The Closed Session was called to order at 9:20 p.m., by Mayor Farley, in the Boardroom of the
Central Community Center, 1000 West Central Road. The purpose of the Closed Session was to
discuss Personnel. Present were: Trustees Timothy Corcoran, Paul Hoefert, Michaele Skowron and
Michael Zadel. Absent from the Closed Session were: Trustees Richard Lohrstorfer and Irvana
Wilks. Staff present included: Village Manager Michael Janonis and Assistant Village Manager
David Strahl.
Minutes
Approval of Minutes from March 9, 2004. Motion made by Trustee Zadel and Seconded by Trustee
Corcoran. Minutes approved.
Approval of Minutes from May 11, 2004. Motion made by Trustee Skowron and Seconded by
Trustee Corcoran. Minutes approved.
Approval of Minutes from May 18, 2004. Motion made by Trustee Hoefert and Seconded by Trustee
Zadel. Minutes approved.
Personnel
Public Works Union
Assistant Village Manager David Strahl provided a general overview of the Public Works' tentative
agreement completing the contract with negotiations with the Public Works Union which have taken
place over the last two and one -half years requiring 22 meetings. He stated that the economic
package is consistent with the economic package that was previously defined through arbitration
with the Police Union. He anticipates the contract going before the membership of the Union for a
vote next week. At that point, a completed contract will be circulated for signatures and approval by
the Village Board at that time.
Fire Lieutenant Unionization
The Village has been notified that there is a sufficient interest for the Fire Lieutenants, which are 12
in number, to join the existing Firefighters Union. With the recent change in the State law, there is
no longer a requirement for an election to determine interest of employees to either vote a Union in
or not. Therefore, the Village is preparing to file a Unit Clarification Petition to determine whether the
Lieutenants are, in fact, supervisors and possibly not eligible to join the same union as the
Firefighters.

There being no further discussion, the Closed Session adjourned at 9:37 p.m. and moved into Open
Session at 9:38 p.m. and immediately adjourned at 9:39 p.m.
