Janonis MINUTES CLOSED SESSION AUGUST 22, 2000 The Closed Session was called to order at 9:27 p.m., by Mayor Gerald Farley in the conference room of the Senior Center. A roll call was taken. Present were: Trustees Richard Lohrstorfer. Dennis Prikkel, Michaele Skowron and Irvana Wilks. Absent from the Closed Session were: Trustees Timothy Corcoran and Paul Hoefert. Staff present included Village Manager Michael Janonis and Assistant Village Manager David Strahl. The purpose of the Closed Session was to discuss Personnel, Litigation and Property Acquisition. Personnel Assistant Village Manager Dave Strahl provided an update to the Village Board regarding the Police Union negotiations. He stated the Police Union had voted to approve the tentative agreement which had been reached with the leadership of the Union and the management team from the Village. There will still be an arbitration meeting scheduled for August 30 to finalize some outstanding language that had been agreed to in concept. Once the final language is completed. an official Village Board vote on the Contract is expected sometime in September or early October. Negotiations with the Firefighters have been progressing slowly due to the complexity of the proposal presented to the Village. Village representatives and Fire Union representatives are going through each Article in an effort to determine where there is agreement and where there IS the need for additional negotiations. This process will likely continue through November at which time any outstanding items will likely be forwarded to an Arbitrator for final determination. Litigation Village Manager Janonis provided a summary of the status regarding the proposed rezoning for land at the corner of Louis and Rand. He stated the property came into the Village in 1965 as R-1 which was the most restrictive Zoning designation and is consistent with other property that was annexed during the same time frame. The Court Case which was filed in 1970 and decided in 1973 specifically allowed for a tile store to be constructed on the site but left the Zoning alone. He stated that the property owner threatened to litigate without a Zoning change and he stated that if the property was already zoned Commercial, the Village would not be involved in any action. Property Acquisition Village Manager Janonis stated that staff investigated the projected purchase price for the property at the corner of Golf and Busse. The property owner does not want to sell at this time which would mean the Village would likely have to condemn the property to acquire it. Board members were not interested in pursing acquisition at this time but asked that staff press for a substantial clean up of the property. There being no further business, a Motion was made by Trustee Prikkel and Seconded by Trustee Lohrstorfer to adjourn the Closed Session.
