Zadel Village of Mount Prospect 50 South Emerson Street Mount Prospect, Illinois 60056 ry� L`LIf a. 2 MINUTES CLOSED SESSION NOVEMBER 16, 2004 The Closed Session was called to order at 7:45 p.m., by Mayor Farley, in the Village Hall Executive Conference Room, 50 South Emerson Street. The purpose of the Closed Session was to discuss Personnel and Property Acquisition. Present were: Trustees Timothy Corcoran, Paul Hoefert, Richard Lohrstorfer, Michaele Skowron, Irvana Wilks and Michael Zadel. Staff present included: Village Manager Michael Janonis, Assistant Village Manager David Strahl and Fire Chief Michael Figolah. Personnel — Collective Bargaining Village Manager Janonis stated that the Village has come to a tentative agreement with the Firefighters' Union. Assistant Village Manager Strahl provided an overview of the settlement details including economic information and the fact that there was an additional year added to the contract due to the length of time to negotiate the Agreement. Staff requested authorization to move forward with implementing C the economic package prior to the end of the year due to numerous year -end issues. Village Manager Janonis stated there is a pending Unit Qualification Petition regarding whether the r Lieutenants should or should not be part of the Firefighters' Union. He stated that he would request a moving forward with the process in case the Hearing Officer actually kept the Lieutenants out of the Unit. It would set up the opportunity for further judicial review. Promotional List Discussion Assistant Village Manager Strahl stated there has been a year and one -half worth of discussion regarding the process to test for Lieutenants for the future. This issue was not resolved during negotiations, therefore, it is proceeding to the State Labor Relations Board and possible Court Hearing. He recommended the Village let this process run its course since there was plenty of Lg notice regarding the process and the Union did not respond. Q Consensus of the Village Board was to continue the efforts regarding the Unit Clarification r Petition and the Promotional List litigation. d . Chief Figolah left the meeting at 8:13 p.m. A = CE Umi G=.1 Adjournment There being no further discussion, the Closed Session adjourned at 8:25 p.m. and moved into Open Session at 8:25 p.m. and immediately adjourned from open session at 8:26 p.m. 2
