Trustee Bruhl, seconded by Trustee Bickley, moved that the minutes minutes of September ~th be accepted as presented. Upon roll call: Ayes: Bruht Casterline Ekren Phillips Bickley Absent: Gaw Motion carried. Trustee Bruhl, seconded by Trustee CasTerline, moved for the approval of the following bil~s: General $ 9,958.20 bills Garbage 7,178.97 Library ~7t.88 Water operations 15~060.80 $32,66~.85 Upon roll call: Ayes: Bruhl Casterline Ekren Phillips Bickley Absent: Gaw Motion carried. Trustee Bickley, seconded by Trustee Phillips, moved that Traffic the Village Attorney be authorized To prepare an ordinance restricting the parking to Two hours on Lincoln Avenue from Edward to Albert Streets. Upon roll call: Ayes: Bruhl Casterline Ekren Phillips Bickley Absent: Gaw Motion carried. Trustee Bickley read letter dated September 7th from Marshall Suloway of the Highwa~ Department To Chief Whittenberg regarding traffic signals wherein he states: Traffic "Traffic signals may only be installed on any dedicated street or highway in the State of Illinois after showimg that one or mope of the appropriate warrants are met or exceeded. This showing is the responsi- bility of The agency that would make the installation if it should be warranted. If any signals are installed on Rte. 83 between Rte. 1~ and 58 they would be the responsibility, insofar as their installation, operation and maintenance is concerned, of the Village of Mount Prospect..." "The Department has also approved a special Type of traffic control device for use at regular school crossings. (bulletin attached). We woul~ llke to emphasize that these school crossing beacons can only be operated during regular school crossing hours and therefore are no help for protection Of pedestrian, demand occuring at other times during the day..-." It was decided by The Board to have a traffic count made this fall along Rte. 83 between Golf Road and Highway 1~ and between Highway 1~ and Foundry Road. Trustee Bickley spoke of the fact That courtesy tickets were given out by the Police Department to church goers around St. Raymond's and St. Mark's churches who'did not use The parking lots where there was still room. Trustee Bickley, seconded by Trustee Bruhl, moved that the Vi September 11, 19~2 Traffic Village Attorney be asked to prepare an ordinance making the intersection of Fairview and Gregory a ~-way stop instead of the stop presently in effect at Gregory only. This motion carried by acclamation. Trustee Gaw arrived au 8:37 P.M. Trustee Bruhl asked that the Police Committee look into the condition of fast traffic at We Go Drive and Busse Avenue. This matter was referred to the Police Committee. Trustee Ekren, seconded by Trustee Bickley, moved that the following zoning appeal be published and brought before the Zoning Board at their next regularly scheduled meeting: Zoning Auto Laundries To amend PP. 3 of Sec, 7.3 of the Zoning Ordinance to read: in business district "3. Retail Bmsiness and Retail Service Establishment except uses 2 to 13 inclusive of Sec. 8 and except auto laundries which shall be permitted as a special use only." This motion carried by acclamation. Zoning Trustee Ekren, seconded by Trustee Bruhl, moved that the Weber 10ts Village petition the Zoning Board for the rezoning from P-1 to I-1 of Lots 2 through 9.in Weber's Addition, with notice duly published as required. This motion carried.by acclamation. Zoning Trustee Ekren read letter dated August 27, 1962 from Case 62-19 Ra~h Potokar of 72 North Broadway, Des Plalnes, wherein he withdrew his petition in Zoning Case 62-19 for rezoninE from I-1 to R-4 of Lot 8 in Gleich's Industrial Park at Edward and East Prospect, asking that this property remain zoned I-1, Trustee Ekren, seconded by Trustee Bickley, moved~that this withdrawal of pe~itlon be accepted. Upon roll call: Ayes: Bickley Bruhl Casterline Ekren Gaw Phillips Motion carried. Trustee Ekren read the following report from the Zoning Board re Case 62-25: Zoning Case 62-25 R E P O R T September 6, 1962 To: Board of Trustees From: Zoning Board of Appeals Re:Zon-ing Case 62-25, heard A~gust 24, 1962 Petitoner: Roger Ha~verson, Des Ptaines This was a request to rezone property at the southwest corner of Central Road and Pine Street from I-1 to B-3 for the future erection of an automotive pa~ts company buildin$ The Board of Appeals' voted 6-0 to approve the ~equest sub~ec~ to the condition that a future building will be set back from the property line along Pine Street for 41 feet, in accordanee with a proposed plat-plan, to provide for a d~iveway and parking area an~,.~ in addition, will be set back from the property line along Central Road for 4 feet to provide for a planting space and an improved appearance to the site. September 11, 1962 residents living nearby the property at 900 West Northwest Highway, asking that the B-2 zoning now in effect be retained. Trustee Ekren, seconded by Trustee Castertine, moved that the Board concur in the opinion of the Judiciary Committee and the Board of Appeals that petition of Case 62-2g he denied. Upon roll call: Ayes: Bickley Bruhl Casterline Ekren Gaw Phillips Motion carried. County Trustee Ekren submitte~ written copies of County Zoning zonin~ hearing reports prepared by Manager Appleby regarding Dockets ~6, ~08 and ~3~. President Schlaver asked the trustees to study these reports for any action they may wish to take at the next meeting. Health Dept. Trustee Gaw read report prepared by Mr. Wm. Yost, assistant to the manager, of his survey of the Mount Plaines Animal Hospital at 87~ East Northwest Highway. This report stated that the hospital was clean, sanitary and well run, that the outside cages were for daylight exercise of the animals and were perfectly clean. Trustee Gaw, seconded by Trustee Casterline, moved that the Village Manager be authorized to secure bids on the following equipment, which was i~cluded in the budget, for the Street Department: treet Dept. trucks 1 dump truck to replace 1950 truck 1 new dump truck 2 salt spreaders 2 snow plows These sealed bids are' to be opened in the