Motion carried.
Police Trustee Bickley reported that our Police Department won the
Dept. Northwest Area Police Pistol Shoot by a good margin, and that in fact ·
the trophies collected OVer the years were so numerous the Department
was running out cf space for them. President Schlaver referred to the
Finance Committee the task of appropriation of sufficient funds to
build a trophy case in a public area of the Village Hall.

Bicycles Trustee Bickley gave the first reading of a proposed bicyCle
ordinance.
Village ~anager Appleby explained that Messrs. Schissler and
Shoppers Fink of Shoppers World on Rand Road had paid their hOo~-on fee for
World water and established escrow for sewer, desiring now to proceed with
fees these utility improvements at their own expense, meanwhile asking ~that
the required 1% public improvement fee be waived because of- the small
amount cf public land involved.
Trustee Ekren, seconded by Trustee Caster!ine, moved that
request of Messrs. Schissler and Fink for waiver of public improvement ~__~.
fee for un-site improvements be granted.

Mr. Appleby read the following letter from the Combined Appeal:

February 10, 1962
Gentlemen:
The Momnt Prospect Combined Appeal has selected October 5
threugh October 15 as the period for the 1962 campaign. The Board of
Directors hereby requests your permission to conduct the annual fund
drive at that time.
If fer any reason these dates do'not meet with your approval,
please let me know.

Trustee Bruhl, seconded by Trustee Bickley, moved that the Village
Board grant permission to the Mount Prospect Combined Appeal t° hold
their next annual drive from October 5 through October 15, 1962.
This motion carried by acclamation.
President Schlaver read letter from Mr. Hitchcock, President of
Village Ouster Construction Co., requesting final payment for work done on the
Hall Village Hall addition, stating that the architect had authorized payment;.
addition The Board pointed out that this authorization did not take into account
a suit for damages by next-door neighbor, Mr. Lombardo. Mr. Hitchcock
and Mr. McKay of C~ster Construction, who were present, stated that they
beleived any impending lawsuit of that sort would be handled by their
insurance company and would have no connection with payment for services
rendered. Attorney Hofert replied that he would give his opinion on this
matter at the next meeting.

President Schlaver read letter from Mr. Richard Monroe, Hatlen Heights
President of Natlen Heights Homeowners Association, in which Mr. Monroe
expressed appreciation to the members of the Board for their efforts in
the recent annexation crisis regarding the Eirchhoff Farm property.
President Schlaver read the followinE letter from St. Paul's
Lutheran School:

Gentlemen:
The Board of Education, St. Paul Lutheran School, respectfully requests
your attention to the serious hazards and dangerous conditions for the
school studaents created by the traffic flow around the school. We there-
fore wish this cund~ion brought to the attention of the Police Committee
for their recommendation.
We ~m~uld suggest that the establishing of one-way traffic between the
hours of $ A.M. and 4 P.M. on School Street going south between Central Road
and Busse Avenue and one way traffic on Busse Avenue going west between
School and Elm Streets.

President Schlaver read the folloWing letter from the Northeast Central Road
Home Owners Association and asked that it be inserted in the minutes: widening
February 9, 1962

Dear Mr. President:
As you know, the Northeast Homeowners Association has gone on record
as opposed to a widening of Central Road, between Rte. 12 and Rte. 83, beyond
a 39-ft. width; and against the relocation of certain sections of the south
side sidewalks along this route, from their present location. We maintain this
present stand.
With this in mind, and after having read of the present status of
Central Road, I have been instructed by the Executive Council of this Association
to thank you and the other members of the Village Government for your effor~a
in our behalf.

President Schlaver mentioned' the problem Of suburban taxicabs from Taxicabs
O'Hare Field, which is in the Chicago city limits, stating that he is in
sympathy with efforts of Mayor Daley of Chicago to attempt to straighten out
any wrongful use of cabs, ~but does believe that all municipall~ licensed cabs
should have the right to pick up passengers at O'Hare Field when summoned.
Trustee Bruhl asked the members of his Weller Creek Committee, Weller Creek
all of whom were present, to meet the following Tuesday at ?:BO P.M. The
members are as follows: Messrs. Casterline, Ekren, Bickley, De Moch, Mokate
and Zadrovitz.
President Schlaver proclaimed the week beginning February 1Sth as Proclamation
National Engineers' Week.

