Lowe MINUTES CLOSED SESSION OCTOBER 3, 2000 The Closed Session was called to order at 9:36 p.m., by Mayor Gerald Farley in the conference room of the Senior Center. A roll call was taken. Present were: Trustees Timothy Corcoran, Paul Hoefert, Richard Lohrstorfer, Dennis Prikkel, Michaele Skowron and Irvana Wilks. Staff present included Assistant Village Manager David Strahl. The purpose of the Closed Session was to discuss Litigation and Personnel. Litigation Trustee Corcoran provided an update regarding the pending Hearing before the U.S. Supreme Court regarding the SWANCC Case. He stated it is anticipated a Hearing is scheduled for October 28 and there have been some proposals presented by some various environmental groups regarding a possible settlement. These options are being reviewed. He also stated there was a recent Editorial in the Chicago Tribune which the Board members may find interesting. Mayor Farley stated that he would make a copy of the Editorial and distribute it to the Board members. Personnel Collective Bargaining Assistant Village Manager Dave Strahl provided a general status report regarding the ongoing Firefighter Union negotiations and stated that there are two meetings left this week after which there will likely be an Arbitrator chosen and any issues that have not been agreed to will be decided by the Arbitrator. It appears very likely there will be several items presented to the Arbitrator since the progress regarding numerous economic issues have been very limited. ILCS 120/2 (c) (1) - Individual Mr. Strahl presented a memorandum summarizing potential questions and concerns relating to holding a job for an employee who is on extended leave and what the prospects are regarding how long the Village should wait to replace an individual. He also stated there is a question 'Nhether the individual should be paid during this timeframe and what is the best means to provide that payment. He asked that the Board members review the attached memorandum and be prepared to discuss a policy regarding this situation at the next meeting and he also encouraged them to review what procedures and policies they were familiar with in their work experience.
