MAYORS REPORT 08/17/2010PRO CLAMA TION "SCHOOL'S OPEN - SAFETY WEEK" AUGUST 22 - 28, 2010 WHEREAS, children in the Village of Mount Prospect and all across the state and nation are beginning a new school year; and WHEREAS, students will be walking or biking to school in neighborhoods on sidewalks and streets, approaching or waiting at school bus stops, and boarding or exiting from buses; and WHEREAS, to take extra precautions to drive carefully, and to observe while the school year is in session, it is extremely important for Mount Prospect motorists and follow the rules of the road as they apply to school zones; and WHEREAS, motorists can help protect children by being especially careful near schools and in residential areas, being mindful of their speed, and observing traffic control devices; and WHEREAS, it is equally as important for motorists to respect school safety patrol members as they perform their duties, and adhere to their instructions. NOW, THEREFORE, I, Irvana K Wilks, Mayor of the Village of Mount Prospect proclaim August 22 — August 28 as "SCHOOL'S OPEN —SAFETY WEEK" in the Village of Mount Prospect and I encourage all motorists to make this a safe year for all students throughout the Village of Mount Prospect and surrounding communities. AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE OF MOUNT PROSPECT BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS: SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized. Said list is hereby amended by decreasing the number of "Class F -1" Liquor License by One (1) ARTEMIS RESTAURANT INC. d /b /a ARTEMIS RESTAURANT at 912 SOUTH BUSSE ROAD. WILKS AND BOARD OF TRUSTEES FROM: VILLAGE MANAGER DATE: AUGUST 10, 2010 SUBJECT: HOLIDAY INN — RANDHURST BANQUET HALL 200 EAST RAND ROAD NEW CLASS "S1' LICENSE BAR LOUIE 200 EAST RAND ROAD NEW CLASS "F3' LICENSE On Tuesday August 3, 2010, the Village Manager met with Attorney Jayal Amin, owner Mr. Deepak Shah and the two managers of the locations listed above. The purpose of the meeting was to discuss Mr. Shah's request for the creation of a Class "S1" and "Class F3" liquor licenses for their Mount Prospect location. The Class "S1" license provides for full service of alcohol in a hotel and private banquet facility. The Class "F -3" license provides for the full service alcohol in a restaurant with lounge. Two separate licenses are sought because each facility is its own corporate entity. Mr. Shah is the owner of both facilities located at 200 E. Rand Road. He plans for the Bar Louie restaurant to open by the end of September with the hotel to follow as soon as the pool is completed. He indicated that the hotel will have a banquet facility for private events up to 250 guests. Mr. Dan Goel will be the General Manager of the hotel as well as the banquet facility. Mr. Goel currently is the General Manager of LaQuinta Inns and has no prior experience with alcohol service. Mr. Dan Henry will be the manager of Bar Louie. Awarded "Concept of Tomorrow" by Restaurant Hospitality Magazine, this restaurant & bar features warm, upbeat surroundings with contemporary photography, mosaic tiling, wood - paneled walls, modern lighting and plasma televisions. Live entertainment is also anticipated. Mr. Henry has eight years experience in restaurant management and recently managed for the Four Corners Tavern Group. Mr. Shah indicated that room service for the hotel will be provided by Bar Louie. 1 The Village Manager discussed at length the Village's particular sensitivity to the sale of alcohol to minors or clearly intoxicated persons. The requirements of the Village's Fight Ordinance were also discussed. The Village Manager made it very clear to all present that the restaurant managers were responsible for the actions of all restaurant employees with regard to the service of alcohol. Also discussed was the need for all employees involved in the sale of alcohol to complete a certified liquor servers training course. The required applications are complete and on file along with the payment of appropriate fees and other documentation. If the Village Board favorably considers this request, adoption of an Ordinance creating (1) new Class "S -1" and (1) new Class "FY liquor licenses would be in order. The licenses would be issued contingent upon completion of fingerprinting, background checks and proof of successful completion of a certified liquor server's course by all managers.
