HomeMy WebLinkAboutRes 04/18/1944 R E S O L U T I O N * * AREAS, there is in the Village of Mount Prospect a large amount of property which is and has been delinquent for non - payment of general taxes for more than ten years last past, and said properties have been forfeited to the State for non - payment of taxes; that as a result of such delinquency, the Village of Mount Prospect and other taxing bodies in this area are embarrassed and handicapped in the performance of their governmental functions and obligations; and that such continued delinquency detrimentally affects the welfare of the Village of Mount Prospect; and, WHEREAS, efforts have been made by other taxing bodies in the area, in cooperation with the Village of Mount Prospect, to effect a clean- up of delinquent taxes by lawful proceedings for the liquidation of the tax delinquency and to place the property on a current tax paying basis, but the effort to clean up the tax delinquencies cannot succeed by reason of the fact that there are also levied against the said properties so de- linquent, various special assessments for improvements constructed; and, 1RBREAS, it is the opinion of the Board of Trustees of the Village of Mount Prospect that it is to the best interests of the special assessment bondholders to cooperate in the settlement of such delinquent special assess- ments; and, WHEREAS, it is essential to the successful carrying on of the functions of the Village of Mount Prospect, and also of other taxing bodies in the area, including the schools which are necessary to the proper development of the community, that the said delinquent property be liquidated and placed on a current tax paying basis. r BE IT, AND IT IS, THEREFORE, RESOLVED by the President and Board of Trustees of the Village of Mount Prospect: SECTION 1. That the Board of Trustees of the Village of Mount Prospect, as Trustees for the special assessment bondholders, receive, investigate, study and convey to the bondholders all proposals which it deems equitable in connection with delinquent special assessments, for the purpose of facilitating the settlement of such delinquent special assessments and the ultimate placing on a current tax paying basis of the delinquent property involved. SECTION 2. That the Board of Trustees of the Village of Mount Prospect cooperate with committees of other taxing bodies for the purpose of forming a plan for the orderly liquidation of all delinquent property in the Village of Mount Prospect, including taxes and special assessments. SECTION 3. That the Village Collector be, and is hereby re- quested to assist in the preparation of any information that may be required by the Board of Trustees of the Village of Mount Prospect with respect to delinquent special assessments.
