November 12, 1963 ark Distr. Trustee Bruhl explained that Charles Pay-ne, President Streets of the Park Board had informed the Finance Department that the Park had neglected to appropriate funds to pay for their share of paving of Gregory and Waterman Streets at this time; that the Park would be able to make the first payment during May or June, 1964 and the second payment during October of 1964. Trustee Bruhl, seconded by Trustee Casterline, moved to grant extension of time to the Park District to allow them to pay their ' share of the paving of Gregory and Waterman next May or June, and in October. ~ Upon roll call: Ayes: Bergen Bruhl Casterllne Ekren Absent: Bickley Phillips Motion carried. Insurance Trustee Bruhl read letter from Employers Mutual of Wausau, insurance agents for the Village, stating that they had made their safety inspection, and recommending sidewalk repair and more use of safety glasses by Village workmen. Trustee Ekren read the following report from the Zoning Board: Zoning Case R E P 0 R T 63-25 Lacina-Moehllng Nov. ii, 1963 To:.Board of Trustees ~-~ From: Zoning Board of Appeals Re: Case 63-25, date of hearing, October 25, 1963 .Petitioners; Lacina, Moehling, et al This case involves a petition for ~ezoning from 2-1 to R-3 upon annexation of property located at 1211-13-15 Linneman Road. The case was orginally scheduled for the hearing of September 27, 1963, but at the request of the petitioners' attorney was continued to the hearing of October 25, 1963. Neither the petitioner nor his attorney appeared when the case was called during the hearing of October 25, 1963, whereupon the chairman dismissed the petition with the stipulation that the petition would have to be re-filed and re-published in the event that the petitioner renewed his request for a hearing. E. F. Martin, Chairman Malcolm G. Young, Acting Sec'y This matter calls for no action from the Judiciary Committee. Water Dept. Trustee Bergen, seconded by Trustee Casterline, moved Motor equipment that the specifications for a rotary air compressor and tools as prepared by Water Superintendent Creamer be approved and that the Village Manager be authorized and directed to secure competitive bids thereon. Alexander, for~aer Police Magis- president of the Chicago Bar Association, commending Judge Gould strate in the handling of his court. Trustee Bruhl also read letter from Police Dept. David Foster, who runs a business at 950 East Northwest Highway, commendingthe Police Department on their burglary prevention ser- vace; he had left his door unlocked. Trustee Bruhl, seconded~by Trustee Casterline, moved Police Dept. that the number'of authorized lieutenants on the Police Depart- personnel merit be increased from two to three; that the Fire & Police Com- mission be advised that said appointment should be made in the near future; also that the vacancy in the ranks of sergeant caused by promotion to lieutenant should be filled forthwith; and that the vacancy in the ranks of patrolman should not be filled, for budgetary reasons, until the Police & Fire Commission are ad- vised further. Trustee Bruht reported that T~ustee Bickley had been Traffic informed by Ralph Gross of Consolidated Traffic Survey that the traffic report would be ready by Friday, November 29th. Tentative plat from Salvatore Di Mucci covering an area Plan west of Busse Road was referred to the Plan Commission. Commission Village Manager Appleby reported that Zoning Notice from County Cook County, Dockets 6~0, 660 and 661 were small variations, hear- ZonlnE ings to be held in the Loop, and recommended no action by the Village. Mr. Appleby displayed a copy of an anti-litter ordinance passed by Palatine which also forbid dumping in the Creek or a body garbage of water. This ordinance was referred to the Judiciary Committee for consideration~as to applicability to the Village. Mr. Appleby reported that Ross Engineering had asked Traffic for 2-way traffic on Lincoln between Maple and Emerson Streets. This matter was referred to Mr, Gross of the T~affic Survey and to the Police Committee. Attorney Hofert explained that Cook County Water Company Cook County had put money in escrow to pay their share of taxes due but the title Water Co. had not yet been cleared due to a combination of circumstances, and recommended an ~xtension of time to allow for this title clearance. Trustee Bruhl, seconded by Trustee Casterline, moved that the Treasurer be directed not to pay out monies from this es- crow until December lSth, and to amend the escrow to this effect. November 12, 1963 raffic Chief Whittenberg told the Board that representative of the National Safety Council would be glad to meet with the members of the Board the following Saturday, November 16th, in the Village Hall, at the borne of ten o'clock, and asked the Board members to make it a point to be present. Trustee Castertine asked for a recess at 9:35 P.M. The meeting was resumed at 9:50 P.M. Trustee Casterli~e, seconded by Trustee Bergen, moved Vehicle that the Village Attorney be directed to re-draft Resolution licenses 25-57 so that members of the Plan Commission, Board of Appeals, Volunteer Fire Department, Disabled Veterans, employees and officials of the Village of Mount Prospect, members of the Library Board, Chief Librarian, Board members of School Districts Nos. 57 and 214, Superintendent and Assistant Superintendents of Mount Prospect SchoolDistrict No. 57, Mount Prospect Park District Board members and superintendents, Board of Health, Electrical Commission, Police and Fire Commission, and also vehicles owned by the Park District and School District No. 57, providing same reside in the Village of Mount Prospect, be exempted from paying to the Village of Mount Prospect the charge for the motor vehicle license sticker as set forth in Section 17.108 of the Municipal Code of Mount Prospect as amended. Tmustee Bergen explained that House Bill 337, amended Electrical August 2nd, provides that an Electrical Commission consist of six Commission members, one of which must be an Engineer. Trustee Bergen ex- plained that we now have five members, one member of which is an electrical engineer, allowing the Village to add another member. Trustee Bergen, seconded by Trustee Bruhl, moved that.the Village Attorney be directed to amend Article 8, Sec. 5,802 in the Vit- lage Code to allow for addition of an electrical engineer, making six members in the Electrical Commission.
