WILKS AND BOARD OF TRUSTEES FROM: VILLAGE MANAGER DATE: JULY 29, 2010 SUBJECT: LETY'S SPORTS BAR AND GRILL 1827 W. ALGONQUIN NEW CLASS "S3" LIQUOR LICENSE On Wednesday, June 23, the Village Manager met with Mr. Jesus Rosales and his accountant Jeff Kasper to discus his request for a Class "S3" liquor license. The Class "S3" designation provides for a tavern with full service of alcoholic beverages. Mr. Rosales currently owns Tortas Locas Restaurant located at 1839 W. Algonquin with a Class "F2" designation providing service of beer and wine only at tables. The theme of this location will be that of a Sport's bar where patrons can view by satellite international sports games from around the world. Mr. Rosales also plans to have a pool table and juke box as entertainment amenities. A light menu of hamburgers, hotdogs, pizza and hors d'oeuvres will be offered as required by the Liquor Code. At that time however, Mr. Rosales' paperwork was not in complete order and he had not yet hired a manager. Therefore, a second meeting was requested by the Village Manager to complete the license process. On Wednesday July 28, the Village Manager met with Mr. Jesus Rosales and his new manager Ms. Cynthia Wiebe to complete the application process for a Class "S3" license. The Village Manager discussed at length with the applicants the Village's particular sensitivity to the sale of alcohol to minors and over service to clearly intoxicated individuals. Mr. Janonis also covered the Village's Fight Ordinance requirements. The Village Manager informed Mr. Rosales that he is responsible for the actions of all employees and that it was imperative to establish an appropriate training program as well as management oversight with regard to the delivery of alcohol. Both Mr. Rosales and Ms. Weibe indicated they understood the requirements of the Liquor Code. A completed application along with fees and required documents have now been submitted. Both owner and manager have submitted to fingerprinting and background checks. If the Village Board views this application favorably, an Ordinance creating a new Class "S3" liquor license would be in order. ORDINANCE NO.
