TrusTee Bruhl, seconded by T~ustee Bickley, moved for the payment of the following bills: bills General $ 3,257.70 Garbage 2.~8 Motor Fuel Tax 21,390.33 Water operations 9,388.92 S3~,039.~3 Upon roll call: Ayes: Bickley Bergen Bruhl Ekren Absent: Casterline Phillips Motion carried. The Board took up the matter of water revenue bond ordinance, Water explaining that such ordinance provides the financing for the purchase of Revenue ~"~ Cook County Water and Sewer Company, the re-financing of existing and Bonds outstanding water revenue bonds, and provides for the cost of inter- connections of mains between all wells, including Hatlen HeighTs. The second ordinance permits the Village to enter into the sewerage business as well as water, and provides for the issuance of bonds covering this. Trustee Ekren, seconded by Trustee Bickley~ moved that plans and specifications for Waterworks Improvements, 1963, which shows esti- mate of cost and description of the improvements To be made upon ac- quisition of the facilities to be acquired, as well as other necessary improvements to the existing system prepared by Consoer, Townsend & Associates and the engineering feasibility reports of Consoer, Townsend 6 Associates dated May 13, 1963, which recommend water and sewer fa=es for ~he Village~ also Greeley & Hansen's report dated June, 1962 and their feasibility supplementary report 6f May 1, 1963, be and are hereby approved. Trus=ee Ekren, seconded by Trustee Bergen, moved for the Ord. 906 passage of Ord. 906: May 1~, 1963 rd. 906 Combination AN ORDINANCE AUTHORIZING THE COMBINATION OF THE water systems VILLAGE OF MOUNT PROSPECT'S EXISTING WATERWORKS SYSTEM WITH THE WATERWORKS SYSTEM AND SEWERAGE SYSTEM TO BE ACQUIRED PROM THE COOK COUNTY WATER CORPORATION. Upon roll call: Ayes: Bergen Bickley Bruhl Ekren Absent: Casterline, Phillips Motion carried. ~-~ Trustee Ekren~ seconded by Trustee Bruhl, moved for the Ord. 907 passage of Ord. 907: Water 6 Sewer Revenue bonds AN ORDINANCE AUTHORIZING AND PROVIDING FOR THE ISSUE OF $1,450,000 WATERWORKS AND SEWERAGE REVENUE BONDS, SERIES 1963, OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS AND PRO- VIDING FOR PAYING THE PRINCIPAL AND INTEREST OF SAID BONDS AND THE OPERATION AND MAINTENANCE OF THE WATERWORKS AND SEWERAGE SYSTEM AND PRO- VIDING RESERVES THEREFOR. Upon ro~l call: Ayes: Bergen Bickley Bruhl Ekren Absent: Casterline Phillips Motion cammied. Hatlen Hts. Mr. Paul Speer, financial consultant, explained the ordinance in detail water rates and was questioned by Mr. Lloyd Norris regarding rates for water and sewer to be paid by the inhabitants of Hatlen Heights Subdivision. The reply was that these residents will pay the same rates charged the rest of the Village, with the proceeds to go into the Village-owned systems. President Schlaver stated ~hat tentative date of June llth -- had been set for bond bid openinE a~ the First National Bank in Chicago. Trustee Ekren, seconded by Trustee Bickley, moved that Water authority be granted to hire an additional man for the Water Department Dept. at this time. Upon roll call: Ayes: Bergen Bickley Bruhl Ekren Absent: Casterline Phillips Motion ca~ied. It was explained that extra help would be needed with the additional work load imposed by acquisition of new wells, mains and consumers. Trustee Bruhl, seconded by Trustee Bergen, moved that .the insurance Village Clerk open bids for insurance coverage; this motion carried by acclamation. One bid, from G. W. Reedy & Co., Chicago, was meceived slightly after five o'clock; the attorney gave his opinion that this bid was admissable with the others. Trustee Bickley seconded by Trustee Ekren, moved that Reedy's bid be included with the others. Upon roll call: Ayes: Bickley Bergen Bruhl Ekren Absent: Casterline Phillips Motion carried. Zoning Trustee Ekren re-read report from the Zoning Board on Case Case 63-8 63-8, J 6 M Enterprises, and moved, seconded by Trustee Bickley, that the Village Attorney be directed to prepare an ordinance rezoning the property f~om R-1 to R-4. Upon roll call: Ayes: Bergen Bickley Bruhl Ekren Absent: Casterline Phillips Motion ca~ied. Trustee Ek~en referred to Case 63-1, Shell Oil Company Case 63-1 request for B-3 zoning with special use for car-wash, contingent upon Shell Oil annexation. The Board expressed their~opposition to thecar wash, and after some discussion it was decided to hold this matter in commit- tee for another week, meanwhile asking the attorney to investigate the County zoning and building permit held by this company. Trustee Ekren, seconded by T~ustee Bickley, moved that the Village Attorney be asked to investigate Shell 0ilCompany's zoning and building permits and report back to the Board. Trustee Ekren read the following letter from the Plan Com- mission: Sun'et Heights May 13~ 1963 1st Add'n President and Board of Trustees Gentlemen: The Plan Commission to whom was refe~ed the final plat of ~-~ Schavilje 6 Knuth, Inc., 1st Addition to Sunset Heights, recommends that the plat be accepted as presented subject to compliance with all Village Ordinances, Respectfully submitted~ A. Trustee Ekren, seconded by T~ustee Bickley, moved that Colonial Hts Owners' and Surveyor's certificate of correction for plat of Colonial 5th Add'n Heights 5th Addition be approved and the Village President and Village Clerk be directed to sign this document. Trustee Bickley, seconded by Trustee Ekren, moved that the County Village file objection to State HB120 regarding County zoning board Zoning requirement~of $/4 majority on questions of jurisdiction of property within 1-1/2 mile limit of municipalities, This motion carried by acclamation. Quest'ion of drainage at 218 South Owen Street was referred Sewers to the Street Committee. President Schlaver asked the Village Manager if he would Pres. Schlave prepare agendas for each Board committee, to be sent to the Chairman of each committee. Attorney Hofert asked for copies also. '" Trustee Bruhl, seconded by Trustee Bergen, moved that the Appointments Board concur in the President's appointment of James C. King as Finance Finance Director and Treasurer-Collector for the current year. Upon roll call: Ayes: Bergen Bruhl Bickley Ekren Absent: Casterline Phillips Motion carried. President Schlaver announced that Representative Carroll Weller Creek reported that bill will be introduced for $1,194,600 to cover various items of work in connection with Weller Creek; Vinton Bacon of the Metropolitan Sanitary District, Charles Payne of the Park District, AttorneyDowning of the Park District and President Schlaver met with Messrs. Lorenz and Casey in Springfield on this matter. Discussion was held regarding issuance of liquor licenses; this matter was held over for further clarification. Attorney Mofert gave commendation to Finance Director Finance James King on his diligent efforts regarding set-up and passage of the Wa~er Bond Ordinance. Referredto Judiciary Com~ittee, Village Attorney .and Public Servi¢ Village Manager: Negotiation of Public Service Company franchise, which Company ~'~ expires in 1967. ~ Trustee Bickley made reference to the Manager's memo re street light~ street lights on Foundry Road, dated May 10~ and moved, seconded by Trustee Ekren~ that the Village install 11,000 lumen mercury vapor lights-on the south side of Foundry between Main S~reet and Forest Avenue. May 14, 1963 The installation of these mercury vapor lights is recommended by Public Service Company engineers.
