The Closed Session was convened at 8:33 p.m. by Mayor Farley to discuss Property Acquisition.
Present were: Trustees Timothy Corcoran, Paul Hoefert, Michaele Skowron, Irvana Wilks and
Michael Zadel. Absent from the Closed Session was Trustee Richard Lohrstorfer. Staff present
included: Village Manager Michael Janonis, Assistant Village Manager David Strahl and Community
Development Director William Cooney.
Property ACQuisition
Village Manager Janonis provided an overview to the Board regarding the suggested purchase of
the 3Com property. He stated that he has had preliminary discussions with a broker and felt that
3Com is willing to deal to ensure a timely sale of the building. He stated there are obvious
drawbacks to the building for manufacturing and retail purposes. He thought that the building would
probably go between $20 million and $30 million.
Community Development Director Bill Cooney stated that while this seems quite unusual, the
possibility of consolidating so many public operations does have a certain amount of appeal. If you
would consider including the Performing Arts Center from District 214, the Library and Administrative
offices from other School Districts including the Senior Center and Village Hall, there would still be
plenty of square footage left over for other uses.
Village Manager Janonis stated that he has talked with School District 57 and they are concerned
about the possible revenue reduction if the building is purchased by the Village and utilized for
public-related activities.
General comments from Village Board members included the following items:
There was concern regarding taking the building off the tax roles and moving too quickly without
seeing if there could be a private entity interested in purchasing the building. There was also a
concern raised regarding the purchase cost and the rehabilitation cost that would be necessary in
addition to the possible impact of moving Village Hall from the downtown.
Consensus of the Village Board was to review the business plan for the possible
development of the building but not to put substantial staff effort into the analysis and
diverting attention from existing efforts with the already identified site.
The Closed Session adjourned at 9:05 p.m. No action was taken.
