Truste~ Bruhl, seconded by Trustee Biokley, moved to pay Mark Motors the sum of $2,101.92 for purchase of two Police Patrollers, Cars 125 and 126. December 17, 1963 Trustee Phillips informed the Board that the P~esident and Secretary of the Elk Grove Rural Fire Protection District Fime Dept. - were present with copies signed by them of Articles of Agreement drama1 between this Distmict and the Village of Mount P~ospect, and also were presenting check for $10,000 made out to the Vil- lage, as covered in Article II, A and B. The gentlemen were greeted' cordially, and copy of agreement was signed and sealed by the P~esident and Clerk of the Village and returned to, them. --~ Mm, William Mort of D.A.M.P. read letter from the City of Chicago giving approval~ tentative contract to be submitted D.A.M.P. to them at a later date by D.A.M.P. Water Co~mission and read aloud the following letter dated December 5~h: Mr. Clarence O. Schlaver, President, and Boamd of Trustees Municipal Building Mount Prospect, Illinois Gentlemen: The Des Plaines~ Mount Prospect, ~lingtpn Heights and Palatine Water Commission is ready to enter into firth negotiations with the City of Chicago fom the purchase of a supply of water based on each participating municipality's COntracting to purchase fmom the D.A.M,P. Commission each year a minimum water supply of about 60% of thei~ total estimated water usage in 1965. In the contmlct to be signed with the City of Chicago, the city requires that the amount of water to be withdrawn from the Chicago system on the day of maximum water usage be no greated than twice the avemage ~aily withdrawal throughout a yea~. On the basis of present engineering studigs, 60% of the total water usage in 1965 for your municipality is estimated at Sgl million gallons. The estimated annual charge to your munidipality by the D.A.M.P. Watem Commission, based on the above estimated volume, will be approximately $282,500. Water supplied to your municipality in a calendar year in excess of the annual volume listed above will be charged at about 2~ cents per 1000 gallons. The unit price figure and the i~itial.minimum annual payment will be subject to modifi- cation after official specifications have been prepared for the constmuction of D.A.M.P.'s facilities; contracts let, based on competitive bidding, and construction actually comp~ted. The Commission presently expects to enter into a signed contract with the City of Chicago before the end of t968, if signed con- tracts can be obtained from its constituent municipalities and other customers in the vemy nea~ future.' Construction is estimated to start some time in the eamly part of 196~ and be completed in 1965. An eamly reply addressed to the undersigned will be greatly appreciated. Very truly yours, William T. December 17, 1963 Mr. Salvatore Di Mucci delivered deed to land for Fire Dept. south side Fire Station at Golf and Busse, which was accepted with thanks by the Board. Trustee Phillips, seconded by Trustee Bruhl, moved Water Dept that bids for auto crane for Water Department be opened. This motion carried by acclamation. Bids were as follows: Hillsman Equipment Co. Trustee Phillips~ seconded by T~ustee Bruhl~ moved to put- Water Dept. chase air compressor from Ingersoll-Rand Company of Chicago and tools from Lakeland Equipmen~ Company of Melrose Park~ as recommended by the Water and Finance Departments. Upon roll call: Ayes: Bickley Bruhl Bergen Casterline Phillips Absent: Ekren Motion carried. The representative from one of the bidders, Mr. Dillon of O~Leary Contractors, protested the award of the bid,.claiming that his offer to sell Joy compressor and Cleco tools was lowest. Another gentleman spoke, not giving his name but identifyin~ himself as one of the bid- ders~ and offered the opinion that Ingersoll-Band would not be able December 17, 1963 to service their equipment. The representative from Ingersoll-Rand then arose and defended his hid, stating that his equipment met all specificationsand gave details regarding quick and ready servicing of this equipment. Mr. Dave Creamer and Mr. James King stood fast hy their recommendation to accept Ingersoll-Rand and Lakeland, Mr. Creamer stating that in any event O'Leary's did not meet the spec- ---~ ifications. Trustee Bickley announced that, public hearing re parking Traffic engineering and traffic study as presented by Mr. G~oss would be held on January 9th at 8:00 P.M., and that he, Bickley, would act as moderator of this hearing. President Schtaver gave the following proclamation: WHEREAS, traffic accidents are continuing to claim their toll of victims at a rate theft.can be dinlhished~ with the co-opera- tion of all drivers, and WHEREAS, we now are