Trustee Ekren, seconded by Trustee Bickley, moved that the minutes of July 9th beapproved as corrected. (Add date of April 25, 1962 to letter shown on P.2). minutes Upon roll call: Ayes: Bruhl Bickley Ekren Phillips Absent: Bergen Casterline Motion carried. Trustee Bruhl, seconded by Trustee Ekren, moved for the approval of the following bills: hills General $ ~,997.28 Parking System Revenue 24.99 Waterworks g Sewerage 30,145.96 Waterworks $ Sewerage Acquisition g Constr. 307.00 $35,475.23 Upon roll call: Ayes: Bruhl Bickley Ekren Phillips Absent: Bergen Casterline Motion carried. Trustee Bruhl, seconded by Trustee Phillips, moved that Finance Paul D. Speer be paid $6,790.6% from the Waterworks & Sewerage Ac- Water Bonds quisition and Construction Fund for services in connection with the preparation and sale of the 1963 Waterworks & Sewerage Revenue Bonds; in accordance with the contract. Upon roll call: Ayes: Bruhl Bickley Ekren Phillips Absent: Bergen and Casterline Motion carried. Trustee Bruhl, seconded by Trustee Phillips, moved that Finance J. P. Miller Artesian Well Co. be paid the sum of $28,229.49 from Water Bonds the Waterworks & Sewerage Acquisition and Construction Fund for construction of Well ~7. Upon roll call: Ayes: Bruhl Bickley Ekren Phillips Absent: Bergen Casterline Motion carried. Trustee Bruhl, seconded by Trustee Phillips, moved To Finance accept the monthly financial report of June 30, 1963 as submitted, subject to annual audit. Upon roll call: Ayes: Bickley Bruhl Ekren Phillips Absent: Bergen Caaterline Motion carried. July 16, 1963 arking lots Trustee Bruhl, seconded by Trustee Ekren, moved that the Clerk open bids for lighting contract for Maple Street parking lot. This motion carried by acclamation. The Clerk then informed the Board that no bids had been offered. Trustee Bruhl, seconded by Trustee Ekren, moved that Alleys the Clerk open bids for construction of storm water sewer in the storm sewer alley at the rear of 218 South Owen Street. This motion carried by acclamation. The Clerk then opened the bids as follows: Plumbing Service Corp. 100 West Northwest Hwy. $1,654.00 Bowler $ Di Paolo 5646 Wilson A~e., Chgo. 2,751.00 Trustee Bruhl, seconded by Trustee Bickley, moved that the above bids be referred to Finance Director King and Engineer Memmeter for their recommendation. Later in the meeting these gentlemen re- turned, recommending awarding of contrac~ to Plumbing Service Cor- poration as lowest qualified bidder. Trustee Bruhl, seconded by Trustee Phillips, moved to award storm sewer contract to Plumbing Service Corporation in the sum of $1,654.00. This motion carried by acclamation. Trustee Bruhl, seconded by Trustee Phillips, moved that Special meeting special meeting of the Board be held on July 2$rd for the purpose of holding a budget hearing plus any other business that may come up. Upon roll call: Ayes: Bickley Bnuhl Ekren Phillips Absent: Casterline Bergen Motion carried. Trustee Bergen arrived at 8:27 P.M. Trustee Ekren, seconded by Trustee Bickley, moved for the passage of Ordinance #920: Ord. 920 Annexation AN ORDINANCE ANNEXING PROPERTY TO THE VILLAGE OF Commonwealth Edison right-of-way MOUNT PROSPECT, WHICH PROPERTY IS AN Il{REGULARLY SHAPED PARCEL OF LAND LYING NORTH OF THE TOLLWAY AND WEST OF BUSSE ROAD. Upon roll call: Ayes: Bickley Bergen Ekren Bruht Phillips Pres, Schlaver Absent; Casterline Motion carried. Trustee Ekren, seconded by TrusTee Phillips, moved for Ord. 921 the passage of Ord. 921: Commonwealth Edison Sub-station AN ORDINANCE AMENDING THE VILLAGE OF MOUNT PROSPECT ZONING ORDINANCE RELATING TO PROPERTY ON THE NORTH SIDE OF DEMPSTER ~ETWEEN ALGONQUIN AND BUSSE ROADS. Upon roll call: Ayes: Bickley Bergen Bmuhl Ekren Phillips Absent: Casterline Motion carried. 