HomeMy WebLinkAbout06/12/1962 VB minutes MINUTES OF REGb/J~ MEETING OF PRESIDENT AND BOARD OF TRUSTEES ~ELD O~ TUESDAY, JUNE 12, 1962 President Schlaver called the meeting to order at 8:40 P.M. roll call with the following members present: Bickley Bruhl Gaw Absent: Ca~sterline, who "- Phillips Ekren arrived later Trustee Bickley, seconded by Trustee Phillips, moved for approval of the minutes cf June 5th as submitted: minutes Ayes: Bi~kley Bruhl Phillips Ekren Gaw Absent: Casterline Chief Whittenberg handed out awards to members of the Police Police Dept. Department from the North Suburban Police Pist~l League, stating that their team came in fifth, that these trophies were won in direct competition with 732 other men. Sgt. John Homola - High in Tyro class. Officer Richard Yost - 2nd place, Rapid Fire Sharp Shooter. Officer Raymond Lessner - 1st place, Rapid Fire Sharp Shooter. Officer John~ Savage - 2 trophies, 1st place in Rapid and Time. Officer Eugene Rooten, Team Captain, handed the team trophy to Chief Wbit- tenberg on behalf of the team. Trustee Bruhl, seconded by Trustee Ekren, moved for approval of bills f-~r the week as follows: General $ 6,309.01 Garbage 8,711.76 bills Water operations 3,822.2B $16,843. O0 Upon roll call: Ayes: Bickley Bruhl Gaw Phillips Ekren Absent: Casterline Motion carried. Trustee Gaw introduced to the Board the following three proposed Board of members of the Board of Health: Mrs. Bette King and Mr. Paul Garvin, Health re-instated, and Mr. Newt Hallman of 311 North Wilte, chemical engineer with Universal Oil Co., newly installed. Trustee Gaw stated that Mr. Richard Lamey, 1817 Bonita, with Baxter Laboratories, could not be present, but had been appointed. Trustee Gaw, seconded by Trustee Bruhl, moved for adoption of Resolution #11-62: Res. 11-62 PROVIDING FOR TH~ RETIREMENT OF MUNICIPAL INDEBTEDNESS BY USE OF MOTOR ~u~.L TAX FUNDS - MFT 17-CS, S.A. 62 MFT 17CS Upon roll call: Ayes: Bickley Bruhl Ekren .-. Phillips Gaw Pass: Casterline Motion carried. Trustee Casterline arrived at 8:55 P.M. Trustee Gaw, seconded by Trustee Casterline, moved that plans for 1962 MFT program be approved as presented and that the Village Clerk be authorized to advertise for bids as soon as the plans are ~app~u~ed by the State Highway Department. June 12, 1962 Trustee Casterline referred to letter of June 4th from the signs signs National Tea Co. requesting BS-ft. pylon sign along Rand Road, mentioned in minutes of JUne 5th, P, $B2, and reported that the Committee sees no gromnds for allowing this sign in violation of the Sign Ordinance; that the variation had not been applied for until months after the sign ordinance had been passed. TruStee Casterline, seconded by TruStee Bruhl, moved that th,.~ request for variation of sign ordinance indicated in letter from National Tea Co. dated June 4, 1962 be denied. Upon roll call: Ayes: Bickley Bruhl Ekren ~ Phillips Gaw Casterline Motion carried Annexation of President Schla~er spoke of intended annexation of property approx. B2~ south of Golf Road and West of Rte. SB, saying that he felt this acres in property, to be used for homes, business and industry, would be good Elk Grove planning. Trustee Ekren, Chairman of the JUdiciary Committee, stated T~p. that he felt the Board was responsible to the citizens· to see to the Village' s growth, that this will prove to be an advantage in the years to come. Attorney Hofert explained that this step t'ook months of thought, discussion and bargaining, and also ~ook into account the ambitions of surrounding governmental bodies. Trustee Ekren, seconded by Trustee Bickley, moved fer approval of tentative plat of property situated Just south of Elk Ridge Villa Unit #1 directly east of Busse Road and south of Willow Road.~ Upon roll call: Ayes: Bickley Bruhl Casterl~ine Ekren Gaw Phillips Motion carried. Trastee Ekren, seconded by Trustee Phillips, moved for passage of Ord. #$B4: Ord. #834 AN ORDiNANcE ANNEXING CERTAIN PROPERTIES CONSISTING OF MORE THAN BOO ACRE3 of PROPERTY LOCATED SOUTH of RTE. 88 (GOLF ROAD) and WEST of RTE,. 