Trustee Bruhl, seconded by Trustee Bickley, moved that Parker pres. pro Ekren act as President pro tom for the meeting. This motion carried by :em acclamation and Trustee Ekren assumed the chair. Trustee Casterling, seconded by Trustee Gaw, moved that the minutes of October l?th be approved as corrected, minutes .Ayes Upon roll call: Bruhl Ekren Bickely Gaw Casterline Motion carried. Phillips Trustee Bruhl, seconded by Trustee Casterline, moved that the following bills be approved for the week of October 24th: General $1,539.04 Garbage 76.0B b~lls Library Bldg. Constr. 1961 52.40 Motor Fuel Tax 416.88 Water operations 3,537.70 Upon roll call: Ayes: Bickley Gaw Bruhl Phillips Ekren Casterline Mr. Lloyd Norris, 200 So. Ioka, arose as spokesman and chairman West of Wes% Central Civic Association and inquired (1) if sidewalk were Central going to be installed along the north side of Central Road running west Civic from the railroad tracks to the village limits; to which Mr. Appleby Association replied that the engineers had advised against installation of this walk until later because the earth had been disturbed by installation of underground utilities. Mr. Norris asked (2) if Trustees Bruhl and Gaw and Engineer Wm. Cadigan would attend meeting of the Board of Directors of this organization to be held the third F~iday in November, evening at Lincoln School in regard to sewers. Then Mr. Norris asked (B) that weeds be cut around vacant new houses on the east side of Weller Lane and that this block be checked by the police regularly until the houses are sold. He was assured that this would be done. W. Reinert of 908 South Albert asked about paving of his street in Golfhurst Subdivision, saying that the builder told him the Village Street would not let him pave it. The Board replied that on the contrary they paving would be glad if the subdivider would at least put down the base coat, which is also the recommendation of the Engineer. Mr. Reinert also asked who was legally responsible for planting of trees in the parkway, especially in cases where the subdivider sold some of his lots to another b~ilder, trees Be was told that the original subdivider is responsible; he may make a deal with the buyer of his lots, it doesn't matter who actually puts them in. Attorney Hofert advised that the garbage contract with Barring- garbage ton Trucking Company as drawn up appeared to comply with their letter contract of intent. Trustee Bruhl, seconded by ~rustee Casterline, moved that the president pro tom and clerk be authorized to sign garbage and trash removal contract with Barrington Trucking Company as amended. Ekren Phillips October 24, 1961 Radio Trustee Bickley, seconded by Trustee Phillips, moved that equipment the Village Manager be authorized to purchase the following items from the Motorola Company: 1 Model U'4S HHT-1100C Mobile Unit - $ 725.00 1 Model U-43 HHT-1130C Mobile Unit 796.00 2 Model PBB BAC-1191 AM 5-Watt portable unites @ $500- ~1,.000~00 1 - 60 Watt base station Model C5BGKB-11OOA 690.00 ~-~ 1 Remote control adapter Model TLN 6297A 46.00 2 Remotecontrol Model T1202A @ $250- 480.00 1 Model TAD-6OTBA Antenna & Mtg. clamps 65~00 1 Model TMN-6OOYA microphone 35.00 2 Model TU-532A microphone - @ $28- 46.00 Transmission line 75.90 and have them installed. Ail prices plus tax; and to have crystals in ? sets changed to fire frequency. It was stated that by August'cf 1963 all cf the fire apparatus must be off the police radio band; at the present time they use the sams band. Trustee Bickley, seconded by Trustee Casterline, moved that Police the Village Manager be authorized to secure sealed bids on four new cars automobiles for the Police Department, said bids to be opened and read publicly at the time to be specified in the notice to bidders. -- It is further moved that the Village Manager be further authorized to trade in the two automobiles presently used by the Police Department at the time of purchase of the aforesaid automobiles. Draft of Rolling Meadows ordinance creating Police Juvenile Police - Advisory Commission & Related Services was referred to the Police Juvenile Committee for study. ordinance Trustee Gaw, seconded by Trustee Casterline, moved that Sidewalk - the Village install sidewalk on lot owned by them at Rtes. 58 and 83, Village property sidewalk to run along South Elmhurst and join existing walk on lot aubtting north edge. Trustee Ekren read portions of report by Eugene Martin, who -- County attended the County Zoning hearing of October 18th in regard to the Zoning following: Dockets 260, 261, 262 & 263, Petitioner: Trust'#2168, Brickman Bldrs. Re: Area east of and abutting Randhurst, from Foundry to Euclid Maximum height of all buildings, 35 ft. Water supply: 3 wells, depths of 550', 1BO0' and 1700'. Sewage: To Sanitary Dis'trict interceptor via east in Foundry to Wolf Road. Storm sewer: B/4 to Feehanville, 1/4 to MacDonald Creek Docket #260: Nine acres of 1-bedroom and efficiency apartments. No provision for park or further school room. October 24, 1961 Continued Docket #261:2½ acres, office building and bank. No parks County,- mentioned. Zoning Brickman Docket #262:2 acres. Office building: Brickman offices, furniture store, restaurant. Docket #263:1 acre. Auto service station. Objectors: One ~ach from Brickman Homes~ north and south of Foundry, and E. Martin from Mount Prospect. Objections as follows: (1) Little or no area for parks. (2) Insufficent streets (fire hazard). (B) Help for school funds insufficient. (4) Efficiency apartments will attract