in the midst of the holiest season of all with numerous charitable expressions of ~eetings, and WHEREAS, Governor O~to Kerner has proclaimed the period of December 13, 1963. through January 2, 1964 a time for "Christmas Holiday Traffic Alert", NOW, THEREFORE, I, Clarence O. Schlaver, President of the Village of Mount Prospect, Illinois, do proclaim this same alert condition will prevail in our village during these same dates. FURTHER, I call upon all our citizenry to enthusiastically --- support and participate in this effort to reduce traffic acdidents to the end that the holiday season may be joyous and blessed, with- ou~ the scars of ~raffic mishaps. Trustee Casterline referred to letters from Verne Thorson Sidewalks dated November 16th shown in Nov. 26th minutes, and in,regard to sidewalks, moved, seconded by Trustee Phillips, that "when circum- stances are more suitable for conducting a survey of sidewalk repair, a recommendation be given to the Board by the manager and engineer as to what might be appropriated on an annual basis over a period of years". This motion c~ried by acc3mlation. In regard to Mr. Thorson's other letter regarding leaf disposal, Trustee Casterline pointed out that purchase of special equipment for this job 'would come to $7000-8000 for use only 3 or 4 weeks in the year. After further discussion by the trustees, Trustee Casterline, seconded by Trustee Bickley, moved that the Village a=torney be directed to amend the Village ordinance to disallow leaf- dumping in The s~reets. This motion carried by acclamation. Presiden= Schlaver asked~theBoard to conc~rih his:ap- Health poin~ment of Mrs. Bette King as Health Inspector at a salary of $2.50 Dept. per hour (which includescar allowance). Trustee Casterline, seconded by Trustee Bickley, moved that the appointment of Mrs. James R. (BeTte) King, a registered n~se, as Health Inspector for the Vil- '-" lage at a salary of $2.50 per hour be confirmed. Upon roll call: Ayes: Bickley Bruhl Bergen Casterline Phillips Absent: Ekren Motion carried. ~ Decenf0er 17, 1963 Cook County Village Manager Appleby read notice from Cook County Zoning Board of Appeals re hearing to be held· December 23md in the Village Hall near Algonquin and Linneman Roads~ across Linneman Road from United Air Lines, asking for apartment zoning. .Trustee Bickley, seconded by Trustee Casterline, moved that the Village Attorney be instructed to attend andprotest this zoning, and that he be allowed to hire any expert witnesses needed Upon roll call: Ayes: Bickley Bruhl Bergen Casterline Phillips Absent: Ekren Motion carried. President Schlaver stated he had received request Pres. from Mr. Robert L. Stanton asking if the Board would consider Schlaver resolution to keep the flag that was flown at half mast during flag at the mourning period for President Kennedy and store same in air- half mast tight glass case to preserve as an item of historical value. Kennedy P~esident Schlaver then read a resolution in this gard, No. BE IT RESOLVED: That the flag which has flown at half staff in front of the Village Hall in mounning and in grateful memory of our assassinated t~esident, John Fitzgerald Kennedy, on November 22, 1963, be, upon the expiration of the period of mourning on December 22, 1963, removed from said staff, that it be properly folded and thereafter encased in an airtight case made of glass, crystal plastic or other durable transparent n~terial, so that it can be preserved as an item of historical value for · posterity, that a suitably wordedplaque be obtained and affixed to said case, so that the future citizens of the Village of Mount Prospect, Illinois, may see the Flag that flew commemorating the untimely death of the Thirty-fifth l~esident of the United States of America. PASSED AND APPROVED this SEVENTEENTH day of D~CEMBER, 1963. Trustee Phillips, seconded by Trustee Bickley, moved t'o accept the above resolution and the motion carried.by acclamation. The mat- ted of the flag was referred to the Finance Con~nittee to look after, along with any and all other public documents and matters of his- torical interest. President Schlaver proclaimed January ~th as Blue Crutch Charity Day, to allow the Ma~ch of Dimes to collect for crippling diseases fund. Clerk Wilson displayed Village map drawn up showing pro- Fire House posed precincts to be used for planned fire house and municipal Referendum garage referendum. Trustee Bickley, seconded by Trustee Phillips, moved that date of February 8, 196~ be set to hold public ref.. erendum for purchase of bonds tb"~ve~ erection of fire house on t~e south -- side, equipment for the fine house and erection of municipal garage including removal of present old building. .