3uly 16, 1963 This is property owned by Commonwealth Edison Company used for sub-station, and is zoned I-1. Truszee Ekren, seconded by Trustee Bruhl, moved for the passage of Ord. 922: Ord. 922 ~-~ Franchise for AUTHORIZING COMMONWEALTH EDISON COMPANY (PUBLIC Commonwealth Ed. SERVICE COMPANY DIVISION), ITS SUCCESSORS AND (Public Service) ASSIGNS TO CONSTRUCT, OPERATE AND MAINTAIN AN supply electric ELECTRIC LIGHT AND POWER SYSTEM IN AND THROUGH power THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY. Upon roll call: Ayes: Bickle~ Bergen Ekren Bruhl Phillips Absent: Casterline Motion carried. Mr. Richard Seitz of PublicSe~vice Company explained that this dinance is essentially the same as the franchise ordinance passed in 1917 nearly fifty years ago; that this or~tinance will be in ef- fect for the next fifty yeams; that there is a supplementary agree- menu to this ordinance which provides free electricity for the municipal building and fdr-any new buildings or additions. President Schlaver referred to the minuzes of July 9th Building wherein was reproduced letter from Plan Commission regarding Mr. Di Mucci's Sal Di Mucci's Elk Ridge Villa Unit S apartments. Mr. James Wax Elk Ridge produced new plat submitted by Mr. Di Mucci drawn to scale and Villa R-4 showing the placement thereon of zen buildings, so placed as noz apts. ~ to permit erection of another building on this area; every building the same size, parking allowance for 170 cars. The area of the lot is 180,000 square feet, the floor ratio 'is under .50, thus meeting the standards of the Building Code. Mr. E. F. Martin, Chairman of the Zoning Board, stated that the developer included living space in the lower level, which is not more than 24 inches below grade~ therefore cannot be construed as a basement. Trustee Bickley, seconded by Truszee Phillips, moved that building permit for erection of above-described buildings be issued. Upon moll call: Ayes: Bickley Bergen Bruhl Ek~en Phillips Absent: Casterline Motion carried. Truszee Bergen referred to memo from Engineer HemmeZer Building who had inspected the unfinished homes built by Mar Don Construction Company on Weller Lane; Mr. Hemmeter stated that these buildings were fundamentally sound but were the target of constant vandalism. After discussion, Trustee Bickley, seconded by T~ustee Bruhl, moved that the Building Department Superintendent prepare a letter to the subdivider asking for the boarding up of these buildings within hours, otherwise this task will be done by the Village and bill for same sent zo him; also directing the Village Attorney and Village Prosecutor to determine which ordinance~ have been violated, that. the proper criminal action be brought before the police magistrate. This motion carried by acclamation. T~ustee Bergen displayed sketch of sign for the new Cinema Signs Thea~e going up near Thundembird Bowl, stating that this sign is 26 feet high; the ordinance calls for 18 feet; the building commitzee was in favor of allowing this sign as it is sez well back in the parking lot over 100 feet away from the Thunderbird Bowl and well away from Rand Road. July 16, 1963 Signs Trustee Bergen, seconded by T~ustee Ekren, moved that the Moun~ Prospect Cinema Theatre be given variation to construct sign in accordance with plan submitted. Upon'roll call: Ayes: Bergen Bickley B~uhl Ekren Phillips Absent: Casterline Motion carried. Trustee Bergen raised a question as to Chapter III, Building Paragraph 6 and 6.1 of the Building Code. The Village Attomney asked to see this section. Police Refer~ed to the Police Committee at Trustee Bickley's request: The possibility of creating a Go Kart or drag strip where the noise will not offend anyone, for the use of youngsters. Well 8 Trustee Phillips discussed breakdown of Hatlen Heights well after the recent drouth, pointing out that this well was. originally drilled by J. P.-M'iller Artesian Well Company in 1956 and rehabilitated in 1960. Trustee Phillips, seconded by Trustee Bickley, moved to authorize J. P. M'iller Artesian Well Company to proceed immediately with the bailing of the Hatlen Heights well preparatory to rehabilita- tion of this well. Upon r'oll call: Ayes: Bergen Bickley Bruhl Ekren Phillips Absent: Casterline Motion carried. Trustee Phillips, seconded by Trustee Bickley, moved to authorize J. P, Miller Artesian Well Company to refer their pro- posal for the rehabilitation of the Hatlen Heights well dated Dec. 16, 1962 to Consoer, 'Townsend g Associates for checking of the unit p~ices, with acceptance of this proposal subject to the verification of Consoer, Townsend g Associates. Upon roll call: Ayes: Bemgen Bickley Bruhl Ekren Phillips