WHEREAS, the Village of Mount Prospect, Cook County, Illinois, has been notified that the Chicago and Northwestern Railroad has filed a petition with the Illinois Commerce Commission, known as Case No. ~~71'1, requesting therein the approval for increases and changes in rate schedules and the elimination of certain stations on the various suburban divisions operated by said rail- "- road including the Wisconsin Division which serves said Village of Mount Prospect; and "- WHEREAS, the proposed changes by the said rail- road will involve substantial increases in transportation costs to the many residents and citizens of the Village of Mount Prospect and inconveniences caused by the elimination of the proposed railroad stations between the City of Chicago and the said Village of Mount Prospect, all of which affects the general welfare of the citizens of the Village of Mount Prospect, NOW, THEREFORE, BE IT RESOLVED By the President and Board of Trustees of the Village of Mount Prospect, Cook County, Illinois: 1. That the Village of Mount Prospect, a munici- pal corporation, in its own right and on behalf of its citizens and residents, does hereby oppose and object to the request as filed with the Illinois Commerce Commission by and on behalf of the Chicago and Northwestern Railroad Company in Case No. ..y~7~/ for rate increases and changes in rate structure and in the method of operation in its commuter service for the following reasons: (a) That the proposed elimination of certain stations between the City of Chicago and Village of Mount Prospect will cause unnecessary hardship and - 2 - inconvenience to persons residing in, coming to and visiting with the Village of Mount Prospect and its citizens, and based upon certain investigations the proposed elimination of the Mayfair Station on the Wisconsin Division will cause particular hardship to many of the persons residing in the Village of Mount Prospect or having business with said Village or with citizens of said Village; (b) The proposed increase in rates on the Wisconsin Division of approximately 24% is not realis- tic and not based upon actual costs, revenues, profits and is not needed to insure an equitable return on capital investment for said railroad; and (c) The proposed elimination of certain and "'Ride Bearer" monthly tickets and the substitution therefor of unlimited monthly tickets is economically detrimental to the commuters from the Village of Mount Prospect in that it is not economically advantageous to the com- muter and will, in effect, result in decreased usage of the said railroad by the commuters, all to the detriment of the residents of the Village of Mount Prospect and the said railroad. 2. That the Illinois Commerce Commission, before issuing any order granting any rate increase or the closing of any stations on the Wisconsin Division of said railroad, should consider the interests of the residents of the Village of Mount Prospect and also competent evidence as to the finan- cial need for any rate increase and the reasons for the pro- posed elimination of any of said stations and the actual usage of said stations in order that the hardships which might result to any commuters be completely and thoroughly - 3 - investigated by said Commission. 3. That the Illinois Commerce Commission as representative of the people of the State of Illinois recognize the rights of the residents of the Village of Mount Prospect and exercise its best judgment to protect the said rights of said residents. 4. That the Village Clerk be and he is hereby authorized and directed to transmit a certified copy of said resolution to the Chairman of the Illinois Commerce Commission.
