Mr. Appleby read letter from Mr. George C. Wright of 700 Cathy Lane, "~ explaining he had erected a fence in violation of the building code Fence three years ago and would like to keep it. Letter was then read from Mr. Richard Huber, 108 Candota, next-d6or neighbor of Mr. Wright, stating he considered this fence an asset to both homes and was agreeable to allewi~g it to remain. Report from Architectural Committee dated December 18th was read as follows: "This does not meet the fence building code. There- fore it cannot be approved. We recommend favorable consideration of this case if request is made to the Village Board." Trustee Casterline, seconded by Trustee Bruhl, moved that the Village approve the construction of this fence in view of the Architectural Committee's recommendation and past policy of the Beard in this regard. Upon roll call: Ayes: Bickley Bruhl Ekren Gaw Casterline Motion carried. Absent: Phillips Village Manager Appleby drew attention to letter from J. P. Miller Well #5 Artesian Well Company of Brookfield, dated December 27th and signed by R. C. Schlaack, giving schedule of estimates for work to be done on Well #5. This letter will be reproduced im the official minutes. Mr. Appleby then read letter from C. T. & A. dated January 2nd giving hpinion of the Miller Company' s proposal as follows: ---'~' Rehabilitation Dear Mr. Appleby: Re: Rehabilitation of Well No. 5 of Well 5 ~'~ C.T. & A. ProJo 61-179 We have received a copy of a letter addressed to you from J. P. Miller Artesian Well Co. dated December 27, 1961. The letter in general gives firm proposals for hourly rates for labor and equipment, trucking charges per mile, and a lump sum approximation for crane rental. These are the going rates for this type of work, and depend mostly upon union rates for drillers and tool dressers, who are members of the Operating Engineers. Miller estimates that the cost of pump work for labor and trucking will approximate $4,752.00. The estimated cost of e~tipering and logging the w ell is reasonably firm at $550.-, which is in line with figures previmusly billed for similar work in Mount Prospect and elsewhere. January 2, 1962 Clean-out work on the well has been progressing satisfactorily over the last two weeks, but it is still uncertain as to the total amount of this type of work that will accrue. The moving in and out charge of $250- is reasonable. The charge of $17- per hour for two men including tools and equipment is in line with similar charges in 1961 in Arlington Heights by another contractor. The total equipment cost of SB6,B27.70 less a $500 certain credit for present bowl assembly, less an unknown credit for usable 10-inch steel column pipe, closely conforms to previous correspondence and discussions with the Committee. A moderate increase has resulted from discovery of an error in the amount of column pipe to be coated inside and outside. J. P. Miller has broken this figure down to give the Treasurer and auditors an idea as to how much of the total expenditure is to be capitalized. In our opinion, the charges should be brloken down approxi- mately as follows: Description Total Depreciation Capital 1. Replace pump except bowls and motor $11,515.70 $11,516.70 $ - 2. Bowl assembly, motor, convert column pipe (Ratio 100/350) 11,290.00 8,060.00 3,230.00 In our opinion, the non-equipment charges may be-broken down in approximately the same ratio. This breakdown is tentative, and we will be happy to confer with the Treasurer at the proper time. The matter of corrective or developmental shooting of' the well cannot be determined until after the well has been cleaned out, logged, and calipered. We will follow this closely, and in consultation with J. P. Miller, will make recommendations to the Manager at the pmper.time. It is our present opinion that no developmental shooting will be necessary. Corrective shooting may prove adviaable to reduce sand production to a minimum. After a decision haa been made concerning shooting, we will make a recommendation concerning measures to be taken to protect the new pump from possible sand breakdown. This can be done in two ways: (1) by extending the pump suction pipe below the bottom of the St. Peter stratum or (2) bycasing the well through this s~atum. If it becomes necessary to remove the 16-inch casing in order to shoot the well, then the best procedure will be to install a new 16-inch casing from the caving shales upward through the St. Peter sandstone. If it is unnecessary to remove the casing, then we will determine if additional 16-inch casing can be placed above the present casing. Very truly yours, Arthur R. Miller Company was present, along with Water Superin- tendent Dave Creamer, and expanded further upon the work his firm is currently doing at Well #5. Trustee Ekren, seconded by Trustee Bickley, moved that the Board of Trustees accept the proposal of the J. P. Miller Company as specified in their letter of December 27th for the rehabilitation of Well #6 to include the following items which they have accurately estimated. Crane rental - Labor and trucking for pump work - 4,712.00 Logging the well - - - 550.00 Moving equipment in and out of Job and all trucking 250.00 Total cost of material and labor for rehabilitation B6,S27.70 January 2, 1962 nd further~ that J. P. MillerCompamy will allow a credit of $§00- Well #5 for the present bowl assembly. The cost of clean-out work to be performed by J. P. Miller will be presented to the Board at a later date and the Village Manager is authorized to cover the details of the 16-inch liner on which no specified price was given. Rosenthal' and specifications for the sewers, water mains, sidewalks, curb and Resubdivision gutter and pavement for H. M. Rosenthal's Resub. prepared by Consoer, Townsend & Associates marked 61-1lB dated July, 1961 and r~vised November 22, 1961 be approved. This motion carried by acclamation. Recommendation by Trustee Ekren for improvement of G~egory Street was referred to the Street Committee. Paving - Gregory St. Village Manager Appleby read the following letter from Chief Edw~Haberkamp of the Fire Department: Fire Dept. MEMORANDUM To: Mr. N. G. Appleby Date: December 29, 1961 Please retain the two percent (2%) fire insurance fees amounting this year to $4,597.21 received from foreign fire insurance companies for the 1961-62 fiscal year, and use it for Fire Department Administration. MountProspect Volunteer Fire Department Edwin Haberkam~, Chief Mr. Appleby stated that a prOposal from E. F. Hauserman Company Village Hall for changing and extending partitions to provide offices for the VillageRemodeling President and Police Magistrate in the amount of $687- has been received and recommended its acceptance. Trustee Bruhl, secended by Trustee Ekren, moved that expenditure of $687- be approved for partitions to provide offices for the Police Magistrate and Village President. The following letter from Consoer, Townsend addressed to the Village Manager was read: Paving - Wille St. & December 18, 1961 Council Tr. Dear Mr. Appleby: Re: Wille St. & Cenn~il Trail C. T. &A. No. §9-02 In reviewing our records pertaining to the subject contract, we find that we have failed to recommend this project to the Village for acceptance. Work on the subject project was completed June 15, 1960. Ail the improvements have been constructed in substantial conformance with the project plans and specifications and we therefore belatedly recommend these improvements to the Village for acceptance. January 2, 1962 resident President Schlaver, in line with his objectives for 1962, Schlaver assigned certain tasks to committees as follows: Assignments (Health & Health Department, Trmstee Gaw: Set up new ordinance. Weller Creek) (Electrical Weller Creek, Trustee Brnbl as chairman, with Trustees Commission) Bickley, Casterline and Ekren appointed as committee to look after the interests of Weller Creek. Building Committee: -Establish Electrical Commission. Mr. Nichael Mokate, 209 N. Elmhurst, arose and read statement protesting article which appeared in the local newspaper wherein certain opinions were printed regarding Board politics.