Absent: Casterline Motion carried. Trustee Phillips, seconded by'Trustee Ekren, moved that Water the Village Manager be directed to accept theproposal of the Badger (meters) Meter Company for water meters for the year July 15, 1963 to July 14, 1964, and that the purchase of 200 water meters for future delivery at the old price be confirmed. Upon roll call: Ayes: Bergen Bickley Bruhl Ekren Phillips Absent: Casterline Motion caz~ied. T~ustee Bruhl~ seconded by Trustee E~en, moved that the Sunset Hts. plans and specifications for the public improvements in the First 1st Add'n Addition to Sunset Heights~ identified as C. T. & A. 63-066, be approved and request of Schavilje $ Knuth dated June 25, 1963 to make the improvements at their own expense be granted subject to their filing a proper completion bond~ it being understood that when the improvements are completed and aocepted they will become the property of the Village without cost or expense to the Village. This motion carried by acclamation. July 16, 1963 T~ustee Ekren refer~d to Zoning Case 63-17, Ashley Zoning Case ~icketts, report shown in July 9th minutes, and read the follow- 63-17 ing portion of the minority report attached thereto: Ricketts "...it is true that the property is now zoned for business in the ~ounty; that the best and possible use of this property is for ~usiness...we canno~ approve of such a re-zoning where no facts are presented. The petitioner should present a case supporting the use of the land in question... It is unfortunate thaH a peti- tioner could say he is using the land for one of the usages in B-3 and then change his mind and use the property for some other com- mercial purpose allowed in B-3 (B-~ in County) .... we feel that certainly some good must come from a petitioner standing before the Boamd of Appeals and stating that he wishes B-3 so that he might erec~ a bus station, or etc. Trustee Ekren, seconded by Trustee Phillips, moved that the Village Attorney be directed to draft ordinance annexing pro- perry belonging to Ashley Ricketts as described in Zoning Case 63-17, and to d~aft ordinance zoning same to B-3. Upon roll call: Ayes: Bergen Bruhl Bickley Ekren Phillips Absent: Casterline Motioncar~ied. Manager Appleby stated that his assistant, William Yost III Manager's was leaving this week for the Air Force, to be stationed in Idaho, and Office expressed regret that he was leaving. Memo to P~esident and Board of Trustees, dated July 16th is shown as follows: Finance - payroll "Because we feel that they could prepare a classification and pay-plan more objectively and impersonnally, we recommend that an outside agency be retained to make such a plan for the Village. "We further recommend that the work be done by Public Ad- ministration Service, who have a well-trained staff and specialize in this type of service for municipalities. It is a non-profit organization and the cost will be about $2,000.00. Respectfully submitted, H. G. Appleby, Village Manager James C. King, Finance Director" This matter was referred to the Finance Committee. Proposed plat of Colonial Heights Seventh Addition was Colonial Hts. referred to the Plan Commission. 7th Add'n Proposed street plan for Candota Avenue west of the new American Luth. Lutheran Church and just north of Golf Road was referred to the Church Street Committee and to the Village Engineer for their study and recommendation; particularly regarding median strip on Candota. Village Attorney Hofert reported he had been working on the proposed Kenilworth Avenue special sssessment and on possible vacation of Thayer Street in Centralwood Subdivision; that he Village recorded the deed for the lot on the southwest corner of Main and property Busse in the Torrens office; that sale of Lot ~ Maplecrest will be closed this week. July 16, 1963 uildinE Engineer Ben Hemmeter reported that Dan Serafine has completed the foundation suppor~ work om this building on East Lincoln and is reinfomcing the wail'with tie rods. However~ Serafine refuses To insert reinforcing rods in the sidewalk along 5incoln Avenue between School ~ William Streets as specified by the Board, The Board indicated Mr. Hemmeter should insist on. correct reinforcement wherever needed.
