due them on the contract for the Village Hall addition, subject to their payment ~ to the Village of $50- for roof repair and subject to their filing with the architect full releases and waivers for all materials and labor used on the job, upgn writte~ recommendation of the architect that such payment be approved. Finance Director Trustee Bruhl gave first reading of ordinance creating the offices of Village Comptroller and Director of Finance, and establishing a finance department. County zoninM Manager Appleby reported that County Zoning Dockets 421% 422 and 423 hearings will have date set next week; we have reguested that these hearings be held in this Village. Trees Mr. Appleby reported that Dutch elm treem disease has been held to a minimum; only 24 trees were lost ou~ of 6000-7000 elms'in the Village this past season. September 25, 1962 President Schlaver announced that he would hold press Presiden% conferences twiee a month at 7:30 before Board meetings) and would Schlaver include trusteesand epa~ment heads as co-counsel for special questions. President Schlaver spoke of the t~ling motion in regard Cook Co~ty to purchase of Cook County Water & Sewer Co., stating that the Board Water & Sewer felt the price asked was too high, and this matter would he held for Co. further exploration.
