Fields ~ft, ~Jt-~ 100 South Emerson Street Mount Prospect, Illinois 60056 MINUTES CLOSED SESSION JUNE 30, 1998 The Closed Session was called to order at 10:40 p.m., in the second floor conference room of the Village Hall, 100 South Emerson Street, for the purpose of discussing Property Acquisition. Present at the Closed Session were: Mayor Gerald Farley; Trustees George Clowes, Paul Hoefert, Richard Lohrstorfer, Daniel Nocchi and Irvana Wilks. Absent from the Closed Session was Trustee Timothy Corcoran. Also present were Village Manager Michael Janonis and Assistant Village Manager David Strahl. Board members reviewed the draft Closed Session Minutes from meetings held on June 2 and June 16, 1998. It was the consensus of those present that the Minutes were an accurate reflection of what transpired at the previous meetings. Mayor Farley announced that the Minutes would be formally approved in open session. Property Acquisition Village Manager Janonis reviewed with Village Board members his most recent discussions with representatives from Northwest Electric. He stated that Northwest Electric promised to have a full cost proposal in the hands of the Village by Friday, July 10. Mr. Janonis also reported that Northwest Electric had identified a preferred alternate site and had two properties under contract. Mr. Janonis indicated that the alternate site, while tight, could reasonably accommodate the building and parking requirements identified by Northwest Electric. Mr. Janonis indicated that representatives from Northwest Electric were looking for feedback from the Board regarding their comfort with the use at this proposed alternate site. If the Village Board expressed comfort, then they would hire a land planner to do some more detailed site layouts. After brief discussion, Village Board members unanimously concurred that the use at this alternate site was acceptable. Mr. Janonis indicated that he would communicate this back to Northwest Electric. Mr. Janonis also reported that offers have been made on the 117 South Main property as well as the Six West Northwest Highway property. In both cases, the counter proposals were extremely high and not supported by any comparables or appraisals. Mr. Janonis indicated that there would be an additional effort to negotiate a more reasonable price but that if a more reasonable response was not forthcoming, then the filing of an Eminent Domain proceeding might become necessary. Village Board members directed staff to pursue additional counter offers and to report whether Eminent Domain proceedings were necessary. Mr. Janonis also reported on the progress of discussions with Town Centre LLC. He indicated that progress was slow and that movement on a Redevelopment Agreement would be dictated by the ability to get firm information on property acquisition costs. Mr. Janonis also noted that there were currently a number of concepts for the small triangle being floated. It would be necessary for the Village Board to focus on a preferred development scenario so that substantive discussions with property owners and subsequent users could proceed in earnest. Mr. Janonis also reported that staff had walked through First Chicago Bank building with Bank representatives to determine the feasibility of relocating Village Hall offices there. It appeared that the building layout and space available would accommodate most, if not all, of Village Hall/Senior Center operations. Mr. Janonis reported, however, that at this time, the Bank was not interested in selling the building but only in leasing. Mr. Janonis reported that there were some questions regarding the tax exempt status of a lease between the Village and a private entity. Research was being done in this regard. There was general discussion regarding the feasibility and acceptability of moving Village Hall to the First Chicago Bank property. Some Trustees expressed concern about leasing versus purchasing and there was also discussion about what would trigger a requirement for a Referendum. There was a general discussion about the need to become more aggressive in discussions with various properties in the redevelopment area. It was suggested by Trustee Nocchi and concurred with by other Board members that a special Village Board meeting be held on July 14 for the purpose of considering Ordinances for the acquisition of all properties in Phase I. Staff was directed to prepare said Ordinances for the special Board meeting. Finally, Mr. Janonis reported that United Diversified had indicated that it was now unwilling to proceed as substitute developer for the Clocktower Place third building. Norwood Builders has expressed interest in the property and would be presenting a proposal. There was no further discussion in Closed Session. The Closed Session was adjourned upon unanimous vote based on a Motion by Trustee Wilks and Seconded by Trustee Lohrstorfer at 12:04 a.m. MEJ/rcc IS