transients. (5) Too many auto service stations. (6) Lack of good faith by Brickman. Haskins, attorney for Brickman, objected. Objection of home owners upheld by chairman. Moumt Prospect requested 15 days to file objection; this request was granted. Discussion of this case followed. Present were Mr. Eugene Martin who had represented the Village at the hearing and Mr. A. Gruder, 800 Cedar Lane, Brickman Manor Subdivision (outside village limits) one of the objectors in this zoning case. Trustee Casterline, seconded by Trustee Bickley, moved that the Village Attorney be authorized to prepare an objection along the following lines: High density, service station abutting Randhurst, lack of recrea- tional space, and spot zoning; said objection to be sent to the County Zoning Board within 2 weeks of the date of the hearing. Trustee Bickley, seconded by Trustee Phillips, moved that the Elk Ridge President pro tem and clerk be authorized to sign five individual plats Villa of Elk Ridge Villa, subjedt to the approval of Mr. A. Village Manager Appleby stated that the following public Randview Highland imprmements had been checked by the Village E~ngineers, Water public improvemen Department and Street Department and had been found to be in accordance with Code requirements: Public improvements in Randview Highlands Unit #2 consisting of sewers, water mains, curb and gutter and pavemen~ and sidewalk in Forest Avenue between Highland Avenue and Foundry Road. Village Manager Appleby reported upon the present status of the building remodelling and read list of proposed furnishings for the Village Hall new rooms, with suggested sources of fmuds for their payment, furniture Trustee Bruhl, seconded by Trustee Casterline, moved that the Village Manager be authorized to purchase the proposed items for the Village Hall, with the addition of draperies for the office of the Chief of Police and change in light fixtures in the cell block. Mr. Appleby read letter from President Schlaver~regarding Civil Defense: Civil Defense October 21, 1961 Members of the Village Board of ~-~ Trustees, Mount Prospect Gentlemen: Diligent progress is being made in the formation of a civil defense and disaster preparedness program for Mount Prospect. Following a conference today between Civil Defense Director Harold Appleby, Walter Lange of the Bruning Company and myself I am happy to recommend the appointment by the Board of Trustees of Mr. Lange as Deputy Director of Civil Defense to work with Mr. Appleby. Mr. Appleby and myself are in agreement that Mr. Lange, personnel director of the Bruning Company, has the energy and qualifi- cations to be of assistance in setting up a program which will best make use of our village personnel, equipment and facilities as well as draw upon the help of our residents who have quallfieat~ons to assist in first-aid training, technological help and education of the householders for self-assistance. The Bruning Company has generously assisted us in release of a portion of Mr. Lange's time for this imp~tant work. I am sure that he can be of.appreciable help to Civil Defense Director Appleby in the weeks and months ahead. Appointment of the Deputy Director is therefore respectfully urged at the meeting of October 24. Sincerely, Clarence O. Trustee Bickley, seconded by Trustee Gaw, moved that the Board concur with the appointment of President Schlaver, naming Mr. Walter Lange of the Bruning Company as Deputy Director of Civil Defense. Mr. Melvin Fisher of the citizens Committee on Civil Defense asked forpermission to read the following statement: October 24, 19~1 ~ To: The Mt. Prospect Village Board of Trustees ~ and President. From:The Mt. Prospect Citizens Committee on Civil Defense This committee wishes to congratulate the Village Board and Director of Civil Defense, Harold Appleby, in their selection of Mr. Walter Lange, Personnel Manager of Charles BruninE Company, as the Deputy Administrator of Civil Defense for the Village of Mount Prospect. It is especially reassuring that this selection was made from one of the various candidates interviewed by this committee. October 24, 1961 371 The qualifications of Mr. Lange for this position are well known in Civil this village and in the industrial community. Defense In order to effectively assist this administrative team, it is the desire and intention of this com~ittee to meet with these gentlemen at an early date in order to inititate the transference of Civil Defense information and activities we have studied. We are happy to continue to serve the village until such time as a transference of infSrmation and activities has been completed and a permanent, working organization is established. Trustee Casterline, seconded by Trustee Bickley, moved that Building the building permit fee for erection of St. Paul's Lutheran Church be permit refunded, in the amount of $884.00. Upon roll call: Ayes: Bickley Ekr~n Bruhl Phillips Casterline Gaw Motion carried. Proposed specifications for bids on insurance were submitted Village by the Citizens Insurance Committee. These were referred to the Insurance Finance Committee for revie~ Attorney Hofert announced that the condemation suit of the Park Distric Park District for ownership of the Country Club had been settled, and Country Club the Park District will take over the Country Club on December first for $1,208,900. Mr. Klein of Town We Go would like the Village to assume We Go Park liability for undedicated portion of Cathy Lane between Busse and street Central Road. This matter referred to Village Attorney.