83 (ELME~RST ROAD) to the VIL~LAGE OF MOUNT PROSPECT, ILLINOIS Upon roll call: Ayes: Bickley Bruhl Casterline' Ekren Gaw Phillips President Schlaver. Bruhl Casterline Ekren Gaw Phillips Motion carried. Trustee Ekren read the following letter from Attorney Edward Hofert: Hatlen Heights . . Annexation June 8, 1962 Mr. Parker Ekren 1009 Isabella Avenue MoUnt Pro.speet, Illinois · Dear Parker: HATLEN HEIGHTS ANNEXATION Please be advised that the'aPPeal from the decision of Judge Adesko relative to the annexation of Hatlen Heights has been June 12, 1962 dropped and an order of court has been entered dismissing the appeal. Sincerely, Ed Hufert Trustee Bickley, seconded by Trustee Phillips, moved that the Judiciary Committee of this Board meet from time to time with Judiciary the Judiciary Committee of Arlington Beights. This motion carried Committee by acclamation. Attorney Bofert spoke as follows: With the Village moving Fire Dept. south and with both si~e~s of ~Busse Road in the Village, additional fire protection is needed for that area. It was agreed with Mr. Sal Di Mucci that we would trade property deeded to us formerly by Mr. Di Mucci for another piece of land in a better location. Chief Haberkamp and Mr. Di Mucci have reached an agreement on this location, which faces Golf Road but is almost to the corner of Busse Road. and is nearer to the area to be served in the future. Village Manager Appleby announced that the offices of the Annual Village Ball will be closed Saturday, June 18th for the annual employees Picnic picnic. Attorney Bofert explained that Mr. Greisdorf, developer of Green Acres Green Acres Subdivision, had asked that in lieu of required subdivision escrow completion bond, escrow be set up in a bank, the bank to furnish letter to the Village stating the following: "We, the undersigned, have on deposit the sum of $1B5,000 as indicated by estimates from Consoer, Townsend & Associates, for the sole purpose of payin~ for public improvements in Gfeen Acres Subdivision, Units 1 and 2, which will be paid out as the work proceeds and at the direction of the Village of Mount Prospect to paving,sewer and water contractors, to be designated by the subdivider. It is understood that said funds are to be held and retained by the undersigned until and unless the Village of Mount Prospect directs payment. ~This letter is written to induce the Village of Mount Prospect to excuse its usual requirement on the part of the subdivider to provide completion b ends." Mr. Nofert further explained that this set-up is legally acceptable and gives as much and probably more coverage than a completion bond. Trustee Phillips, seconded by Trustee Bickley, moved to authorize acceptance of a letter from Deerfield Savings & Loan Association stating in effect that they have on deposit the amount necessary for public improve- ments in Green Acres Subdivision, callable at our order, in lieu of our requirement for a subdivision bond. Upon roll call: Ayes: Bickley Bruhl Phillips Gaw Ekre~'~ Casterline Motion carried. Trustee Ekren, seconded by Trustee Bickley, moved to authorize the Village Manager to sign application to the Metropolitan Sanitary District in connection with Green Acres. This motion carried by acclamation. President Schlaver announced the following reshuffling of Committee trustees as committee members. The chairman will remain the same. Membership Finance - Chairman Bruhl, Ekren and Gaw Fire & Water - Chairman Phillips, Bickley and Casterline Judiciary - - Chairman Ekren, Gaw and Bickley Street - - - Chairman Gaw, Phillips and Casterline Police - - - Chairman Bickley, Bruhl and Ekren Building - - Chairman Casterline, Bruhl and Phillips Trustee Bickley, seconded by Trustee Bruhl, moved to approve the foregoing committee appointments of the President. Upon roll call: Ayes: Bickley, Bruhl, Ekren, Gaw, Phillips, Casterline Motion carried. June 12, 1982 Sewer President Schlaver read letter from John Woods, President of Arlington Heights: "Enclosed is copy of sewer report em storm relief sewer - - we shall be happy to discuss this project with you." Sewer report mentinned above is in Clerk's office. traffic Complaint of W. E. Eckenbrecht, 800 W, Busse, corner Cathy Lane, about employee parking was referred to the Police Committee.
