MINUTES
CLOSED SESSION
AUGUST 16, 2005
The Closed Session began at 8:24 p.m. in the Village Hall Executive Conference Room, 50 South
Emerson Street. The purpose of the Closed Session was to discuss Litigation, Property Acquisition
and Personnel. Present were: Mayor Irvana Wilks; Trustees Timothy Corcoran, Paul Hoefert, John
Korn, Richard Lohrstorfer, Michaele Skowron, and Michael Zadel. Staff present included: Assistant
Village Manager David Strahl.
Personnel - Collective Bargaining
Assistant Village Manager David Strahl provided an overview and summary of the discussions
n regarding the implementation of an Ordinance as required by the Firefighter Contract for the creation
of a Foreign Fire Insurance Tax Board. He briefed the Village Board on the details of the creation of
• the Board as required by Statute and the negotiation history leading up to the clause in the Contract.

There was general discussion regarding options or concerns regarding final authority on, creation of
• the Board and the Village Board's authority relating to the creation of the Ordinance.
