Zadel www.mountprospect.org Village of Mount Prospect 50 South Emerson Street, Mount Prospect, Illinois 60056 MINUTES COFFEE WITH COUNCIL Saturday, July 10, 2010 Community Center, Village Hall The meeting convened at 9:00 a.m. Village Board members present were Mayor Irvana Wilks, Trustee Paul Hoefert, and Trustee Steve Polit. Representing Staff was Assistant Village Manager Dave Strahl and Community Development Deputy Director Brian Simmons. Residents in Attendance Mel Holec Quince Lane John Ellenberger Redwood Drive C.J. Mel Holec, Quince Lane — Mr. Holec questioned if the Village knew why the Michael's and Edith's Restaurants both closed. Mayor Wilks responded that Edith's relocated to Prospect Heights due to lower rent costs and Michael's closed for similar financial reasons. Mr. Holec asked with the Community Connections Center being open for a year, if the Village is receiving better cooperation with its Police in the area and a seeing a reduction in crime. Trustee Hoefert stated that the Center helps the community become more comfortable with the Village and to feel more connected with the community. Although a reduction in crime numbers may not be realized, the Center is serving its purpose by reaching out to Coffee with Council Minutes Page 1 of 3 July 10, 2010 residents who may otherwise not have communication with the Village. There was additional discussion regarding the benefits of the Community Connections Center and the status of businesses in the Village. John Ellenberger, Redwood Drive — Mr. Ellenberger wanted to thank the Police Department for the extra police patrols in his neighborhood and Public Works' response to fix some downed tree limbs on his street. He also was thankful of the job the Village Board has done on keeping the Village financially solvent. C.J. Berrigan, Creekside Drive — Mr. Berrigan was in attendance to complain of the constant noise being produced by the neighboring Old Orchard Country Club during weddings and special events in the clubhouse. He stated residents of the Creekside Condo Association have reported noise concerns in the past to the Police but the problem persists. He was in attendance to advise the Village Board that the Association would be speaking to the Prospect Heights Park District Board about the issue at their meeting on July 13 Trustee Polit recommended that Mr. Berrigan determine who was responsible for the noise (Park District or catering company) and recommended putting together a petition to approach staff with prior to the meeting so they could research the issue and have a more productive discussion on the subject. Louis Goodman, N. School Street — Mr. Goodman stated he was just attending to observe. Carol Tortorello, Elmhurst Avenue — Ms. Tortorello stated how good the Fourth of July Parade was this year. Rich and Carol Huff, Frank Jarecki, Oakwood Drive — Mr. and Mrs. Huff and Mr. Jarecki said the feral cat problem is getting worse. They said people are feeding seven to eight cats. Police made the property owner take the shelter down and cats are now crossing onto neighboring properties. Trustee Polit stated that the Property Owner needs an approval from Cook County for a Cat Colony and that all feral cats must be spade or neutered. Trustee Hoefert said that the Village is currently drafting an ordinance on how it would respond to Cat Colonies. Sheldon Tabas, Wheeling Road — Mr. Tabas thanked the Fire and Police Departments. He stated there was a small fire in a lint trap in the Boxwood area in the morning that both the Fire and Police responded too. Mr. Tabas asked if Police should have responded to alert other homeowners by knocking on doors. Mr. Stahl did not know the specific situation, but a decision would be made by responding Police and Fire personnel on whether ornot additional evacuations would be needed. Mr. Tabas also discussed the placement of unsolicited newspapers on a property. Mr. Hoefert and Mr. Strahl stated there is a littering ordinance where the Village could send a letter to the newspaper company. Mr. Tabas also discussed the deck replacement enlargement that was denied by Village Staff. John Fisher, Boxwood Drive— Mr. Fisher was in attendance to discuss the newspaper littering issues as well. Frank Carioti, Hi Lusi Avenue — Mr. Carioti was concerned about the alley between the condos on the 500 block of West Prospect Avenue and his property. He said the alley was becoming a cut - through route from Prospect Avenue to Hi Lusi, then from the alley to Wa Pella and eventually to Central. Mr. Carioti stated trucks (including commercial dump trucks) and vehicles were cutting through. Mr. Strahl said he would speak to the Police Department on ownership and enforcement issues in the alley. There was also a suggestion of adding speed humps. Louis Bowers, Boxwood Drive — Mr. Bowers discussed sirens that go off periodically. He wanted to know what they were testing, but also requested on what he is supposed to do upon hearing the sirens. Coffee with Council Minutes Page 2 of 3 July 10, 2010 Trustee Polit referenced the Emergency Preparedness Guide for residents which detailed procedures for responding to an emergency. Steve and Barbara Van Arsdale, Can Dota Avenue — Mr. and Mrs. Van Arsdale commented that a medical emergency occurred at the 4 of July parade which was handled exceptionally by emergency personnel. Jim Chylik, Locust Lane — Mr. Chylik asked what the blue trucks were doing with the Village's sewer system. Mayor Wilks responded that they are lining the sewers which prolongs the life of the utility. Mr. Chylik asked if the Building Inspector goes on the roof for a roof inspection. Mr. Simmons explained how the inspectors look at the roofs. Dan Turenne, Boxwood Drive — Mr. Turenne said the underground cable goes out constantly when there is rain (ComEd Power outages). He stated that 500 Dogwood has had 8 power outages over the last 4 years with 2 being within the last month. Mr. Strahl responded to the ComEd issues and stated that he would look into it. Michael Petridis, Azalea Place — Mr. Petridis was hoping to add a beekeeper license and that our code and was restrictive of this activity. Trustee Hoefert explained that we don't allow certain animals in the Village for health reasons and with the number of people who are allergic to bees this might not be something the Village would support. There was general discussion on bees. David Schein, Na Wa Ta Avenue — Mr. Schein had some general complaints on Comcast services that he was dealing with. Karen Behr, Camp McDonald Road — Ms. Behr wanted to know if a neighbor's fence passed an inspection. She stated that it was four inches too high based on the response she received. Ms. Behr was looking for a resolution on the matter. Mr. Simmons stated he would review the inspection history of the fence and would follow-up on the issue. Avis Gibons, Camp McDonald Road — Ms. Gibons discussed the rates of Illinois American Water. She says the rates have gone up 75% in the last four years. Ms. Gibons wanted to see if another referendum could be pursued for the Village to take over the utility. Mayor Wilks stated that the preference would be for a referendum request to be performed by petitioner versus by Village resolution. Trustee Polit stated the process of acquiring the system would require a special assessment and residents in the area would have to pay additional costs for merging with the Village water system. There was additional discussion on how a referendum could be pursued by residents. Eileen Gattas, Kenilworth Avenue — Ms. Gattas stated the 4 of July carnival takes place adjacent to her property and was very pleased with how things were operated this year. She stated the Police Department was very helpful by placed officers at Kenilworth and Central to direct traffic. She hoped they would be placed there again next year as it reduced the traffic headaches which typically occur on her street due to the festival.
