MINUTES
CLOSED SESSION
MAY 9, 2000
Mayor Farley called the Closed Session to order at 9: 15 p.m., in the conference room of the Senior
Center. A roll call was taken. Present were: Trustees Timothy Corcoran, Paul Hoefert, Dennis Prikkel,
Michaele Skowron and Irvana Wilks. Absent from the Closed Session was Trustee Richard Lohrstorfer.
Staff present included: Village Manager Michael Janonis. The purpose of the Closed Session was to
discuss Land Acquisition and Personnel.
Land Acquisition
Village Manager Michael Janonis presented Mr. Tom Neitzke's proposal for the Village to purchase
property located at 20 West Busse Avenue. Besides an asking price of $150,000 for the property,
Mr. Neitzke was also asking that the Village pick up all closing costs. He was also seeking a 4.5-foot
easement on the west edge of the property which he wanted retained as green space. Under
Mr. Neitzke's proposal, the Village would pay any year 2000 Property Taxes due. Mr. Neitzke would pay
any 1999 Property Taxes due.
Village Board members considered Mr. Neitzke's proposal. After considerable discussion, the Village
Manager was directed to prepare a counter-offer that agreed with all of Mr. Neitzke's basic requirements
with the exception that instead of granting a 4.5-foot easement, the Village would simply exclude that
portion of the property from the Purchase Agreement. The purchase price would be reduced
correspondingly based on a cost per square foot basis.
Village Manager Michael Janonis presented Village Board members with a proposal to purchase the Ye
Olde Town Inn property (6-18 West Busse Avenue) as proffered by the Judge in the pending
Condemnation Lawsuit. According to the Village Attorney Bill Ryan, the Judge in the Case suggested
that the Village offer $190,000 for purchase of the portion of the building and property the Village was
seeking. In addition, the Village would be responsible for repairing the remaining portion of the building
after demolition of that portion sought by the Village. Additionally, the Village would make available a
$40,000 far;ade matching grant for a 24-month period either to the current owner or a successor owner.
The Village Board considered the proposal and after much discussion agreed to the proposed terms with
the additional terms that possession of the property would be gained no later than September 15, 2000 or
at such time the Village took possession of the Northwest Electric property, whichever came first. The
other condition for accepting the proposal was that the Village receive the property free of any current
tenants or outstanding lease obligations.
Village Board members directed the Village Manager to relay this counter proposal to the Village
Attorney.
Personnel
Village Manager Michael Janonis reviewed with Board members the status of negotiations with the
Firefighters Association. Mr. Janonis indicated that the Association had presented a substantial contract
. document which greatly expanded upon the present Agreement governing the relationship between the
two parties. Mr. Janonis indicated that negotiations would probably be protracted since an early review of
the proposed Contract language was in many cases adverse to the Village's interest. The Village
Manager also briefly reviewed with Board members the economic demands of the Association which
when casted out exceeded a 15% increase in overall compensation.
Village Board members directed the Village Manager to proceed with negotiations and protect the
Village's interests to the greatest extent possible.
The Village Manager also discussed with Board members a proposed change in policy for the payment of
overtime to Fire Department Lieutenants.
The consensus of the Village Board was to proceed with the change in overtime calculations as
proposed. Village Board also approved a policy that would allow Fire Department Lieutenants to
drop their Paramedic certification on a voluntary basis. This change in status recognizes the fact
that Lieutenants are never assigned to the ambulance because of their other responsibilities.
Maintaining Paramedic certification without field experience is a very difficult situation. Village
Board members agreed.
There being no further business, the Closed Session adjourned at 10: 15 p.m. on a Motion by Trustee
Wilks and Seconded by Trustee Skowron.