In order to avoid any further misunderstanding, T propose to
install 1 - 20-amp outlet with #12 wire for the use of the small appliances --
in the following homes:

212 Bobby Lane 702 W. Golf Rd.
208 Bobby Lane 13B Weller Lane
211 Bobby Lane 211 Weller Lane
209 Weller Lane
Upon completion you will refund the money to Mr. Scl di Mucci
that you are holding.

Trustee Casterline, seconded by Trustee Bickley, moved that the following
letter be sent to Mr. Smith in reply, alone with carbon copies of both
letters to be sent to Mr. di Mucci.
"The proposal contained in your letter dated January 11, 1962 addressed
to C. O. Schlaver, Village President, cannot under the Village's ordinances,
be accepted. The following paragraphs recap our records on the subject
and detail the Village requirements.
"Mr. Sal Di Mucci was first notified of the electrical violations on
June 10, 1960. Another inspection was made on September 28, 1960 by
Mr. Joe Pecoraro, Mr. Parker Ekren and Mr. Dan Congreve. The violations
had hot been corrected.
"On November 16, 1960, Mr. Pecoraro met with Mr. DJ Mucci and you in
Mr. Di Mucci's office and it was agreed that if you would change the wiring
in the kitchen, the Building Department would issue Cert~icates of
Occupancy. On December 2, 1960, Mr. Di Mucci informed Mr. Pecoraro that
he had taken the matter uR with the Board of Trustees and that it was out
of the Building Department's hands4
"On February 1, 1961, Mr. Carney wrote Mr. Di Mucci a letter informing him
as to what the Village required. The corrections were not made.
"Later an agreement was made~ by you, Mr. Di Mucci and the Board of Trustees,
that Mr. William Hogan, Chief Electrical Inspector of Chicago, would make
an inspection of the buildings in question, and that both parties would
abide by his recommendation. An inspection was made and a copy of the
letter from Mr. Hogan is on file in the Building Department. This letter
pointed out more discrepancies than contained in Mr. Carney's February 1,
1961 letter. Mr. Hogan inspected only one home. The corrections still
were not made.
"About one month later, October 1961, Mr. Pecoraro made another inspection
with Mr. Bruce Nelson, electrical inspector of Arlington Heights. The
following violations were noted:
1404 Cloven:
Main breaker was a 50-amp breaker with 40-amp wiring,
should be 100 amp. Kitchen appliance outlets and
general lighting on same circuits. Wall outlet in
garage not the grounding or three prong type.
1406 Cloven:
Service entrance neutral is black, should be white.
Main beaker is 50 amp. with 40 a~o. wiring, should
be 100 amp. Kitchen appliance outlets and general

lighting on same circuits. Outlet in garage not
grounding type.
208 Bobby Lane:
Main b%aker is 50 amp, should be 100 amp. Kitchen
appliance outlets and general lighting on same circuits.
Neutral wire is black; conductor is white (should be
reversed).
210 Bobby Lane:
50 amp. main breakers should be 100 amp. Neutral wire
is black and conductor is white, should be reversed.
Kitchen appliance outlets and general lighting are on
same circuits.
212 Bobby Lane:
Two knockouts missing in main switch box. Kitchen appli-
ance outlets and general lighting on same circuits. Neutral
wire is red, should be white.
At 1404 Cleven, there are two or more circuits on o~ breaker, although there
is enough room to install a separate breaker for each circuit. There are no
kitchen appliance circuits as such as required by the Code. There are only
general lighting circuits in which one outlet happens to be in the kitchen.
"The inspectors did not inspect the other homes involved. However, on the
basis of the inspections we made, it must be assumed that the rest of the
homes are in the same condition.
"If you will correct the code violations as noted above in these five homes,
to the satisfaction of the Mount Prospect Building Department, applicable
Occupancy Certificates will be isSa4d. Further inspection of the balance cf
the homes will then be made by the Building Department as soon as they are
notified that your work is completed.
· This letter was approved by the Mount Prospect Board of Trustees and entered
into the minutes of the February lB, 1962 open meeting."