Village Hall on October 2nd az 8:00 P.M. Traffic Trustee Bickley, seconded by Trustee Ekren, moved that the Village Attorney be authorized to draw up ordinance restricting parking as follows~ "No Parking this side of street on Sundays only between 5:30 AM and 1:30 P.M.: Ioka - - West side, between Sh~foonee Trail and Evergreen. Elmhurst - West side, between Milburn and Evergreen. Wills - ~est side, between Lincoln and a pt. 100 ft. south of , Pine - ~g~; between Lincoln and Prospect. Milburn - North side, between Hi Lust and Main. Lincoln - South side, between~.H~ Lusl and E~hurst. Shabonee - South side, between Ioka and Rte. 83. "No Parking a~ any time: Elmhurst - West side between Shabonee and Milburn. All sides of triangular parkway bound by Rte. 83, Lincoln Ave, and Elmhurst. North curb of Lincoln between Pine and Elmhurst. West curb of Wills from a point 100 ft. south of Evergreen north to intersection with Evergreen. This motion carried by acclamation. See sketch. Colonial Trustee Ekren introduced Mr. Hunter of Colonial Heights H~ights Subdivision. Mr. Hunter stated that he was interested in applying for annexation to the Village, particularly because the Village is con= sidering purchase of the private sewer and water company serving this subdivision. (Cook County Water Co.) Mr. Hunter stated that he would leave his ~pplication for annexation with the Village for another week while the Village worked out details of water company purchase. September 11, 1962 Zoning Case 62-23, Di Mucci, was also referred to the Judiciary Zoning Committee. See Pa~es 571 and 582. Case 62-23 Trustee Ekren read report of the Zoning Board re Case 62-24: Zoning R E P O R T Case 62-24 To: Board of Trustees From: Zoning Board of Appeals Re: Zoning Case 62-24, heard July 27, 1962. Petitioner: Morton Kantoff (Morton Pontiac) -- Northwest Side Motors, Inc. 710 East Northwest Highway, Arlington Heights This was a request for rezoning ~om B-2 ~o B-3 property near Dale Avenue on Northwest Highway next to the professional building, known as 900 West Northwest Highway. The Board of Appeals found that this 'proposed change in zoning ~ould: 1. Increase hazard of fire. 2. Increase congestion in public streets unreasonably. 3. Endanger the public safety. ~. Diminish or impair the values of residential property within the surrounding areas. 5. Impair an adequate supply of light and air ~o adjacent property. 6. In other respects impair public health, safety~ comforts, morals and welfare of the people. A'large group of nearby residents were in attendance and voiced their various objections through a spokesman, Mr. Richard Durgin'. A petition signed by approximately 200 residents and home owners in the adjacent area is submitted with this report for consideration by ~he Board of Trustees. Ross~ Actin~ Secretary Trustee Ekren then read repor~ from the Judiciary Committee regardin~ this case: ' REPORT To: Board of- Trustees From: Judiciary Committee Parker Ekren, Chairman Arthur ~aw John Bickley, 'Jr. The Judiciary Committee concurs with the Board of Appeals and recommends that the petition of Morton Kantoff (Case 62-2~) asking for rezoning of the property at B00 Northwest Highway fr~m B-2 to B-3 be denied. The petitioner was aware of the present zoning established by the Village of Mount Prospect when he purchased the property. We believe that the present zoning imposes no hardship on the o~rner and this has been established by the courts on a piece of propertyalmost adjacent to the property in question. Further, we agree with the Board of Appeals on all six points which they mentioned in their declsion~ The plea of the propel~ty owners in ~he 'immediate area is fair in alt respects and we believe that their property values should 'be protected. September 11, 1962 Mr. Appleby reported he had received a reply from the T~affic - Illinois Toll Road Commission in regard to our request for four- toll road way conuection with the toll road on Elmhurst Road, wherein it was stated that such~connection could not be made at this time. Mr. Appleby read excerpt free letter of September 6th from Paving - William Townsend of Consoer, Townsend g Associates regarding use C.T. & A. re of Poz-O-Pac base course for street paving: Poz 0 Pac "On the basis of the foregoing we are of the opinion that the use of a 6-inch thick Poz-O-Pac base course will provide service equal to or greater than that which could be expected from an 8-inch waterbound macadam base course. It is also probable that the future maintenance cost to the Village will be less if the Poz-O-Pac base is constructed. We therefore endorse its use on this project." Mr. Appleby inquired as to what policy should be followed escrows in regard to payment of bills when funds are held in escrow, as in the case of Green Acres Subdivision, where funds are held with a bank instead of bond posted, and there is now a bill outstanding from Consoer, Townsend, engineers, for a considerable sum. President Schlaver replied that he considered this an administrative matter to be taken care of by the manager and finance officer, and that he did not think there was necessity for separate action by the Board. President Schlaver reported that the one millionth customer Randhurst had already entered Randhurst Shopping Cdnter. President Schlaver appointed a Central Business Area Progress Central Busines Committee as follows, with himself acting as ex officio member: area Jack Keefer George L. Busse Richard McMahon Robert L. Stanton William J. Busse Fred Meeske Trustee Bruht, seconded by Trustee Bickley, moved that the Board concur in the above appointments and that the committee act as liason with the Village Board. This motion carried by acclamation. President Schlaver stated that he had conferred with officials of C &~W RR the Northwestern Railroad and also with members of the striking tele- graphers' union, and that settlement is expected shortly. Trustee Bickley, seconded by Trustee Ekren, moved that bids for new police cars be opened. This motion carried by acclamation. police cars The bids were as follows: 1.
